Small description of the match (extra-ordinary incidents etc.):

Second match of Confederations Cup in Group A between CONCACAF Gold Cup Winners Mexico and UEFA Euro 2012 Runner Up Italy. Match was played at the legendary but completely reformed Maracan stadium of Brazil which produced an attendance of 0.000 spectators. Pitch conditions were perfect; the weather was very good, ideal conditions for a football match. Italy scored first at min. 27 but Mexico equalized by a penalty kick 7 minutes later. A late goal of Balotelli (min. 78) gave the 3 points to Italy. As for the referee Osses from Chile it was a challenging match with some situations that required his attention.

Crucial Decisions (refer to penalty kicks, sending-off situations etc.) Minute and Description of the Scene / Assessment of the referees decision Pirlo (ITA) inside the penalty area tries to escape 2 Mexican players. Guardado 17 (MEX) seems to hit the ball first but it isnt so clear. For that reason I have to go with the referee. Penalty for Mexico. Barzagli (ITA) fouls on G. Dos Santos (MEX) from behind inside the penalty area. Correct decision for penalty but the card should have 34 been RED for DOGSO. The Mexican player may have been a little to the left but he is about 8-9 m. from the goal with only the GK in front of him. Basic Observations (refer to the general application of the LotG, highlight the referees tactical approach, personality, match control, management of the teams and players, teamwork etc.). Please deploy short but precise and detailed sentences! Positive Points 1. 2. 3. 4. Clear distinction of direct and indirect free kicks. Teamwork with assistants and FO. Foul detection. Advantage law.

Points for Improvement Control of the match and some specific players. He should be more aware with 1. players like Balotelli and his reactions. Furthermore he should avoid letting the players surrounding him with purpose of protesting. Severe positioning problems. In many situations he was very close to play and 2. intervened with play. Furthermore he couldnt move diagonal since in most occasions he followed the ball. Back turned on the ball. Especially after awarded free-kicks or goal-kicks he 3. turned his back to the ball in order to sprint or take a better position. Unsure in his calls and defective and insufficient tactical approach. Lack of 4. preparation post-match. Moreover he should call the fouls more quickly. In specific situations it took him too long to decide (even for some of his cards). Punishment in cases of repeatedly tactical fouls. He should use his cards in such 5. cases or at the very least warn verbally the player (mins. 15, 47, 52, 54). 6. Improve the execution of drop-ball situations. No dealing in situation when the players used their hands in the opponents faces 7. thus fouling them of course and endangering their well being.

Further observations (peculiarities of the referee revealing his character) He was obviously not ready for such a match. He hadnt done proper preparation in regard to reading the teams. That caused him many problems since he wasnt sure of his calls. He tried to avoid interaction with the players but he had to deal especially with Balotelli (at least 1 yellow card was warranted). He should improve vastly in those areas if he wants to see his name to the list of referees for the World Cup.

Please assess the first assistant referees performance. Minute and Description of the Scene / Assessment of the ARs behavior Nothing extraordinary for him. No offside calls. Correct application of the wait and 1-90 see technique and always aware of what happened around him.

Assistant Referee 2
Please assess the second assistant referees performance. Minute and Description of the Scene / Assessment of the ARs behavior 04 07 He wrongly adjusted Giaccherini (ITA) on being in offside position. Missed throw-in to Italy since the ball was completely out of the field of play.

Fourth Official
Please assess the fourth officials performance. Minute and Description of the Scene / Assessment of the fourth officials behavior He had to deal especially with Italys coach and his protests. He was always present and even had to get the coach attention in some cases. Furthermore he 1-90 appeared to help the referee awarding some fouls especially near his line since he was most of the time near there.
