Small description of the match (extra-ordinary incidents etc.): First matchday of Group E between England and Iraq. The match was played at Akdeniz University Stadium at Antalya and presented an attendance of 3.150 spectators, which is rather low for such a tournament. Pitch and weather conditions were very good creating very good conditions for a football match. England was better than Iraq and managed to score at 4 minutes before the first half and another one at 52 min. Iraq found the strength to successfully convert a penalty at min. 73 and score the late equalizer (min. 93). Usual match for the referee and even though there was an awarded penalty the match difficulty can only be described as Normal.

Referee
Crucial Decisions (refer to penalty kicks, sending-off situations etc.) Minute and Description of the Scene / Assessment of the referees decision Penalty awarded to Iraq. Mohanad Abdulraheem (IRQ) is being held inside the penaly area by the English GK (Samuel Johnstone) just at the moment he was 73 going to triple him. Referee immediately pointed to the spot and cautioned the GK. Yellow card is the correct decision since 2 other defenders were reaching the goal-line removing the opportunity of OGSO.

Basic Observations (refer to the general application of the LotG, highlight the referees tactical approach, personality, match control, management of the teams and players, teamwork etc.). Please deploy short but precise and detailed sentences! Positive Points Foul detection. He had a good foul detection overall even though he appeared to 1. be a little lenient to some Iraqi players this happened because of (2). Very good usage of the advantage rule. He let the game flow as much as 2. possible and in some occasions he seemed to wait more than 3. Very good understanding and application of the advantage law. Good card management especially in cases of tactical fouls and late challenges 3. when the defender has no intention to play the ball. 4. Very good detection and punishment of all handballs. 5. Important decision correctly taken. See penalty. Good understanding and anticipation of some players intention to fool him in order to stop a promising attack and/or play by faking an injury. This became clearer at the Iraqi equalize when an English defender was faking injury in order the referee to stop play but when his opponent entered the penalty area he immediately got up and started running.

6.

Points for Improvement He should be able to recognize and punish fouls committed with hands (pulling, 1. pushing) and especially in cases when the defender is on the back of his opponent and has no other way to stop him. He should be able to predict potential infractions between players and their 2. reactions after a given foul. More quick movement to the spot of the foul could resolve that.

The referees character Physical Aspects Fitness / Stamina Always close to play without inferfering with it Flexible diagonal movement Positioning at set pieces Efficient positioning, having a good angle of vision to play Close to the penalty area, if needed Tactical Approach Description very lenient lenient medium X Yes Consistency in the tactical approach / style The tactical approach suited to the requirements of the match / the match benefitted from the tactical approach of the referee Ability to adapt the tactical approach if needed X X X So-so No X X X X X strict very strict + Expected X -

Further observations (peculiarities of the referee revealing his character) Roberto Garcia presented a good knowledge and application of the LoTG. He may appear a little lenient by not calling every little contact but his main purpose was to let both teams play football. In order to achieve that he applied the advantage rule very good thus revealing a good sense of the game. Of course every performance has its pros and cons but I would like to see him and beyond the group stage.
