8 cups water
6 cups fresh lady peas
4½ teaspoons kosher salt, divided
2 tablespoons unsalted butter
2 cups frozen pearl onions, thawed, drained, and patted dry
2 cloves garlic, minced
3 cups heavy whipping cream
1 teaspoon ground black pepper
½ teaspoon ground nutmeg
½ cup grated Parmesan cheese
1 tablespoon chopped fresh parsley
