    Abstract

    This book focuses on the project planning issues and contracting management challenges that is going to face the stakeholders of the Qatar FIFA 2022 project. The purpose of this book is to find the main parameters of planning management, and then review the country profile for Qatar. Demonstrate a shortened review about sport’s tourism and the marketing services for it. On the other hand, a literature review about contracting management and main aspects of contracts and agreements was taken in this book. The author did a survey about main issues of planning management and contracting management relevant to the industry in Qatar. However, a detailed analysis was taken for each part of the survey then discussed in a chapter with sophisticated details about where the industry is now?, where it should be? , and how to get there? Then a summarised conclusion and recommendations.

    Chapter I - Introduction

    Background Information

    Qatar is one of the largest economies in the Middle East. It has one of the biggest and most active market for constructions in the Gulf Cooperation Council (GCC). Qatar main exports: Liquefied Natural Gas, Petroleum Products, Fertilisers, and Steel. Qatar oil production is significant source of energy and income for the government, Qatar produces 500'000 barrels per day. However, Qatar has the third biggest natural gas reserves in the world estimated to exceed 250 trillion cubic feet (7000 km³). Qatar is a member of the global group of OPEC (Organisation of the Petroleum Exporting Countries).

    A big economy distributed in a small country of the size 11,437 km² (Smaller than West Midland in England, 13'004 km²) would leads the government to invest in other industries. Construction industry now in Qatar is so similar to the construction industry in Dubai 2006. New project are introducing all over the country of all kind of residential buildings, enterprise towers, hotels, infrastructure, big shopping malls, hospitals, roads and traffic systems.

    Qatar new vision is to find other ways of income other than oil industry. Qatar is working so hard to upswing within the region. Qatar expecting to run off oil within 30 years from now 2014. Qatar decided to expand their infrastructure and urban development in 2009. A lot of real estate investors and construction companies lunched in Qatar in the past two years. Although a lot of them re-located from all over the world to Qatar in the past two years, mainly they were relocating from Dubai (United Arab Emirates) in 2010.

    Land limitation, lack of resourcing in the economy and the location in the Persian Gulf induced the government to think out of the box. Government offered new investors a lot of facilities to motivate them. These facilities included easy requirement for a working visa in Qatar, loans with low interest rate, and regulations to protect workers and their employers. On 4th quarter of 2009 a lot of civil engineers, architects, electrical engineers, contractors and investors moved from Dubai to Qatar. (Zeffane and Mayo, 1994) from Australia wrote a research paper how environmental and economical changes differentiate various people needs. Due to the economical crises in Dubai thousands of man-power re-located to Qatar. After all the effort the government made to resource man-power from outside the country and trying to manage the financial resources they have, they decided to distinguish their aim to tourism sector.

    Combining both views of urban development and tourism for the Qatari government. They decided to join the bid for the 2022 FIFA world-cup. Four other countries stronger in economy than Qatar joined the bid: United State, South Korea, Japan, and Australia. After three rounds of votes for the FIFA world cup 2022, Qatar faced the United State of America for the final round of bidding. On the 2nd of December it was announced that U.S with GDP (14.660 Trillion) [Bureau of Economics Analysis] lost the bid of 8 votes vs. Qatar with 14 votes. Qatar proposal included twelve football Stadiums with controlled temperature. Qatar is planning to be the first Arabic nation to host the FIFA world cup. Qatar is trying to symbolise the Arab World by winning the bid. Qatari Government emphasised that hosting the FIFA World Cup 2022 is going to eliminate the Gap between the Arabs and the Western world.

    On 17-May-2009 (ESPN Sport) Sheikh Mohammad bin Hamad bin Khalifa Al-Thani, son of the ruler in Qatar, says

    The first global sports event in the Middle East provides an opportunity for greater understanding and unity between the Arab and Western worlds and can inspire enthusiastic support from football fans young and old across the entire region

    Sport tourism has big impact on the economical benefit and social welfare. Sport industry been growing in the past two decades world-wide. Ritchie, Brent W. Hall, C. Michael Cooper, Chris. (2004), Stated that researchers shows that sports fans and players been travelling around for years to play or watch their favourite teams. Research been taken in Germany shows that German tourists made 32'000'000 trips a year to attend a sport event. It was evaluated that 55% of them were outside Germany. French sports' fan did 3'500'000 trips with sport component. The British Tourist Board recorded 20% of tourist trips were for sports.

    Research Goals

    Construction Project Planning is very critical due to the Size of the project and the duration. Qatar FIFA 2022 is a Global Project so it has to follow international standards of quality. This project is looking in to the process of planning the
