The deliverance ministry has always been an operation within the church (defined as the collective body of believers) from the time of Christ and the apostles, down to our modern day. Several church fathers from the second century forward wrote about casting out of evil spirits (Most notably in this regard was Justin Martyr). When the church began to be infiltrated by pagan elements late in the first century (Acts 20:29), the church adjusted its measurement of spirituality by adopting the principles of monasticism as measure for personal holiness in place of the successful operation of the ministry of the Holy Spirit in an individual. This move to monasticism would be one of the elements that would eventually help bring about the formation of the Roman Catholic institution in the West and other Orthodox institutions in the East by the end of the fifth century.

Despite the formality of these institutions, they were still forced to deal with the problems of evil spirits. Their response to this problem, was to develop formal exorcism rites to assist their priests and other church leaders in casting evil spirits out of people. Initially, these rites were developed at the regional level by bishops and patriarchs, but when the Bishop of Rome attempted to assert authority over the entire Christian community, they prescribed their own exorcism rites. They were used for several centuries until abruptly in the 15th century, these original exorcism rites were outlawed by the Roman Catholic Pope and new exorcism rituals were incorporated into a new Rituale Romanium. Since that time, the Roman Catholic has taken authority over and updated the exorcism rites many times.

The Eastern Orthodox Institutions, which broke communion with the Roman institution in C.E. 1054 continued to maintain and use the original exorcism rituals. The only time they differ is when a Bishop or Patriarch in a given jurisdiction decides an adjustment or change is necessary. These changes have been pretty rare.

We also see the evidence of the deliverance ministry shortly after the Reformation in Martin Luther’s famous hymn, A Mighty Fortress is Our God. To this day, the Lutheran Church is one of the few mainline protestant denominations to maintain formal exorcism rites. As the Age of Enlightenment of the 17th and 18th centuries took hold in many of the major Protestant denominations, their use of exorcisms diminished considerably, despite the fact that many of them still maintain provisions for them in their disciplines. They believed that medical science, psychological counseling, and psychotropic medicines could solve the mental and emotional problems their parishioners were having.

The ministry of deliverance was truly revived in the late 19th century in the Holiness Movements when many of the ministers began to experience first-hand, the reality of the work of evil spirits. The ministry became more known in Great Britain (and later in the United States) with the release of Jesse Penn-Lewis’ now famous book, War on the Saints in 1903. Mrs. Penn-Lewis, (the well-known as the chronicler of the ministry of Evangelist Evan Roberts, one of the leaders of the Welsh Revival in the early 20th century), started an innovation in the Christian world.

The Welsh Revival, unlike a lot of other movements, began to deal with evil spirits on a wholesale basis, causing them to differentiate themselves considerably from the Pentecostal and Holiness Movements in the United States, Canada, and other places.

Mrs. Penn-Lewis, (probably reflecting the concerns of other leaders of the Welsh Revival), took exception to many of the excesses found in other Pentecostal Movements, especially in North America and the European continent. She argued that many activities within these movements were not biblical and even bordered on being satanic in origin. In the Appendix to War on the Saints, she cited several examples of extra-biblical behavior in meetings. She argued that
