The Fourth Estate supports TexTESOL IV mission by promote scholarship; sharing information through publication and research, and promote high standards in the field of English to Speakers of Other Languages (ESOL). VISION: The Fourth Estate seeks to facilitate this purpose in each publication by providing timely and relevant articles, information, and communication for each of following Interest Areas. These contributions serve as a means of communication between leaders and members, provide a forum for the exchange of ideas, experiences, questions, and insights, feature dialogue around issues of importance to the specific interest area, and nurture the professional growth of those working within those interest areas.

TexTESOL IV, one of five Texas TESOL International Association affiliates promotes scholarship the sharing of information and research through discussion and publication to promote high standards in the field of English to Speakers of Other Languages (ESOL). TexTESOL IV Newsletter Editor, Alex Monceaux, is completing doctoral work in Global Educational Leadership at Lamar University. He relies heavily on the TexTESOL IV editorial staff – Rita McClelland, Assistant Editor - Website Publications, Carol Williams, Assistant Editor – Epublications, and Lindsey Pollock – Assistant Editor Marketing. In additionally, the work of the TexTESOL IV Editorial Review Board members Alan Larson, Baburhan Uzum, Jahnette Wilson, Jennifer Guertin, Miriam King, Rachel Kraut, Yuliya Summers, is paramount to this effort in publishing quality materials from global ESOL scholars.

Letter from the President
Dear TexTESOL IV Members,
The year has flown by and the New Year is upon us! I would like to wish each one of you a happy holiday season and a happy New Year with best wishes for much joy, health, and success. As the new President of TexTESOL IV, it is my privilege to serve the members of our organization, Texas Teachers of English to Speakers of Other Languages. I would first like to thank our outgoing President, Arleigh Kalinowski. She served this past year with careful patience and faithful diligence to enhance our organization. We are happy that she will continue serving on the Board this year as Past President.
We have had quite a year thus far and we are anticipating an action packed year ahead. The TexTESOL IV Regional Conference in November at the University of Houston Hilton was a tremendous success! It was good to see all of our members there and we welcomed many new members too. It was a pleasure for me to meet so many people! After a year of planning, we knew that we had answered a need amongst our members when we saw so many of you there. As the year develops, we look forward to hearing from you so that we can continue to improve and grow. In this newsletter, The Fourth Estate, you will find many articles with helpful advice, findings, and information that I think many of us can relate to.
You may also consider serving on the TexTESOL IV board or one of the committees next year. We currently have the position of Conference Chair-Elect open with the duties described in our By Laws found on our website. Feel free to ask any of the current board members about their position and need for support; you’ll know who they are from our website and listed in the Newsletter. Our board is entirely comprised of volunteers so we appreciate any help that you can provide. We also need you to help TexTESOL IV by spreading the word to colleagues. I like to think all teachers of English to speakers of other languages know about TexTESOL IV, but I am always surprised when I meet someone who has not heard of our group! Word of mouth can be an effect way to introduce someone to TexTESOL IV and by sharing this newsletter with him or her.
As we embark on 2016, we are excited about the new Zoom presentations on line, which we will be offering to our members. This is a new feature we hope will benefit our members. We will also be actively planning for our annual regional conference in 2016 and we will be sending you information on the details as they develop. We are proud to announce that Houston has been selected as the site for the TESOL International Conference in 2021. This is a huge honor for TexTESOL IV and in the years to come we will need our members to help in the planning process.
In conclusion, we will stay focused on being a benefit to our members and to promote high standards in the field of English to Speakers of Other Languages (ESOL). We look forward to a productive successful year and invite each of you to participate. It remains an honor and a privilege to serve you, and on behalf of the Board, I thank you for your participation in and support of TexTESOL IV.

Dr. Irma Rohatgi supervises student teachers at University of Houston-Downtown. Previously, she served the Houston Independent School District Multilingual Department as Director and Manager, Bilingual/ESL Curriculum Specialist PK/12. Instrumental in writing and implementing the Title III NCLB grant and assisted in the district’s bilingual program restructuring, she wrote the district’s first Spanish Project CLEAR curriculum document, the Bilingual Program’s ESL Curriculum Frameworks, and the Enhancing Parent Involvement for Parents of Bilingual and ESL Students. She participates in numerous statewide committees impacting state ELs program’s implementation policies, and has extensive experience as a bilingual teacher, curriculum writer, program developer, and school administrator-, parent-, and teacher-trainer. She is NABE 1995 Teacher of the Year Award recipient.

Karen Lewis is an ELs Professional Development Specialist at Katy ISD. Prior to working in PD, Karen taught ESOL and Newcomer classes for junior high and high school students. She has presented at several state and regional conferences for TexTESOL and the Region IV Education Service Center, including hosting a site visit at the Katy ISD Newcomer Center at McMeans Junior High. Karen holds a B.A., Psychology & English from Saint Mary’s University and a M.Ed. from Lamar University in Educational Technology Leadership.

Arleigh Kalinowski, M Ed., taught for several years in general elementary education prior to devoting her career to English language learners. She has taught students from PreK- Adults in public schools, programs for immigrant women, and as an adjunct instructor in ESL Methods at Houston Baptist University. She recently retired from Fort Bend ISD where she served for six years as the Special Programs Department’s K-12 ESL Coordinator. In 2013 she served in the role of TexTESOL IV Conference Registration Chair, and also briefly served as the Advocacy Officer for TexTESOLIV.
