HL Serra served under VADM Elmo Zumwalt as Naval Intelligence Liaison Officer (NILO) in Ha Tien, Vietnam on the Cambodian border in 1970. He practices law and is a law professor in San Diego, California, and has lectured at the Office of Naval Intelligence in Washington DC. He can be reached at hlserra@sbcglobal.net.
