Technically, that name is legally reserved for whiskies that are produced in Scotland, aged in Scotland and made in accordance with laws in the United Kingdom.     A History Of Scotch

    Uisge beatha, the water of life, whisky; no matter what you call it, scotch is a liquor with a long and fabled past. Although it is said the Irish first created this drink, the credit for perfecting it does go to Scottish distillers. As we’ve said, there are even laws to prove it!

    The history of scotch is said to date hundreds, if not thousands, of years in the past. The tradition of distilling liquor might indeed date back to ancient Celts, but the first taxation of this product didn’t arrive until the 1600s. This tax, however, led to a clandestine revolt in which many illegal distilleries cropped up. It is said that there were some 400 illegal distilleries in Scotland by 1780 and only eight that operated within the law. The number of illegal distilleries does, however, speak to the importance of this drink even back in the 1700s!
