    A soldier of fortune in the French Foreign Legion is 'summoned' to an office in Lisbon. This mission is not one he wants.
    When he meets up with other agents in Portugal it emerges that he is not French, nor is he a Legionnaire; he is in fact the British secret agent Steve Steele.
    He later gets assistance from Neil Sherwood, of the Intelligence Branch of the SAS.
    First they find a new weapon has been developed by The Kommisar, which he intends using against key targets in Europe. Then they find a nuclear submarine that has been stolen which he intends to use to launch his new weapon against the USA.
