The new book contains guidelines for Restaurants, Banquet Halls, Cabarets, Cafeteria, Dance Halls, Night Clubs, Tavern and Bars. This Volume IV will simplify the work of artifacts for register architects and professional engineers because they will have this guideline for orientation before they will bring the job to the City for approval.

I graduated Polytechnic Institute of New York, in 1981, Bachelor in Science, Civil Engineering, and in 1982, Master in Science, Civil Engineering. I started to prepare for PhD in 1985. The first three and a half years I worded in the Special Analysis Group in EBASCO Serv. Corp in NY World Trade Center, field of expertise, dynamic analysis of structures and substructures, for Nuclear Power Plants (Sheron Harris, North Carolina; Waterford Louisiana; Saint Lucie, Florida; ect.) Six months of experience in concrete and steel design for the Statue of Liberty, in renovation in N.Y.; Museum rehabilitation in N.Y., and Brookhaven Laboratory, at the private company of Aman & Whitney, N.Y. World Trade Center. In 1986, I decided to work for the City of N.Y. Depart. of Building as a plan examiner. My first assignment Cranes and Derricks, review of tipping test data submitted by manufacture for compliance with N.Y. City Crane Codes, examination of structural calculations for new Cranes. The last 8 years, I worked as plan examiner for New Buildings, Alterations type I & II, & Directive 14 in Boroughs of Queens, Staten Island, Bronx & Manhattan, for verification of structuctural drawings, zoning resolutions, multiple dwellings and memorandums. All my 14 years as a plan examiner, I realized that the verification and approval of building documentation is a very complex process, time consuming and use of a lot of workers in this process. All of my 14 years in Department. of Buildings, I collected a lot of material from my daily work and the result of these years is concretised in my present book of two volumes of Guidelines, books considered as the first phase for the reform of this complex process of verification & approval of documentation.

    INTRODUCTION

    The purpose of the present publication is to enable the Building Designers (Architects and Engineers), Contractors and owners to fully comply with the requirements of the New York City Building Code, Fire Code, International Building Code, International Fire Code, Energy Conservation Construction Code of New York State, International Energy Conservation Code and Zoning Resolution.

    While being part of the team of Building Plan Examiners in the Borough of Queens, Staten Island, Bronx and Manhattan, I worked to organize the requirements of the Codes into Guidelines Data Base System.

    The knowledge of these Guidelines will augment the confidence of architects and professional engineers to improve the approval of documentation forwarded, utilizing the Department of Building Self Certification of Objections. Also by using the Guidelines and computerizing the entire process of verification, the professionals will be the first and main verifiers of their proper documentation forwarded for approval.

    This is the principal objective in my previous proposal of The Department of Buildings. The second objective was to reduce the Red Tape (by reducing the time period of verification by the plan examiners), using the computers for the entire process, without to wait weeks and sometimes months with appointments to the plan examiners and the executive offices of the city boroughs. I want to acknowledge the help of the former Borough Commissioner in Queens, Phil Olin (deceased), former Department of Building Commissioner New York City, Joel A. Miele Sr., Deputy Borough Commissioner Satish Babad, Barry G. Cox Deputy Commissioner New York City and the Chief Engineer Manhattan Borough, Finkelstein.

    In the meantime, I appreciated the full cooperation of the majority of architects and engineers from Queens, Staten Island, Brooklyn and Manhattan.

    1. This is a book useful for people involved with the realization of technical documentations for the accomplishment of investments in The City and State of New York. (Maybe used in other Cities of U.S as documentation. This is the reason to keep all abbreviations used in the Building Code, International Building Code, Fire Code, International Fire Code, Energy Conservation Construction Code of New York State, International Energy Conservation Code, Zoning Resolution, Memorandums, etc.

    2. These Guidelines, based on the practice of the author and in spite of the fact of types of buildings used in New York State are contained in these books, are not exclusive.

    Still it is possible and useful to add new types of buildings to improve the first emerged Data Base.

    3. In the same way the articles in the Guidelines are not exclusive. It is possible and necessary to add new articles particular used in the construction.

    4. The apparition or the improvement of the Building Code, International Building Code, Fire Code, International Fire Code, Energy Conservation Construction Code of New York State, International Energy Conservation Code, Zoning Resolutions, Memorandums, etc. must be taken in consideration at the time, for the realization of a correct documentation.
