There has always been a thin line in some respects with regards to the authority of the states and the authority of the federal government. Today that line has been blurred even more as the federal government has taken on more topics some of which may be appropriate while others impede upon the responsibilities and authority of the states according to the Constitution. It is not about criticizing what the federal government is doing or what the states is or is not doing it is about who has the responsibility and authority to handle various topics.
The federal government has specific responsibilities and authority according to the Constitution but so do the states. It is not the job of the federal government to take over the responsibilities of state governments it is about living up to the responsibilities it has according to the Constitution no more and no less. This book will be an eye opener for some while for others not so much. The responsibilities of the federal government along with state and local governments will be examined and analyzed as to whether the actions of each entity is appropriate for their responsibilities and authority.
It is also appropriate to examine those topics which have a joint responsibility to meet the needs of the country and each individual state. It is important to note that state and local governments must honor federal laws and the Constitution in conducting their responsibilities to their citizens. The world is a different place than in years past and it is important for state and local governments work with the federal government where appropriate to meet the needs of their citizens regarding safety and security. This has been a problem in recent weeks and months and where it exists is putting their citizens in danger. It is not about enforcing federal laws in some cases but supporting federal authorities especially if they make specific requests. The safety and security of individual states, local communities and the country as a whole is at stake and politicians need to wake up for the safety and security of their citizens.

    Introduction – This section provides an insight on the approach taken on the subject of this book. There are topics that are the responsibility of the federal government and topics that are the responsibility of state governments. The line has been blurred over the years and the information provided will provide a better understanding of this battle

    Chapter 1 – The purpose of the Federal Government – The purpose of the federal government and the their actions are presented, discussed and evaluated with respect to integrity principles.

    Chapter 2 – Constitutional Responsibilities of the Federal Government – The constitutional authority and responsibilities of the federal government through the content presented is intended to bring about a better understanding about what the federal government was designed to do.

    Chapter 3 – Presidential Authority – Presidential authority is a controversial topics in many respects even our judicial system does not appear to understand what a President can do and the restrictions placed upon this position. The Constitution is clear as to the authority and responsibilities of the President and this information is presented in this chapter which everyone should read and understand.

    Chapter 4 – Constitutional Authority of State Governments - Constitutional authority of state governments is clearly defined in Article 10 of the Constitution and any authority given it by the individual state constitutions provided it does not violate the federal constitution.

    Chapter 5 – Limits on State Governments – The limits on state governments is clearly defined in the Constitution. The responsibilities of state governments are anything which is not a function of the federal government.

    Chapter 6 - Joint Responsibilities of the Federal and State Governments - There are many gray areas not addressed in the Constitution that have surfaced over the years and as such these topics are discussed in relation to joint responsibilities to address the issues discussed in this chapter.

    Chapter 7 - Understanding the duties and responsibilities of the United States Congress - Congress must conduct business within the authority and responsibilities as defined in the Constitution but as can be seen this appears to not be the case with respect to specific legislation enacted.

    Chapter 8 - Do federal judges have jurisdiction of state constitutional issues? The question as to whether federal judges have jurisdiction over state constitutions is a line which has been blurred based on decisions made in our justice system. The distinction as to when these
