Scope A. Covered Items 1.

This Treaty shall cover the international transfer of all conventional arms, either manned or unmanned, and related material that fall within the following categories: a. Battle Tanks b. Armoured Combat and other Military vehicles c. d. e. f. g. Artillery systems Combat and other Military Aircraft Attack and other Military Helicopters Warships and other Naval Vessels (surface and submarine vessels) Missiles and Missile Launchers and Systems (guided or unguided) including launching

apparatus h. Small Alms and Light Weapons 1. Ammunition and other Military Munitions 2. The Treaty shall also apply to the transfer of parts and components and related equipment specially and exclusively designed and used to develop, manufacture or maintain any of the categories set out above. 3. Each State Party shall-establish, maintain and publish a national control list that shall include the items that fall within Paragraph 1 above. B. Covered Activities 1. This Treaty shall apply to all international transfers of conventional arms, hereafter referred to as "transfer," defined as: "the physical movement of conventional arms into or from national territory, and which includes the transfer of title or control over the conventional alms." 2. A transfer does not include the movement of conventional arms and related items by a State Party to its armed forces or law enforcement agencies stationed abroad or to support internationally mandated peacekeeping operations, such as those mandated by the United Nations. However, if the conventional arms will remain abroad, this constitutes a transfer and is thus regulated under the scope of this Treaty. 3. State Parties shall establish national legislation, regulations and administrative procedures, as appropriate, for transfers under the scope of this Treaty, including: a. Import (physical movement into the territory under a State's jurisdiction or control) b. Export (physical movement out of the territory under a State's jurisdiction or control) c. Transit and Transhipment (physical passage across the territory of a State with or without warehousing or change in mode of transportation, as part of a complete journey) d. Brokering (bringing together relevant parties and arranging or facilitating a potential transaction of conventional arms in return for some form of benefit, whether financial or otherwise)
