SUBJECT: Request for Proposal, DCCA-060007, Antarctic Helicopter Support

We are pleased to provide you with the DRAFT Request for Proposal (RFP) for Antarctic Helicopter
Support. We anticipate publishing the Final RFP on 2 Dec 2005, with a proposal submission deadline of
NLT: 3:00 P.M. Eastern Standard Time on 13 January 2006.

This Draft RFP is being published as a means to allow potential offerors the opportunity to make
suggestions for improvements to the documents before Final publication.

Offerors should pay special attention to the following areas in the RFP:

a) Section C, Specification of Work


b) Section L, Preparation of Proposals and Section M, Evaluation of Proposals.

The RFP requests, but does not require, early submission of the Past Performance Volume – two weeks
after release of the RFP. All offerors are instructed to use the templates provided in Attachments 1 and 2
of this letter.

Award will be made to the offeror who is deemed responsible in accordance with the Federal Acquisition
Regulations, whose proposal conforms to the RFP’s requirements and is judged to represent the “best
value” to the Government.
