Kathy owns LouKa Tactical Training (www.loukatactical.com) and has been a police o cer in the state of Michigan since 1988. She holds instructor certi cations through the International Police Mountain Bike Association, the Law Enforcement Bicycle Association, the League of American Bicyclists, and the US Department of Transportation (Community Oriented Bicycle Safety Instructor for Law Enforcement). She is a graduate of the United Bicycle Institute. She has served on the IPMBA Board and Education Committee, and is currently on the League of Michigan Bicyclist Education Committee. She has provided instructional courses on the local, national and international levels for both law enforcement and civilians. She has written articles in numerous publications to include Law and Order, Tactical Response, The Tactical Edge, The Complete Guide to Public Safety Cycling 2nd Ed., the IPMBA Newsletter, and she wrote the Model Policy for Police Bicycle Patrol, and Concepts and Issues paper for the International Association of Chiefs of Police. She has presented at numerous international training conferences including NTOA, NSCA, Team One Network Instructor Conference, OPOTA, IAWP, IPMBA, IALEFI, ILEETA, and ASLET.
