FISHING ON THE DANUBE

SUMMARY
Due to the Turkish (more precisely Osmanli) fiscal sources, as well as to the reports
of the contemporary European travellers, our knowledge of the fishing on the River
Danube, especially at the area of Djerdap, has been greatly enriched. All the species
of fish that existed at that time (more than fifty) have been mentioned in the study
and a very detailed description, together with all the names that are known, has been
given of them. The most precious among them were the species that gave black roe
(caviar), such as giant beluga (the so called king of the fish), sturgeon and catfish.
We are also familiar with the past technology of the fishing in the area of Djerdap,
i.e. the fishing tools, as well as the places where fish was caught (a whirpool, garda
or plot, daljan). At the end of the 19th century, after the regulation of Djerdap, some
dramatic changes took place in this region. There are detailed reports of the current
Turkish taxes for fishing and trade that included fresh, salted, smoked (or dried) fish,
as well as fish jelly, and the inevitable caviar. The centres of fish trade were Fethislam
(Kladovo), Orava and Vidin. Another well-known fish market was in Belgrade. The
areas abundant with fish (even beluga) were at the mouth of the River Tisa into the
Danube, and the total income of fishing in the region of the county of Srem belonged
to the sultans has (estate). In the 18th century, the German newcomers introduced the
new fishing technique, and organized the fisherfolk in a guild. Together with several
old tools and gadgets that have been preserved, about a hundred originally Turkish
terms and numerous Turkish toponyms related to the Danube (Djerdap is certainely the
most well-known among them) have remained a part of Serbo-Croatian terminology
concerning fishing.

ABOUT MID-THIRTEENTH-CENTURY MAVA

The supplement on the matter of the status of Mava
at the time Rostislav Mihailovi governed it.
SUMMARY:
The study discusses whether the Ugrian king Bela founded the Banate of Mava
in the mid thirteenth century and allegedly gave it to his son-in-law, Russian knez
Rostislav Mihailovi. Concerning the status of Mava, the author of the study makes
a parallel between the position of Rostislav Mihailovi as the ruler of that region and
Slavonia, which was ruled by Duke Koloman, the younger brother of Bela IV and the
son of the Ugrian king Andria II. The connection between the statuses of these two
regions might have been Russian Galicia itself, which was at the time unsuccessfully
ruled by these members of Arpadovi dynasty on behalf of the Kingdom of Hungary.
The status of Mava at the time of Rostislav Mihailovi was not the one of a banate,
but of a dynastic principality which was governed by the members of the royal family
as it was their property. According to its status, Mava had the dynastic continuity and
roots even before the arrival of Rostislav and his branch of the Ugrian royal family. This
teritory originally known as the Srem of the other river bank was assigned by the
Ugrian King Andria II to his sister Margarita, the former emperess of Byzantium, and
her family which ceased to exist around 1242. It definitely had some influence on the
decision of Bela IV to assign this land to his daughter Princess Ana and his son-in-law
Rostislav. The possibility that the Fortress Mava, by which the area was named, had
been founded by Rostislav between 1247 and 1254 sounds reasonable. It was not only
the stronghold of his rule, but also the residence of the titular knez of Galicija. There
is a certain connection between the status of knez which Rostislav Mihailovi, the
former ruler of Galicija, had and the formal nature of his rule in Mava. The ultimate
evidence of this is Rostislavs title of dominus. By the royal rankings, Rostislav was a
knez (primarily of Galicija), and he, as well as his descendants who ruled Mava, had
the status of a knez. After having lost Galicija, Koroman ultimately ruled Slavonija

as a duke, i.e. he had royal power. In both cases, for these members of the Arpadovi
dynasty, Slavonija and Galicija were some kind of a dynastic compensation for their
loss of Galicija.

THE NOTARY OF THE UPRISING AND THE
TRADESMAN OF MITROVICA
SUMMARY
Dimitrije (Konstantinovi) Kosti from Mitrovica, was a notary in Serbia during the
First Serbian Uprising and the assistant of the magistrate of abac from 1811 to 1813.
After the Uprising had been crushed, he returned to Mitrovica, where he continued
with a family business trade. He had a store in Mitrovica and did trading with Serbia
and Bosnia. After he had failed in his trading business in 1833, or possibly later, he
appealed to knez Aleksandar Karadjordjevi in 1845 to have a position found for him in
Serbia, indicating his merits in the Serbian Uprising. Even though they were willing to
find Kosti a position in the Ministry of Interior and the Ministry of Justice, it was not
accomplished. At the time of the Serbian National Movement in 1848 and 1849, Kosti
was a member of the Main Board being the movements financial manager. Owing to
the lack of relevant sources, we were not able to find out the year Dimitrije Kosti was
born and the year of his death. According to the available sources, we believe that he
was born in the last decade of the 18th century, and that he died after 1868.

ABOUT THE APOSTOLIC ORIGIN

OF THE EPISCOPATE OF SIRMIUM
SUMMARY:
The Roman Province of Illyricum had already been mentioned in the Epistle of Paul
the Apostle to the Romans, as the land he himself might have reached, and possibly
visited on his pilgrimage. The tradition and story about the allegedly apostolic origin
of the Sirmium Episcopate throne and the apostles Epenet and Andronicus as the
founders and first bishops of this important city are particularly interesting.
Epenet was Saint Peters student and, as well as the Apostle Andronicus, he was
one of the Seventy Holy Apostles. According to an ancient legend, Epenet was the first
bishop of Sirmium, the predecessor of Andronicus. There is a part of historiography
that considers this a mistake of a scribe and misinterpretation of historical sources. It
is especially thought because the information about the two men is often contradictory,
so the apostle Andronicus is also mentioned as the first bishop.
Whereas there is almost no information about the apostle Epenet and the tradition
is rather vague about him, it is completely different with Andronicus. This holy apostle
was considered to be the founder of the Episcopal throne of Sirmium, and the Pope
himself said that he had enthroned Methodius to the throne of Saint Andronicus when
he named him the Archbishop of Pannonia.
There is a thesis that Saint Eleutherius from Salona was the bishop of the entire
Illyricum. The Roman emperor Hadrian had him executed at the time of the persecution
of Christians in the 2nd century. Illyricus had mentioned his hagiography, but without
giving any clear evidence that would relate him to the church in Sirmium.
It is very hard to tell the difference between history and legends, and sources and
literature are usually contradictory and unreliable.

HIGH TREASON PROCESS OF SERBS

Politika, Samouprava, Pravda, Odjek
Events in Croatia and Slavonia during the conduct of high treason cases were more
or less the main theme in the writings of the Serbian press. You could say that from
the beginning they have been in the shadow of annexation, but they soon found their
place on the front pages.
When we take into account the fact that it is a media of various political groups, the
impression is that their stance on illegal and high treason process is not significantly
different. All newspapers were describing scandal in Zagreb as a premeditated event
with political background associated with annexation. The public had impression that
Austro-Hungary is working against Serbia again and everything that is Serbian, but
according to them, the plan will fail.
In this sense it is often depicted that the unity of Serbs and Croats is strong, despite all
the events that should break that unity. However, the impression is that the Samouprava
and Politika wrote most of these events. For Samouprava it is probably logical, given
the fact that it was semiofficial organ of the Serbian government, and in her writings
we actually see state of the Serbian government. On the other hand, Politika like an
unofficial newspaper, was the only one who was often referred word criticism of her
government on the occasion of the governments posture on the issue of scandal in
Zagreb. Why Politika had this attitude remains a question for another study.
In the end it could be said that the illegal and high treason process provided a lot of
attention, although Serbia at the time was flooded with her internal problems. The
press in Serbia has not forgotten the fate of their brethren in Croatia and Slavonia, and
therefore also sought to inform the Serbian public about everything that happened there.

REPORT OF THE CHURCH COUNCIL FOR 1906
SUMMARY
The monasteries of Fruka Gora represented an important financial source for the
Metropolitanate. The Church Council was often interested in their finances. According
to the report of the Council for 1907, in 1906, the income was higher than the expenses
for each of the monasteries. It is questionable whether the mentioned incomes were
sufficient to enable each of the monasteries to manage its affairs without getting into
debts or selling its properties. Some of the monasteries really had some serious financial
problems, which became obvious when the zealots had lost the authority at the Council
in 1910 and another Metropolitanate finance revision had been done.

GEORGIJEVI FOR THE BISHOP OF VRAC
AND KARANSEBES AND METROPOLITAN
OF KARLOVCI
(dedicated to the memory of Djordje Ninkovi 1947-2010)
SUMMARY
The metropolitan of Karlovci, Jovan Georgijevi, was born in Sremski Karlovci
before 1715. He came to the monastery Deani, where he was educated and became
a monk, still being a child. He was introduced to the Patriarch Arsenije IV Jovanovi
akabenta in 1728, which provided him with the opportunity for the advancement within the hierarchy of the church. Before 1737, he became the leader of the Episcopacy of
Skopje, and when the Patriarch moved to Sremski Karlovci he was in his suite. In the
period that followed, he was taking care of some confidential tasks for the Patriarch,
who was trying to appoint him to be the head of one of the episcopates in the Habsburg
Monarchy. Not until 1746 did he achieve this, when he became the Bishop of Osijek.
After Bishop Isaija Antonovi had been appointed to be the Metropolitan of Karlovci,
he was nominated Bishop of Vrac and Karansebes, but due to the death of the newly
appointed metropolitan and the reconvocation of the Church National Assembly, his
nomination remained unconfirmed. Since that year, he had been the Bishop of Vrac,
until the election of the metropolitan. He proved himself to be highly competent and
diligent in his attempts to elevate the spiritual life of his episcopacy, and the Bishops
Palace, the edifice that Bishop Jovan Georgijevi ordered to be built, is still a beautiful landmark of Vrac. He had been the head of the Metropolitanate of Karlovci since
1769, until 23 May 1773, when he died. To fulfill the wish of Wienna, he implemented
the first reduction of feasts, and in his time the First Illiric Regulation, which limited
the Priviledges, was introduced. He will be remembered by his enthusasm for literature since he personally contributed to its development.

SUMMARY
The economic prosperity of the Serbian citizens in Old Serbia, which took place
after 1856, as well as the prosperity of merchants associations and church-school
communities, created the demand for more educated people. As the trade could not
develop without educated and literate people, the incentive for renovating the old and
opening some new schools came from tradesmen and craftsmen. The fundamental
prerequisite for the rearrangement of the old schooling system was to provide for
qualified teachers. Having known that qualified teachers were important for the
prosperity of education in general, the Principality of Serbia used to send educated
teachers to Old Serbia and Macedonia whenever it was possible. When the candidates
were being selected to be sent to work in Serbian schools in Turkey, special attention
was paid to their education and character traits. In Turkey, Serbian teachers were
not only national workers, but they also had to represent role models for the Serbian
inhabitants who lived there in all respects. One of the teachers sent to work in Serbian
schools in Old Serbia was Milan D. Kovaevi.

Am Mrz wird sich euch, unseren deutschen Mitbrgern zum ersten mal die
Gelegenheit bieten, dass ihr stimmen und teilnehmen drft in einem politischen Kampf,
in diesem unserem gemeinsamen neuen Vaterlande.
Es ist diese ein wichtiger Tag fr uns und fr euch. Fr uns deshalb, weil wir uns an
diesem Tage berzeugen werden, wer wirklich aufrichtiger Freund dem neuen Vaterlande
ist, und wessen Mitarbeit wir rechnen und hoffen knnen bei der Consolidierung und
Wiederaufbau unseres gemeinsamen Vaterlandes.
Fr euch deshalb, da die Entscheidung fllt, ob unsere Deutschen auch fernerhin
auf diesem nchternen und fruchtbringenden Wege weiterschreiten, den sie bis jetzt
gegangen, oder sie whlen einen abgesonderten Weg, wo sie ihre Krfte nicht auf die
Consolidierung und Krftigung dieses Staates verwenden werden, sondern fr nutzlose
Kritik und Untergrabung diesem unseren jungen, noch nicht gengend geordneten
Vaterlande.
Ich bitte euch sehr geehrte Mitbrger bleibet konsequent bei eueren bisherigen
politischen Gesinnung!
Ich bitte euch, bleibet auch in diesem Lande jenes brave, fleissige wirtschaftlich
und kulturell fortgeschrittene Volk, das ihr unter den Ungarn gewesen seid!11 Denn
glaubet mir, wenn wir ordnen wollen in unserem Vaterlande Alles, was bisher schlecht
und nachteilig ist, und wenn wir abschaffen wollen diese vielen Ungerechtigkeiten und
unmgliche Rechtlosigkeit, welche euch drucken, aber zugleich auch uns und dem
ganzen Staate zum Nachteil sind; wir mssen ruhige, besonnene und klugdenkende
Brger haben, welche arbeiten, sparen und untersttzen wollen die Regierung, damit
sie endgltige Ordnung schafft in dem Staate
An Kritiker sind wir berreich!
Von ihrem nutzlosen Lrm, von ihrer scharfen, verurteilenden Kritik und
Bemngelung ist unser Staat keiner Schritt vorwrts gekommen. Wir alle wissen,
da das deutsche Volk in dieser Gegend kulturell und wirtschaftlich am strksten ist.
So frage ich sie meine Herren, auf welchem Wege die Deutschen bis dahin gelangten?
Ist es, das die Deutschen ins ungarische Parlament deutsch nationale Abgeordnete,
Kritiker und Oppositionelle sandten, oder weil sie die Regierung untersttzt habe, und
der Regierungspartei Kraft und Mglichkeit geboten haben, dass sie Ordnung und
Fortschritt dem Staate sicherten.
In das ungarische Parlament habt ihr nie einen einzigen deutschnational Abgeordneten
gesandt, und doch seid ihr ein krftiges Kulturvolk geworden, welches sie selbst
vervollkommnet hat und dabei das Land auf eine hohe kulturelle und wirtschaftliche

Stufe gehoben hat. 12

Ich bitte euch daher auch in unserem neuen Vaterlande nicht deutsche Separatisten
ins Parlament zu senden, welche dort nur Kritik ben, Leidenschaft entfachen und
Opposition fhren werden, sondern sendet dorthin nur Anhnger der Regierungspartei,
welche mit ruhiger Arbeit die Unordnung abschaffen werden, die heute noch im Lande
herrscht, und fhren werden das Land auf jenen Weg, der zum allgemeinen Wohlstand
und zur Zufriedenheit aller Brger fhrt.
Die heutige Regierungspartei bezeugte es mit glnzenden Taten der Vergangenheit,
dass sie jederzeit fhig ist, die Staatsangelegenheiten mit Erfolg zu leiten.
Sie hat aus dem kleinen Serbien das heutige groe Knigreich geschaffen. Sie hat schon
dort im kleinen Serbien jede Willkr gebrochen, und ein reines, verfassungsmiges
Leben geschaffen, welches jedem Staatsbrger, ohne Unterschied der Religion, Sprache
und Nationalitt, gleiche Rechte eingerumt hat. In dieser ihrer neuen Politik wird sie
auch in diesem unserem neuen Vaterlande konsequent bleiben.13
Die erste Aufgabe, die wir lsen wollen, ist, dass wir mit allen Vlkern, die uns
umgeben, ein aufrichtig freundschaftliches Verhltnis schaffen und so den Frieden,
einen dauernden, gottgesegneten Frieden sichern.
Es war genug des Krieges, des Blutvergieens und des Verwstens! Wir wollen
Ruhe, Ordnung und Arbeit!
Die II unsere Aufgabe in unserem Lande ist die Herrschaft der Gesetze herzustellen.
Die Herrschaft solcher Gesetze, die jeden Brger ohne Unterschied des Glaubens
und der Nationalitt die vollstndige Gleichberechtigung sichert und den persnlichen,
wie auch dem Vermgensschutz bietet.
Niemandens Person, niemandens Religion und niemandens Sprache darf angegriffen
werden und ausser dem Schutz des Gesetzes gestellt werden. Niemandens Vermgen
darf weder einer Confiscierung, noch einer Plnderung ausgesetzt werden.14

Jene unglckliche Agrarreform, welche in der Form, wie sie heute durchgefhrt
wird, unsere wahre Schande ist, muss gesetzlich so geregelt werden, dass eines jeden
Vermgen gesetzlich geschtzt werde, dass es unmglich seine soll, ohne Gerichtsurteil
und entsprechender Entschdigung auch nur eine Spanne Feld wegzunehmen, wie es
auch im Erlass seiner Majestt des Knigs versprochen wurde.15
Es muss gesetzlich garantiert werden, dass bei der Verteilung der Felder auf alle
Brger ohne Glaubens und Nationalittsunterschied Rcksicht genommen wird.
Die III unsere Aufgabe wird es sein, dass wir die schreckliche Verwstung des
Weltkrieges abschaffen und das wie unser wirtschaftliches Leben wieder ins alte Geleise
bringe dass wir die Verbesserung unserer Landstraen und Eisenbahnen frdern, das
wie die Produktion heben und dadurch eine grere Ausfuhr erreichen und damit im
Zusammenhnge die Stabilisierung unseres Geldes sichern.
Genau so mssen wir unsere Staatadministration ordnen und unser Kulturleben
in Aufschwung bringen!
Aber geehrte Mitbrger, das alles sind groe Aufgaben, welche man nur so mit Erfolg
lsen kann, wenn wir eine starke Regierungspartei und eine feste Regierung haben.
Knnen wir nicht zu einer starken Regierung und der Majoritt im Parlamente
kommen, bleibt die ganze gegenwrtige Unordnung in voller Kraft weiter.
Jene ungeordneten Steuer, jene willkrliche Agrarreform, jenes Sinken unserer
Valute und die furchtbare Teuerung wird uns auch zur Verzweiflung fhren, aber
meine Herren, dann sollen wir uns nicht beklagen und nicht jammern, denn wirr allein
sind die Schuldtragenden, weil wir nicht den einzig und ausschlielich einzigen Weg
gegangen sind, welcher uns zu geordneten und gnstigen Zustnden fhren konnte.

Meine Geehrten Whlern,
Als ich vor ein zwei Wochen Euere Versammlung besuchte, sagte ich ihnen
folgendes:

Politik fhrt man nicht mit dem Herzen und den Gefhlen, sondern einzig mit
nchternem und kaltem Verstande. In Euerer Familie, in der Kirche, in Euerem
Freundeskreise lasset Eueren Gefhle ungestrt freien Lauf. Euer Vorgehen wird um
so schner, edler und ntzlicher sein, je mehr von Herzen es kommt. Aber, meine
Herren, wenn es sich darum handelt, die Mglichkeit zu schaffen, wie wir alle hier
Serben, Deutsche, Magyaren, Trken, Rumner u. s. w. miteinander in Liebe und
Eintracht leben knnten; wenn es sich darum handelt, unsere neue Heimat so zu
gestalten, dass alle diese gleicherweise in Fortschritt, Zufriedenheit und Sicherheit
leben, dann darf man nicht so vorgehen, wie es Herz und Gefhl verlangen, sondern nur
mit khlem Verstande. Denn wenn Ihr in diesen Fragen die Herzen und verschiedenen
Gefhlen der Serben, Deutschen, Magyaren, Trken, Rumner u. s. w. reizen werdet,
dann werdet Ihr frher erleben, dass zwischen diesen Blut fliet, als dass Ihr sie den
gemeinsamen Weg zu Glck und Zufriedenheit fhrt. Deshalb bin ich berzeugt, dass
Euere gefhlsmssige Stammespolitik fehlerhaft und schdlich ist.
Ich konnte damals nicht ahnen, dass sich meine Worte so rasch bewahrheiten werden.
Das traurige Ereignis mit Dr. Kraft und Dr. Grassl verurtheilen wir alle und
bedauern es alle.16
Bezglich Dr. Kraft, wenn er auch mein politischer Gegner ist, erkenne ich loyal
an, dass er mit seiner schnen Bildung, seinen Gaben und seiner Kampfbereitschaft
berufen wre, Euch Deutschen und unserer ganzen Heimat zum Nutzen zu gereichen.
Aber Dr. Kraft wollte oder konnte die psychogische Verfassung der heutigen
Generation nicht verstehen und forcierte eine Politik, die heute sowohl Euch Deutschen,
als unserer ganzen Heimat nur schaden kann.
Er wollte oder konnte nicht einsehen, dass in den Verband unserer Heimat Vlker
eintraten, die im Weltkriege gegeneinander kmpften, die sich gegenseitig tdteten
und schlachteten, ihre Huser niederbrannten und ihre Familien vernichteten.
Er wollte oder konnte nicht begreifen, dass noch immer jene am Leben sind, deren
Shne, Mnner, Vter und Brder furchtbares erduldeten in diesem Weltkriege, die
daher nicht so leicht die ausgestandene Unbill und Leid vergessen knne.
Er wollte oder konnte nicht begreifen, dass fr uns alle, besonders aber fr die
Fhrer des Volkes heute die dringendste Pflicht ist, die entfesselten Leidenschaften

zu besnftigen und durch gegenseitiges Verstndnis und Takt die Wunden zu lindern,
die noch nicht verheilt sind.
Denn wahrlich, es wird noch viel Zeit brauchen, viel Geduld und viel gegenseitiges
Entgegenkommen vergessen werden und bis in unserer aller Herzen wieder gegenseitiges
Vertrauen und wahre brderliche Liebe einzieht. Daran mssen heute die Fhrer des
Volkes arbeiten besonders in diesen Gegenden, in denen verschiedene Nationen
vermischt Leben.
Aber leider Dr. Kraft hatte diese Geduld, diesen Takt und dieses Entgegenkommen
nicht.
Er hat schon jetzt eine reine Stammespolitik gefhrt und damit l ins Feuer
gegossen, das noch nicht erloschen war. Er hat sich ungerufen und ohne irgendeinen
Nutzen fr Euch Deutsche in den Streit zwischen Serben und Kroaten eingemengt
und zum Schaden der Serben mit jenem Radi kokettiert und Vertrge geschlossen,
den wir Serben alle fr den grssten Feind dieses Staates halten.17
Glauben Sie mir, wenn ohne jede Notwendigkeit von jener Seite eine solche
Trotzpolitik gefhrt wird, dass es sich dann sehr leicht ereignen kann, dass bei unseren
erregten und erbitterten Nationalisten, in deren Adern ohnehin strmisches sdliches
Blut fliet, das Mass berluft, und dass sich dann ereignet, was wir alle bedauern,
und was nicht htte geschehen sollen und drfen. Selbstverstndlich, Polizei und
Behrden sollen die freie Wahlbewegung der Deutschen sichern, ebenso wie bei den
brigen Brgern. Euer Verlangen, dass dies je vollkommener geschieht ist vollkommen
berechtigt, und wir selbst verlangen dies.
Aber Sie konnten sich ja aus zahllosen Beispiele der Weltgeschichte davon
unterrichten, dass oft auch die strksten Gewalthaber erfahren mussten, dass die
Wurt der entfesselten Menge auch das, bis zu den Zhnen bewaffnete Militr weder
eindmmen, noch beruhigen konnte.
Wenn Ihr, deutsche Mitbrger hier unter uns vollkommene Sicherheit und Frieden
erreichen wollt, dann verlanget Ihr nicht nur den Schutz der Bajonette und der Polizei,
sondern bemhet Euch unsere Liebe und Vertrauen zu erlangen. Ihr werdet mit dieser
Ringmauer von Liebe und Vertrauen fr alle Zeiten besser und strker geschtzt sein,
als durch die rhrigste und strkste Polizei oder Militr.
Ich sage Ihnen immer wieder, dass jener Weg der Stammespolitik, den Dr. Kraft
geht, keine guten Frchten tragen kann. Sie konnte sich jetzt bei diesem traurigen
Ereignis mit Dr. Kraft davon berzeigen. Ein weiterschreiten auf diesem Wege hiesse

immer weiter abweichen und die gegenseitigen Beziehungen immer mehr verschrfen.
Bringt das Ihnen oder und Nutzen? Nein, im Gegenteil!
In Ihre Interesse und im Interesse aller fordere ich Sie auch auf diesem Wege auf,
aus der Vergangenheit zu lernen, und mit vollem Vertrauen und brderlicher Liebe in
unsere reihen zu treten. Glaubet mir auf so einen Gruss von Eurer Seite wird auch
von unserer Seite der Wiedergruss sein: Liebe und Vertrauen!
Dann wird ein sicherer Grundstein fr unsere gemeinsame Zukunft gelegt sein.
Ich fordere euch neuerlich auf 8. Februar fr die RADIKALE PARTEI zu stimmen!

Nemaki birai, glasajte za vladu i vladinu Radikalnu stranku.
Mi emo da Vam ukratko razloimo zato Vas molimo da to uinite. U ovom
izbornom okrugu ima tri ozbiljne liste: nemaka, vladina radikalna i demokratskomaarska lista. Ostale su prkos liste i o njima Vama, trezvenim i pametnim Nemcima
nije potrebno ni govoriti.
I
Nemaka stranka ve trei put ulazi u izbornu borbu kao zasebna nacionalistina
stranka.18 Pogledajte Vaa lepa i napredna sela ovde u Bakoj. Pogledajte Vae udobne
domove, vau kulturu, vae materijalno blagostanje i vae razvijene ustanove, i zapitajte
se kako se vi do svega ovoga doli? Da li tako to ste se tamo u bivoj Maarskoj
grupisali u zasebnu vau nemaku stranku? Da li tako to ste se i tamo u Maarskoj
grupisali u male stranke od 5-10 poslanika te stalno smetali da se doe do jedne solidne
vladine veine, do stabilne radne vlade i za rad sposobnog parlamenta? Ne. Niste vi
tim putem doli do svega onoga to sad imate. Nego ste do svega toga doli tako to
ste uvek bili iz vladu, pomagali vladinu stranku, pa tako omoguili da se sklopi i odri
jedna jaka, stabilna vlada koja je stvorila reda, mira i napretka u dravi.19 Da tamo u

Maarskoj nije bilo tako jake i stabilne vlade, nego da se i tamo svaka tri i etir meseca
menjala vlada, i da se i tamo parlament svake druge godine morao raspustiti kao za rad
potpuno nesposoban, verujte vaa sela ne bi bila tako sreena i lepa, vai domovi ne bi
bili tako udobni ai vaa kultura i vae materijalno blagostanje ne bi bilo tako zavidno
kao to je to danas. Ali ne zaboravite ni ovo: kao to se sav taj Va napredak mogao
stvoriti samo putem jake i stabilne vlade tamo gde je vladao red, mir i pravda, tako se
isto sav taj va napredak moe i odrati samo tamo gde postoji stabilna, jaka vlada i
gde ima reda, mira i pravde. Bude li se zacario ovde nered, nemir i nepravda, verujte,
i vai dananji lepi napredak e polagano ali sigurno poi u nazad. Vi dakle, kada se
grupiete u vau zasebnu nemaku stranku i unosite u na parlament 5-10 nemakih
poslanika, smetate tome da se doe do jedne jake i stabilne vlade i pridonosite tome
da se ovde produi ovaj dananji nered, nemir i bezglavlje. Vi dakle, kada glasate
za nemaku zasebnu stranku, kodite svojim roenim interesima. Nemaka stranka
vam do danas nikakve olakice, nikakva prava nije mogla da izvojuje, pa zato onda
mislite da e Vam to moi da uini u budue? Eto iz tih razloga Vas mi molimo da ne
glasate za nemaku stranku.
II
Demokratsku stranku ovde u naim krajevima osnovao je onaj famozni bivi
podupan Dr. Mojsije Stojkov, koji je svrio u apsu. Kako je bilo pod tim demokratskim
reimom., toga se svi jo dobro seate. Dananju demokratsku listu nosi g. Isa Novakovi,
koji je do sada najvie radio i agitovao meu Vama Nemcima i koji je do svoje politike
karijere i do svoga oblasnog poslanitva doao ba pomou nemakih glasova. I sad
pogledajte njegovu listu i vi ete videti da je on etir sreza ustupio Maarskoj stranci
a Vas Nemce sasvim zapostavio. On govori protiv nemake stranke, rui nemaku
stranku a Vaim nemakim glasovima stvara maarsku stranku.20 Mi smo pre
objektivno razloili zato smatramo da je nemaka stranka nekorisna. Ali sve ono to
smo rekli za nemaku stranku, kaemo i za maarsku. Po nama je i nemaka stranka
kao zasebna mala stranka nekorisna isto tako, kao to je to i zasebna mala Maarska
stranka. Ne moe zasebna nemaka stranka biti nekorisna, a zasebna maarska stranka
biti korisna. Ne mogu se od nemake stranke otkidati glasovi, pa tim nemakim
glasovima stvarati maarska stranka.
G. Isa Novakovi veito je deklemovao o velikoj njegovoj ljubavi, o velikom njegovom prijateljstvu prema Nemcima a kad je svoju listu sklapao, onda je Nemcima koji
ovde ine ogromnu veinu stanovnitva, dao samo jedan, bolje rei, ni jedan srez a

Maarima koji prema Nemcima ine veliku manjinu, dao je etir sreza. G. Novakoviu
su dakle Nemci ..[ , Kanonenfutter
, . .]. Vi Nemci ste trezven i pametan narod, pa presudite i sami je li ovakav
postupak lep, pravedan i dostojan vae snage, vae politike vrednosti? Pa onda presudite da li su takvi politiki spekulanti, koji imaju svagda pred oima samo svoj lini
prosperitet, zasluili da ih nemaki narod poalje tamo u parlament kao zastupnike. Da je demokratska stranka izila na izbore sama, moglo bi se o tome jo govoriti.
Ali kada ona stvara Maarsku stranku dakle jo jednu vie malih zasebnih stranaka,
onda je glasati na nju isto tako tetno kao i glasati za nemaku malu zasebnu stranku.
Eto iz tih razloga Vas molim da ne glasajte za demokratsko-maarsko stranku.
III
I sada emo Vam izneti razloge zato Vas molimo da glasate za dananju vladu i na
vladinu radikalnu stranku. Neemo mi izii pred Vas praznim obeanjima. Neemo
mi govoriti srcu i buditi u Vama nacionalni ponos, snove i varljive slike. Mirno, objektivno i suhoparno emo izneti ta je ova dananja vlada ve uradila a vi onda presudite treba li taj i takav rad produiti i zavriti, ili ne treba?
Pre svega hoemo da napomenemo da je to valjda ve svakome poznato da kod
nas vlada jedna strahovita privredna kriza. Ona je zahvatila prvo novanu pijacu i trgovce, pa je posle prela na industriju, a danas se ona proirila i na zemljoradnju. A vi
znate da kad seljak nema novca, svi mi moramo da oskudjevamo. ivimo dakle pod
tekom privrednom krizom i mi ne preterujemo kada kaemo da je danas ceo narod
osiromaio i da se on oajno bori za goli ivot svoj.21
Prema tome prvi posao na treba i mora da bude to, da sredimo materijalne brige
naeg naroda, da mu hitno priteknemo u pomo, da mu olakamo dananje prevelike
terete i da ga spasemo od propasti i prosjakog tapa.
Dananja naa vlada uinila je ve u tom pravcu ovo: Mi imamo ve 2. godine zakon o poljoprivrednom kreditu. To je jedan dobar i korisan zakon, ali je on ostao evo
ve 2. godine mrtvo slovo na papiru i od njega vi nikakve, ama ba nikakve koristi
niste imali. Imali smo i dovoljno kapitala jer je ve 100 miliona dinara bilo uplaeno
za direkciju poljoprivrednog kredita. Ali taj novac je leao neiskoriavan u kasama
a bogme sa 100 miliona dinara moglo se mnogom naem oskudnom seljaku pritei u
pomo i mogao bi se mnogi na valjan seljak spasti zelenakih kljeta. Dananja naa
vlada bolje rei g. Stankovi njen dananji Ministar, a sin ove pokrajine, imenovao je

nedavno direktora za taj poljoprivredni kredit. Ovaj je ve zauzeo svoje zvanje i otpoeo odmah organizovanje mesnih oblasnih zemljoradnikih zadruga, kako bi se preko ovih zemljoradnikom staleu potreban novac razdelio. Ali ova vlada je otila jo
dalje. Poznata je stvar da je po zvaninim podacima dugovanje naeg zemljoradnikog stalea iznosi 3 milijarde dinara. Ogroman je to teret koji samo za kamate cedi iz
naroda svakog bogovetnog dana 1 milijon dinara, i koji e dovesti na seljaki stale
do propasti. Naa dananja vlada je ve uinila sve potrebne predspreme da se stvori
jedan veliki, jevtin Konverzacioni zajam sa 5-6%, te e pomou toga zajma konvertirati nesnoljive terete naih zemljoradnika.
Vama je poznato da je najvaniji uzrok dananjem tekom stanju to to vlada neprirodna skupoa. Ono to je seljaku potrebno, to je sve skupo, tako da seljak ne moe
da proizvodi ito, kukuruz i ostale produkte po jevtinoj ceni, cena njegovih produkata je skuplja nego cene slinih produkata u drugim dravama, tako da nas druge drave pa ak i Amerika tuku i potiskuju sa itne pijace.
Naa vlada je i tu ve pritekla seljaku u pomo. Ukinula je carinu na vetako ubre, na plugove i sve poljoprivredne alate te je tako omoguila da seljak jevtinije i
lake proizvodi, pa naravno da onda produkte svoje za veu zaradu moe da proda.
Vlada je ve uinila raspoloenje da se pojevtinjavanjem eljeznikog podvoza, nabavkom boljeg semena i priplodne stoke to pre suzbije ova strahovita poljoprivredna
kriza koja davi ceo na narod i koja je ukoila toak celom naem ekonomskom ivotu.
Vama je u Vojvodini poznato koliku je strahovitu tetu prouzrokovala narodu
Dunavska poplava.22 Ta poplava nije bila samo Boija volja, mnoga je tu i ljudskog
greha. Dunav se od poetka rata nije istio, njegovo korito se zagadilo muljem i peskom, obale se nisu utvrivale, nasipi su oronuli i postali slabi. Niko na to nije obraao mnogo panje i onda je dola ona velika voda, te slistila te trone i polovne nasipe i poplavila preko 150 000 jutara Bogom blagoslovene itnice nae i uvilo u crno
stotinu hiljada vrednih i estitih sugraana naih. Naa dananja vlada je i u tom pravcu sve potrebno preduzela da se nadoknadi ono to se do sada propustilo i da se onemogue u budue ovake strahovite tete. Izolacioni nasip kod Bogojeva je ve gotov.
Vlada je izradila ceo plan i uredbu za prepravku svih nasipa i obaloutvrda, kao i za
pomo ovim vodnim zadrugama i po toj uredbi e se 600 milijuna dinara investirati u ovakve radove.
Naa dananja vlada je ovih dana nabavila za 1 600 000 din. razne alate i poljopri22 1926.

vredne sprave, te e ih besplatno razdeliti naim oskudnim i invalidima da bi ublaila stanje dovoljno nezbrinutih invalida i dotle, dok se njihovo stanje novim zakonom
konano ne regulie.
Da bi se koliko-toliko pomoglo onima koji su usled ovogodinje sue pretrpeli gubitke, naa dananja vlada je ve izdala naredbu da se ima putem komisija proceniti suom naneena teta, te e se prema toj proceni poreza ili sasvim otpustiti ili percentuelno smanjiti.
Gotova je ve uredba dananje vlade o optinskim izborima i eka se samo da prou ovi izbori za Narodnu Skuptinu, pa da se odmah pristupi uvoenju reda, mira,
napretka i potpune autonomije u nae optine.23 Vi ete rad sami postati gospodari u
svojoj kui, vi ete sami birati sebi poglavare i inovnike i vi ete sami upravljati svojim optinskim imetkom.
Sve ovo to smo do sada ovde nabrojali nisu prazna obeanja, nego su to dela i fakta.
Na Vama je sad red da pokaete hoete li da se ovakav rad produi i da se ova dela
izvedu do kraja na korist celom narodu? ili hoete li da se i dalje vurstluje kako se do
sada vurstlovalo, i da u tom optem neredu, neradu i bezglavlju i dalje propadamo i
nazadujemo kao to smo evo propadali do danas.
Neemo dalje troiti rei: koga ne mogu dela da ubede, toga nee moi ni nae rei
da uvere da je u interesu Vaem da prestane ovo dananje nesnosno stanje a da se produi onaj rad vladin o kojem smo Vam gore govorili.

The aim of this paper is to reconstruct the attitude of Radical Party in Vojvodina to
the participation of the German national minority in the elections for the parliament of
the Kingdom of Serbs, Croats and Slovenes held in 1923, 1925 and 1927 through the
activities of well recognized radical politician Dr Jovan Joca Laloevi. Three election campaign manifestos in which Laloevi agitated the German voters to give their
votes in the forthcoming elections to the Radical Party are integral part of the paper.

THE TWO DOCUMENTS OF THE SURVEY

COMMISSION ABOUT THE CRIMES
OF THE GERMANS ON THE TERRITORY
OF VOJVODINA IN WORLD WAR II
SUMMARY
After World War II had ended, the Survey Commission was formed to establish
the facts about the crimes of the occupiers in Vojvodina, in order to investigate the
crimes committed simultaneously in various circumstances and rate. The fiduciaries
of villages, towns, cantons and counties worked together to determine the number of
people who suffered loss, damaged objects and the value of the damages. The general
image points both to the individuals who committed the crimes and the victims. The
commissions that were formed consisted of professionally competent members. They
questioned a vast number of prominent cultural, scientific and public workers. The
members of the Survey Commission were using questionnaires and archive data to
complete the Report. They used the data from central public institutions, archives,
ministries, the Main Board of Vojvodina and the Patriarchy.
The two documents that were mentioned had dealt with the criminal and legal
liability of the Germans in World Wor II, with the emphasis on the territory of Banat.
The Germans who had lived there helped the German war propaganda to create the
false image of the Germans being exiled, which was one of the reasons for the war
and for the occupation. All the Germans, either in background activities or at the
front, were at Fuehrers disposal. About 80,000 German soldiers from Vojvodina were
mobilised, and most of them were part of the SS division Prinz Eugen.
The second document analyses the position of the German national group on the
territory of the Independent State of Croatia. Approximately 200,000 Germans on
the territory of the Independent State of Croatia had the privileged legal position
in the areas of politics, culture, economy and law. The position of the leader of the

German national group in the Independent State of Croatia was reguleted by the law.
They introduced the Law about the use of the German language, German flag and
German emblems in the Independent State of Croatia and the Law about the clerks of
the German nationality in the public institutions of the Independent State of Croatia.
The document indicates the facts about the sufferings of the Serbian inhabitants of
the villages of Srem.

SUMMARY:
The published document testifies of the conversation which the president
of the SFRJ Josip Broz Tito had with the governors of the republic,
province and town on the occasion of his first visit to Sremska Mitrovica
in March 1965. They primarily discussed the matter of industry, which
had become the leading economic sector in Srem, especially the slaughter
industry, as well as the salaries and living conditions of the workers, and
the difficulties they had in getting into the international market. Besides
that, they discussed the problems of agriculture, especially those concerning
irrigation, purchasing new agricultural machines, expanding the cattle
fund, paying taxes, etc.

THE FOUNDATION OF THE ART GALLERY SAVA

UMANOVI IN ID AND JOSIP BROZS VISIT
TO THE TOWN IN 1965
SUMMARY
The study deals with Josip Broz Titos official visit to id on March 19, 1965,
the visit he paid to the Art Gallery Sava umanovi and the meeting he had with
Persida, the mother of Sava umanovi. The efforts that the painters mother and the
inhabitants of id made to respect the wish of the artist to keep the paintings of id
and its surroundings in his hometown and open the Gallery, were crowned on the
occasion of Brozs visit to id, which made the visit significant for the opening of the
future Gallery as an institution. Persida umanovi and the Municipality of id made
a grant contract, by which she would grant her house, land and Savas paintings on
condition that the paintings could not be sold, and the Gallery could not be moved
away from id. The Art Gallery Sava umanovi was officially founded in id in
1952, in the house of the umanovi family. The study mentions the acquaintance of
Broz and umanovis cousin Krista Djordjevi, his uncles daughter, as well as the
posible acquaintance of Broz and umanovi.

THE BOOKLET HUNGARISATION AND

MAGYARISATION, WITH THE SPECIAL VIEW
OF OUR TOWNS BY GUSTAV BEKI
SUMMARY:
In 1883, Gustav Beki, a Hungarian writer and politician, published a booklet
in which he discussed the problem of the hungarisation of non-magyar peoples on
the territory of Hungaria. Beinga a Hungarian patriot, his intention was to give the
readers the insight of his perception of national conception and suggest several best
methods for accomplishing the noble cause of the nationally homogeneous Hungary.
He had found the role models and solutions in the history which was abundant with
national tensions, conflicts and methods of violent extermination or assimilation. He
thought that towns, due to their cultural development, unavoidably assimilated the
less developed inhabitants of the surrounding areas who even took over the language
spoken in the town, had the central role in the process of merging peoples. Therefore, it
was necessary that the Hungarian people first completely hungarise the contemporary
towns, and create the foundation for the successful hungarisation of Hunagary by
the subsequent establishment of the new large urban centres in the periphery of the
country. Another thing of crucial importance was to hungarise all the aspects of the
more evolved culture such as craft, banking, trade, railway, etc., because they also
had great influence on the expansion of the language, which represented the key to
the hungarisation of the multitude. That approach would enable the quiet and natural
assimilation without the application of any violent methods, which were rejected by
the author as being counterproductive. A vast number of statistical data about the
inhabitants of Hungary in the 19th century confirm those theses. Hungarisation had
the best results precisely in the towns of the central Hungary. The percentage of the
Hungarians in the total of the inhabitants increased from 44.3% in 1835 to 47.7% in
1880. The percentage of the Hungarians in towns reached 63%, and the number of

those who were tradesmen and craftsmen rose remarkably. Many areas in which people
of various nationalities participated at the beginning of the century, became purely
Hungarian. Numerous people of various nationalities had already learnt and used the
Hungarian language. As long as the tendency continued, the author was convinced,
it was only the matter of time when the rest of the inhabitants would be hungarised
and the ultimate goal achieved.

SREM IN THE DOCUMENTS

FROM THE RESOURCES OF THE COUNTIES
OF BACS-BODROG,
TORONTAL AND TAMI IN XVIII CENTURY
SUMMARY
This study analyses the 18th-century documents of the three extensive county archive
sources of the Archive of Vojvodina which refer to Srem and the County of Srem. It
analyses the intercounty relations, economic affairs, the migrations of the inhabitants,
criminal activities of the crooks, war events, joint effort to wipe out diseases and
pestilences. This study includes a great number of the preserved and all important
documents from the county sources of the 18th century that concern Srem. Srem had
only rarely been mentioned in the notes of the Bacs-Bodrog County, most frequently
on demand of the higher authorities and due to the common problems (plague, swarm
of locusts, war, etc.). Mutual contacts between the counties of Srem and Baka were
minimal in the first decades of their existence. Until the end of the 18th century, Srem
was only irrelevantly mentioned in the documents of the archive funds of the counties
that were established later, such as the counties of Torontal and Tami.
