The Difference of Learning between KBK and KTSP

Kurikulum Berbasis Kompetensi (KBK) is curriculum concept which is development by National Education of Indonesia to remove the curriculum of 1994. KBK is curriculum concept which ensure to the capability development to do the assignments with certain performance standard, so that the result can be fell by the student. It is a comprehension toward the certain competency. KBK is formed as the implication of Undang-Undang No. 22 Tahun 1999 about the local government and the government rules No. 25 Tahun 2000 about the authority of government and Province as autonomous region. In addition, KBK is formed as the respond of any kinds of problem which is faced by Indonesia education system. One of them is there is a removing of education orientating from the group orientation to the individual orientation. It means that the education is signed to form person who has different variation both of potency and talent which is needed to care enough differently. Kurikulum Tingkat Satuan Pendidikan is operational curriculum which is arranged and conducted by each education unity. KTSP is one of the realization of decentralization authority toward the education in order to the curriculum is appropriate related to the student potency developmental necessary in school now and in the future with considering the local importance, national and global with the spirit of Managemen Berbasis Sekolah. There are just a certain schools which fulfill the criteria may arrange KTSP. They are schools which have the competent teacher, enough financial, good leadership, and ahs orientation to the future. The education system can adopt KTSP model with considering both of necessary and potency of the student and also the education resources related to the school. In arrange and develop KTSP, the teachers and the school should look at to this several Principe. They are: 1. Center on potency, development, necessary, and the importance of student and their environment 2. There are many kind of variation. It means KTSP is arranged base on the characteristic of the student, the condition of each region, the level and kinds of education, there is no discrimination toward the religion, tribe, culture, economic condition, and gender. Inwrought, it means that there is a relationship between the development self in KTSP. 3. Up to date to the knowledge and technology development 4. There is balance between national local importance

5. Studying till the long of life Basically, KTSP and KBK id development by the education system refers to the content (SI) and the graduate competency (SKL). There is a similarity between KBK and KTSP. They are: 1. The Competency based on approach 2. It has orientation to learning outcomes and the variation 3. The explanation in learning process use many kinds of approach and methods 4. Authentic assessment 5. The learning resources in not the teacher only, but there are any resources which fulfill the educative requirement. On the other hand, there is a difference between KBK and KTSP. They are: 1. There is different Principe which is used by both of this system. They are development and conducting Principe 2. The difference of curriculum structure. For example: in KBK the course of social knowledge and civic are joined become one course. But when KTSP applied its separated. 3. When KTSP applied there is removing and addition both of competency standard and the elementary competency. It is done as the reform of competency standard and elementary competency. In KBK not only competency standard and also elementary competency which are specified by the center government, but also both of the main materials and also the achievement indicator of the course. Its different with KTSP, in KTSP the center government specify the competency standard and elementary competency only. At the beginning when KBK was changed become KTSP, there are several problems that can be felt by us as the student when KBK system is changed by KTSP system, especially refers to the learning system and the curriculum. There is no good socialization about what actually KTSP is? This condition makes both of school and teacher are confuse about what kind of learning system that will be taught to the student because, there is no the good concept that the teacher have. In one side the school is believed to arrange and conduct KTSP, on the other hand his new curriculum has not been socialized well and maximal yet. There are many obstacles when I was in senior high school, related to the learning process base on that system. At the first time KBK was conducted, me as

the student asked, what kind of education system it is, because there was no announcement or socialization by the teacher before conducting that system. When that system was conducted in classroom, the teacher looked that they have not mastered that system yet. Teacher looked confused. There was doubt about what would be taught by her/ him. Moreover, when KBK have not conducted at all yet, in a short time KBK was changed become KTSP. The learning process which is depended on KBK, suddenly have to change become KTSP. By changing education system without any socialization before, it was confused student more and more. This is because we were as the student had to make adaptation in a short time as well. Actually, we know that it is very difficult to make adaption around, especially about learning and teaching process. The conducted of KBK and KTSP tend to the medias as learning resource. The school which is supported by any kind of high facility and technology makes the teacher easily to optimal their potency and also the achievement of learning. On the other hand, it is very different with the school which has no the available facility like another school as well. Thus, in way, with my Senior high school. There was no available facility that can be used by the teacher and the student to support their potency in following and in conducting learning and teaching process. So that, the learning and teaching process in my senior high school was not going well. It made the learning and teaching process was not going optimally. The important thing that must be considered by the government before deciding a education system is the government must think well before deciding that policy, because it determines the achievement of teacher and student to reach the purpose of education optimally.
