Dictator class variant cruisers came into commonplace use when Imperial admirals requested that extra flexibility be available in their fleets, the Dictator class already bolstering attack craft launch capability were perfect platforms to modify and add new options to the Imperial arsenal. Captains of Dictator cruisers that were damaged or in need of refit were given the option to rebuild its forward weapon decks into high energy lance batteries, or rebuilt to accommodate additional launch capacity and fulfill a more supportive role than a typical line cruiser. Though the refitting process was slow the first Dictator variant cruisers were launched and participated before the end of the Gothic War.

Since it takes considerable time to refit cruisers, the Helios and Guardian variants in a fleet must be equal to or outnumbered by other cruiser types including the Dictator variant. A Dictator cruiser's forward hard points must be outfitted with a single option and pay any additional costs associated with it.
