Essentially, it took almost a decade before the case was completely resolved and that is obviously, not a very speedy proceeding. But there is actually no fixed criterion in our statutes to determine with precision the time for a speedy trial. As soon as after indictment as the prosecution can, with reasonable diligence prepare for it. Justice and fairness and not speed are the objectives of the courts of justice. IMPARTIAL Hubert Webb, one of the main suspects in the Vizconde massacre is the son of a known local actor, a former basketball player, Congressman and senator. The other suspects, like Hubert, also come from well-off families and hopefully, money and status quo didnt affect the impartial nature of the criminal proceedings. PUBLIC The interest of the public was piqued by the trial thus making it publicized and more open that what was necessary. Even if the nature of the case was rather offensive to decency and public morals, the mystery of the massacre kept the public on its toes and every court decision was eagerly awaited by the public.

COURT DECISION The RTC awarded Webb and the other suspects of the case reclusion perpetua, a penalty imposed to crimes with gravity that is equal to that of a death penalty. The Constitution expressly prohibits death penalty thus it was reduced to reclusion perpetua instead.
