SOCIAL REFORM AGENDA TWG Resolution No. 2011-01 Series of 2011 WHEREAS, in accordance with Republic Act 8425 known as the Social Reform Agenda and Poverty Alleviation Act , the City Government of Toledo created the Minimum Basic Needs ( MBN ) Technical Working Group to carry out the objectives of the social reform agenda program of the city in the effort to improve the quality of life of the poor and the disadvantaged group; WHEREAS, part of the Social Reform Agenda Program of the City Government is the Tabang Eskwela Project which provides high school and elementary scholarships to schoolchildren belonging to the poorest among the poor families existing in the different barangays of the city; WHEREAS, for the School Year 2010-2011, there are sixteen (16) graduating high school scholars that will hopefully pursue tertiary education and avail of College Scholarship Grants that may be offered under the Social Reform Agenda Tabang Eskwela Program; WHEREAS, the Technical Working Group also considered it equally important to establish linkages with reputable learning institutions that will be able to help the city provide the qualified and deserving SRA beneficiaries with quality college education at the least / minimal cost but with better opportunities for employment after graduation; WHEREAS, among the various learning institutions in the Province of Cebu, the Technical Working Group initially considered the Cebu Technological University, Barili Campus, a state institution for higher education offering standard curricular programs in Agriculture, Forestry, Agricultural Engineering and Veterinary Medicine; WHEREAS, it is essential to promote college courses that are less popular as in the case of Agriculture, Forestry, Agricultural Engineering , Veterinary Medicine including Social Welfare and other Trades & Craft Courses , but which the city can very well assist in terms of support training facilities, hands-on application , technical expertise and employment assistance; WHEREAS, it is further recognized that it will be more advantageous for the SRA College Scholarship Grant beneficiaries if classes will be held here in Toledo City so there is therefore a need to negotiate with the concerned school, Cebu Technological University, Barili Campus, for a possible opening of an extension learning facility here in the city insofar as their specialized courses are concerned; WHEREFORE RESOLVED, as it is hereby RESOLVED, to request CEBU TECHNOLOGICAL UNIVERSITY, BARILI CAMPUS, to open an extension learning facility in the City of Toledo, for the consideration that it will not only benefit targeted beneficiaries of the Social Reform Agenda ( SRA ) College Scholarships but other Page 1

prospective students who are likewise interested to enroll in the afore cited courses offered and who generally would prefer to study here in Toledo City due to financial limitations and budgetary constraints.

Social Reform Agenda TWG Resolution No. 2011-01 Series of 2011 RESOLVED further to request the Honorable Members of the Sangguniang Panlungsod for a Resolution supporting the Social Reform Agenda Technical Working Group request for Cebu Technological University, Barili Campus , to open an extension learning facility in the City of Toledo, subject to Terms of Reference that maybe mutually agreed by parties concerned.
