Reasons why Niger does not have an effective birth control policy.
Cultural and Social
Male dominated society. Men forbid use of contraception (only 5% of women use it). Islamic clerics preach against the use of contraception. Society is pro children, having many children seen as a good thing. 75% live in rural areas where there are no clinics to provide birth control.

Economic
most people live subsistence lives, children needed to work. Poor country with little to spend on health infrastructure or education (especially for women). Contraception not widely available.
