5 Demands to Restore DeKalb County School System

By Viola Davis RN BSN

I.

Governance

Recall and elect a new Board of Education that will serve the entire county of DeKalb as one and place the needs of our children first. Elect a new Board of Education whose first course of action is to complete the eleven Required Actions mandated by SACS to save the accreditation of the DeKalb County School System. Elect a new Board of Education that will hire a well qualified permanent Superintendent from outside the system to manage our school system and eliminate decade long problems that have plagued our school system for years.

II.

Finance

DeKalb County is a donor school system that has over $100 million dollars removed from the school system for over 6 years to redistribute to other school systems throughout Georgia through the use of the states outdated QBE formula (Local Five Mill Share) and out of control Austerity cuts. We demand that the millage above the 20 mills (3.98 mills) be returned to DeKalb County School System due to its financial crisis and inability to continue subsidizing other school systems so as not to harm the education of the children attending DeKalb County schools.

Year 2011 2010 2009 2008 2007 2006

Local 5-Mill Share 129.0 117.4 120.1 112.4 107.4 101.9

State Revenue Received 304.6 362.5 357.0 387.9 383.8 326.6

The state of Georgia has systematically placed over 70% of the Refugees in the county of DeKalb without adequate financial support. Such actions have caused undue harm on the DeKalb County School System particularly within the Clarkston Cluster. We demand the State of Georgia reevaluate the last 6 years of funding specifically designated for Refugee relocation and refund DeKalb County and the City of Clarkston for funding it did not receive for social service, police and educational services.
