More than 11 years ago, the Panay Federation of Sugar Producers (Panay Fed) started negotiations for the importation of China-made tractors to improve sugar production in Iloilo province.
The Panay Fed made a down payment of P1.3 million to the supplier, Phi Beta. The transaction, however, was aborted.
Gorriceta, a director of Panay Fed, asked Engr. Ely Bagtasus to release the amount to him with the understanding that he was doing it on behalf of the association.
The money didn't reach the Panay Fed, and its members were surprised to find that they were being charged their share of the down payment. An investigation was conducted. The money was traced to Gorriceta who sheepishly admitted he had taken it.
Gorriceta issued two checks to return the money to Panay Fed.
Now this man wants to be congressman of the second district of Iloilo!
