Sir,
Sub: Inviting sealed quotations for conducting Diagnostic Study Report
( DSR ) for five clusters separately under the Cluster Development
Programme (CDP ) of MSME reg.
-----------This Institute, CENTRAL SILK TECHNOLOGICAL RESEARCH
INSTITUTE under Central Silk Board, Govet. Of India, is going to implement
Cluster Development Programme (CDP ) under MSME in five clusters viz.
Y.N.Hosakote,Tumkur district, Karnataka; Salem,Tamilnadu;
Dharmavaram,
Andhrapradesh; Sualkuchi, Assam and Srinagar, J&K. As a part of the CDP,
Diagnostic Study Report in case of each of the cluster has to be made. As this is
an important work in CDP, we intended to assign the job to the reputed agency to
carry out the DSR for the said five clusters. Accordingly, CSTRI is hereby inviting
sealed quotations from interested parties/firms/agencies in conducting the
Diagnostic Study Report (DSR) at a competitive rate. The agency to be identified,
through this tender process should bring out the details clearly in the diagnostic
study report (DSR) as per the DESCRIPTION OF THE WORK in Annexure-I.
The interested parties/firms/agencies may offer their lowest rate for
conducting and submitting Diagnostic Study Report ( DSR ) for five clusters
separately as per the terms and conditions in Annexure-II. The last date for
submission of the sealed quotation is on 08- 02- 2013 at 2.00 p.m and it will be
opened on 08- 02- 2013 at 4.00 p.m.

Annexure-I.
DESCRIPTION OF THE WORK TO BE PERFORMED:
i. Diagnostic Study:

The objective of conducting diagnostic study in a cluster is to map all the business
process of the cluster units viz. manufacturing process, technology, marketing,
quality control, testing, purchase, outsourcing, etc to find its Strengths, Weakness,
Threats and Opportunities (SWOT), problems and impediments, suggestions and a
well drawn action plan for enhancing competitiveness of the units of the cluster
and to position the cluster on a self sustaining trajectory of growth. Diagnostic
study Report (DSR) is very important document and the study needs to be
conducted with special attention.
The study should focus on enhanced competitiveness, technology improvement,
adoption of best manufacturing practices, marketing of products, employment
generation, etc. There has to be direct linkages between the problems highlighted
in the report and the measures suggested for improvement.
(a)Basic information about the cluster: exact location, age of the cluster, cluster
product (traditional artisans or traditional industrial or modern/high tech product),
number of micro and small units separately mentioning average investment in
plant and machinery, employment, level of technology, turn over, exports,
institutional supports available in the cluster. Govt polices, process details&
technology adopted, quality of products, raw materials, forward& backward
linkages, exports & marketing, cost structure, bench marketing the cluster, cluster
actors including the government institutions.
(b) Profiles of the units owned by SC/ST/Minorities/Women in the cluster should be
covered separately.
(c)The study should bring out the need for cooperative initiative in major
intervention area like Marketing, Technology up gradation, Credit Intuitional
Capacity Building etc.
(d) The Study is also expected to make a detail need analysis in respect of each
intervention area viz Marketing, Technology up gradation, Institutional capacity
Building, Quality improvement.
(e) The Study is to recommend the remedial measures to be followed for each
analyzed need corresponding to the intervention area appropriate for respective
cluster, if any, in an appropriate time frame.
f). Specific needs of the cluster regarding IPRs, Technology Upgradation,
Information and Communication Technologies (ICT), Enterprise Resource
Planning (ERP), energy efficiency, lean manufacturing, technology benchmarking
(international/
national),
market
potential
assessment,
skill
up-

gradation/certification system, design development, comparative study with other


clusters, twining of clusters need to improve safety , health , business literacy,
welfare of workforce by the enterprises and their common bodies, social upliftment,
etc, Should be examined and included in the DSR. The DSR should include the
soft interventions needed for the cluster.
(g)The Study would also give comparative benefit between two stages i.e. before
and after implementation of the proposed measures, It would quantify the benefits
in monetary terms, percentage ,numbers, employment, export, turnover etc.
(h) The study should draw the vision for the cluster and Objective and the roadmap
for implementation and improvement. Study should include a detailed Action plan
including budgetary provision for entire project duration separately for development
of
the
clusters,
showing
clearly
the
contribution
from
cluster
Actor/Association/other stake holder which in any case should not be less than
10%of three proposed project cost.
(i)The period of interventions/activities suggested for the cluster should not exceed
18 months.
(j) SIX copies of Diagnostic Study Report (DSR) including soft copy should be
provided.
(k)The study should clearly bring out the need for setting up of CFC (if any ) in the
cluster.
(l) While conducting diagnostic study scope for convergence of NMPC components
may be included to the extent as possible.
(m) The interested person/organization should mention their past experience in
preparation of similar reports for ministry of MSME, Government of India.
(n) The separate sealed covers should be submitted with clearly mentioning on the
cover as Technical Bid and Financial Bid.
(o) The technical bids will be judged by a tender committee and the financial bids
will be opened only for the technically qualified bidders.
( p ). The financial bid should include travelling expenses, all allowances, taxes
and expenses towards report preparation for each cluster separately.

Annexure-II.
ii. TERMS & CONDITIONS
1.
The sealed quotation should be submitted to the DIRECTOR, CENTRAL
SILK TECHNOLOGICAL RESEARCH INSTITUTE, B.T.M. LAYOUT, MADIWALA,
BANGALORE 560 068. The quotation should be superscribed as Quotation for
conducting Diagnostic study for the cluster (name)-.. not to be
opened on or before 8/2/2013 (4.00 p.m). The quotations received after the due
date and time will be rejected summarily.

The quotation should accompany with details of pervious such work carried
out, if any.
3.
The price should be quoted separately for each of the five clusters viz.
Y.N.Hosakote, Tumkur district, Karnataka, Sualkuchi, Assam, Dharmavaram,
Andhrapradesh, Srinagar, J&K, Salem,Tamilnadu. , service Charges, and other
charges if any should be indicated separately.
5.
A sum equivalent to 2% of the quoted amount shall be remitted
as
EMD. The EMD should be paid in the form of Demand Draft/Bankers cheque
drawn in favour of the Director, CSTRI, Bangalore. The EMD does not carry any
interest. Please note that cheques will not be accepted.
6.
The rate quoted by the firm should be valid for 120 days from the date of
opening of the quotation.
7.
The selected agency should complete the diagnostic study and submit the
final report ( DSR ) within 45 days ( forty five days ) from the date of issue of
work order by this Institute.
8.
The last date for submission of the sealed quotation is on 08- 02- 2013 at
2.00 p.m. The quotations will be opened on 08- 02- 2013 at 4.00 p.m. in the
presence of the representatives who choose to be present. The quotations
received after the due date and time will be rejected summarily.
9.
Payment terms: 40 % of the fee towards the diagnostic study will be paid.
In advance against submission of Bank guarantee. However, remaining payment
will be released after the approval of the DSR report by the MSME steering New
Delhi.
10.
The Director, CSTRI, Bangalore reserves the right to accept any quotation
or reject all the quotations without assigning any reason thereof.
11.
The decision of the Director is final and no correspondence will be
entertained from any party in this regard.
12.
PAN /TIN number issued by the concerned Departments should be
indicated.

13.

For delay & non submission of DSR report : After the stipulated
period of 45 days from the date of issue of work order, 0.5% of the fee
will be deducted from the bill for each week of delay until the submission
of the DSR.

14.

Submission of Diagnostic study report (DSR) in case of five clusters


should be clearly indicated.

15.

On receipt of the work order , the selected agency should enter into an
agreement ( MOU ) immediately with Central Silk Board (CSB )

16.

Furnishing the details of the parties /firms /agencies /organisations as


per the enclosed format in Annexure-III is mandatory.

17.

The modified guidelines of MSME issued by MSME and also the model
DSR report displayed in the website : www.dcmsme.gov.in may be
referred , if needed.
