2012 Annual meeting Update


The Annual Meeting of the Wolf Star Homeowners Association was held on January 14th, 2012. The following actions were taken at the meeting. There was a quorum of members present or represented by proxy to conduct the annual meeting. Election of Board Members The terms of three board members Ken Camello, Shirley Strother, and Bonnie Haas were up and those positions needed to be filled. Ken Camello & Shirley Strother announced that they would be candidates for re-election; Bonnie Haas declined to run for another term. There were three nominations from the floor - Cheryl Berryhill, Gary Haas, & Deborah Hegg. Ken Camello, Shirley Strother, & Cheryl Berryhill were elected by the members present for two year terms on the board. Since Bonnie Haas decided not to run for re-election, I want to thank her on behalf of the association for her service on the board and contributions to it. The board will elect association officers for 2012 at its February meeting. Resignation of Fran Camello In mid December, Fran announced, to the board, her resignation as Resident Manager effective January 31st, 2012. Fran has served the Wolf Star HOA as a paid secretary and Resident Manager for over fourteen years. Every owner knows how much value and dedication Fran has brought to the job she has done for us. She is an invaluable asset to the association and she will be very much missed. At its January meeting the board discussed how to manage the association in the future and how to make the transition. The first action of the board was to engage the CPA firm of Woods-Richards in Ogden to take over all of the accounting and financial functions that Fran performed. Starting February 1st, Woods-Richards will collect and deposit all monthly dues checks, pay all association bills, provide monthly and yearend financial reports to the board, and perform any other financial functions as deemed necessary by the board. The board looked at two different options for having our financial work done and Woods-Richards was the best option. Their fees are very reasonable and will probably average $300 per month. The board is in the process of determining how to manage all of the other functions

that Fran performed as Resident Manager. Since Ken Camello was re-elected to the board, he has volunteered to continue overseeing maintenance functions as he has in recent years. He will obtain bids and oversee contractors for the various landscaping and building maintenance projects. Fran has volunteered to help with the transition through the month of February, even though her resignation is effective on January 31st. The homeowners passed a resolution at the annual meeting authorizing the board to pay her until the end of February if necessary. On behalf of the entire association, I want to thank Fran for her many years of tireless & dedicated service to the association. Budget & Dues The homeowners at the meeting voted to accept the 2012 Budget as presented with the 5% increase. They also voted to affirm the 2012 dues structure as presented. The increase in dues will be effective February 1st. Starting with the February dues, you will continue to make your check out to the Wolf Star Homeowners Association, but you should mail your dues check only to: Wood, Richards & Assoc., 2490 Wall Ave., Ogden, UT 84401. All other correspondence with the association should be mailed to our P. O. Box 394, Eden, UT 84310. The association has set aside, in a separate account, $10,000 as a reserve fund to comply with Utah & federal laws. Other Actions During discussions on several issues the members present at the meeting gave their full 100% support to the board in taking actions to prohibit the use of fire pits and fire works on association property. They also gave the board their full support in our efforts to enforce the association's CC&R's and other rules, especially in regards to some actions by a few of our renters. It was strongly suggested that we start to heavily fine homeowners who won't support the board when it is necessary to take action against their renters not following the rules of the association. A new Utah law enables homeowners association's to control the display of holiday type decorations and lights on the exterior of buildings. A motion was made from the floor and duly passed that says that all holiday decorations and lights on the exterior of Wolf Star buildings must be removed by January 10th of each year, weather permitting. If they cannot be removed by January 10th, the lights must be unplugged by that date and everything removed as soon thereafter as possible. The association

will begin enforcing that rule. It was also suggested that the board designate a date for the earliest exterior display of holiday decorations and lights. The board will discuss doing so at its next meeting. There was extensive discussion at the meeting regarding the deteriorating condition of our streets and how best to address the issue of long term street repair and maintenance. At the end of the discussion the members decided to have the board look at new products for an asphalt overlay of our streets this summer. The board will begin taking bids for the work this spring, with the intention of having the work completed as soon as weather permits this spring or summer. For the Board of Directors Steve Fryer
