Mr Kenyattas lawyer, Mr Fred Ngatia, said it was inconceivable that the PM did not know about the existence of a manual register. The IEBC, on the other hand, denied claims that the elections were bungled. There is no proof that Mr Odingas votes were added to Mr Kenyattas nal tally, Mr Paul Nyamodi, one of the lawyers representing the electoral commission, said. He added that the commission had no obligation to use the electronic voter system the BVR was just an administrative exercise. He said invalidating the presidential results will amount to a constitutional crisis. We agree there was amendment to the nal register but it was within the IEBC mandate and all political parties were informed, Mr Nyamodi added. He denied claims that Mr Odingas agents were locked out of the national tallying centre at the Bomas of Kenya, saying that they were sent out after they started shouting. Mr Muigai, who was backed by Deputy President-elect William Rutos lawyer Katwa Kigen, said the Supreme Court should consider the consequence of their decision when making it as the law gives two dierent meanings of fresh polls. The AG said if the election of Mr Kenyatta is declared void and a fresh election ordered, the polls could be held up to the primary level or for a limited number of candidates. He said if the March 4 presidential polls are declared invalid, fresh elections should be held within 60 days, a thing that could require new voter register. The lawyer also revisited the voter registration issue, saying the manipulation of the nal voter register went beyond the green book and the special register. Mr Oraro said in a number of constituencies, they noted major variations between provisional and the final register, adding that the numbers were inated in Moiben by 5,407, Pokot South (4,988), Emgwen (4,054), Kapenguria (4,229) and Kajiado (5,178). On the other hand, he said, major decreases in the voters register were in Turkana West 11,261, Kaloleni (4,076), Ndhiwa (3,763), Balambala (1,113) and

Mr Odinga alleged that Kencall EPZ used a single IP address 196.1.26.40 for both the IEBC and Mr Kenyattas TNA. Mr Oduol said Mr Nicholas Alexander Nissbit, a Kencall director, did not deny the fact that both the IEBC and TNA were hosted and operated on a single IP address. Nissbit, in his adavit says yes there was a server but it was accessed by sta of the IEBC. It has been admitted that the administrator of Kencall had access to information on the server, so is the programme developer and operation director.

He won by 38 votes against Mr Maalims 29 in the second round of the vote. Later in the day, Mr Muturi, a former MP for Siakago, ensured Mr Kenneth Marende vacated the National Assembly seat he has occupied since January 15, 2008. Mr Muturi got 202 votes against Mr Marendes 134 in the rst round. House rules require that a winner gets two thirds of the 230 votes to win in the rst round. When they went for the second round, Mr Muturi had 219 against Mr Marendes 129. One vote was spoilt. In the Senate, Muranga Senator Kembi Gitura also received 38 votes to become the Deputy Speaker. Mr George Khaniri of Cord, who is also the Senator for Vihiga, got 29 votes. Dr Joyce Laboso of Jubilee was elected the deputy Speaker with 254 votes the highest for the day against Mr Abdikadir Omar of ODM who got 90 votes. At both elections, it was clear that the decisions on who to vote for had been made long before the MPs trooped to their respective Houses for the swearing-in. This means that Question Time, which was popular with MPs as they got a chance to ask ministers tough questions has been eliminated. Instead, questions and any other matters will be addressed by the Cabinet Secretaries in committees. Now that it has a majority, Jubilee will also decide who to pick as Leader of the Majority. Separately, three senators with disabilities got a tting welcome into the Senate with the Clerk coming up with creative means to ensure that they participated in the oath-taking and in the election of the Speaker and his deputy. The Clerk, Mr Jeremiah Nyegenye, said the House rules prescribed that a person with disabilities had to be facilitated to discharge their duty in the House.

he Jubilee Coalition used its numerical strength in the two Houses of the 11th Parliament to stamp its authority as its candidates for Speaker of the National Assembly and Senate carried the day. By virtue of his position, Mr Justin Muturi the new Speaker of the National Assembly becomes the third highest ranking leader in the country behind the President and Deputy President. With the election of Mr Muturi and that of Mr Ekwee Ethuro as Speaker of the Senate, focus will now likely turn to parliamentary committees.

It is expected that Jubilee and its new-found aliates, who now have at least a 195-member majority, will control the committees responsible for most of Parliaments oversight roles. Mr Ethuro, the former Turkana Central MP, became the rst Speaker of the inaugural Senate under the 2010 Constitution after beating Cords Farah Maalim by seven votes. FIVE-YEAR TERM | Election winners troop to Parliament Buildings with family members, friends
ike students on their first day in a new school, the 349 members of the National Assembly began to gather at Parliament Buildings yesterday morning. The MPs, with families friends and supporters in tow, made their way to the compound where they will spend a good part of the next ve years. The public gallery filled up quickly, and some family members were left to stand outside or head to places where they could watch the live broadcast of the proceedings. Space had been created near the entrance for Westlands MP Tim Wanyonyi and his Kamukunji counterpart Yusuf Hassan, who use wheelchairs. They also used a separate door from the ramp into the House. As they settled into their
places, their colleagues moved about, shaking hands, hugging, generally congratulating each other. Nominated MP Oburu Odinga and Mohamed Adan Noor are coming back to the House for the fth time. They are eectively the oldest serving members. MPs Jimmy Angwenyi (Kitutu Chache North), Dalmas Otieno (Rongo), Nyiva Mwendwa (Kitui Women Representative) and Gonzi Rai (Kinango) are making it there for the fourth time. Seventeen MPs will be serving their third term and 74 their second. The majority, 252 are on their maiden term. Among the new faces was Mr Irungu Kangata (Kiharu), the lawyer for security guard Rebecca Kerubo, who met former Deputy Chief Justice Nancy Baraza on the last day of 2011 and changed her life forever. Mr Joel Onyancha was MP for Bomachoge and an assistant minister before he was unseated in a petition and lost in the subsequent by-election. oath-taking. But Mr Nicolas Gumbo, the returning MP for Rarieda, argued that each MP needed their moment in the limelight. Our constituents are watching and they want to see the people they elected being sworn in, he said. Mr Olago Aluoch, returning as Kisumu Town West MP, argued that nobody in the House at that time ought to talk to the Clerk as they were not yet sworn in. Mr Jamleck Kamau
(Kigumo) and Mr Ababu Namwamba (Budalangi) supported Mr Duale. It was eventually decided that the MPs would be called in batches and sworn in individually. At 9.34am, Mr Wanyonyi became the rst member to be sworn in. The rest followed, with a good number stumbling over the word conscientiously in the oath, substituting it with consciously , cautiously and even with constitutionally.
The meeting, at the Cooperative College in Karen, also came up with strategies on how to engage with other political parties in Parliament to ensure Cords agenda succeeded. At the meeting, Mr Odinga and Mr Kalonzo told the leaders that they were ready to mount a reorganised campaign in case of a run-o. They said Cords current predicament was temporary. Things will soon be all right. Please, let no one lose hope, said Mr Odinga. The VP, while calling for calm among party supporters and leaders, expressed condence that the ongoing judicial process would resolve the electoral dispute.

While those in Coast described the bookings as comfortable but slow, others in western Kenya cited cancellations due to the presidential petition. Hotels traditionally do brisk business over Easter as local families and tourists visit. Mombasa and Coast Tourist Association chairman Mohammed Hersi said hotel bookings were initially slow, but picked up in days leading to the Easter holiday.

No bookings have been made since the petition started with bed occupancy dipping by 76 per cent. Most hotels are now relying on conferences as their major source of income. Residential guests have gone down with the uncertainties around the outcome of the Supreme Court verdict on the presidential petition, Mr Ochieng said. that the governors are entitled to take over national government oces in the counties including those owned by State Corporations and the former provincial administration. The national government will continue to exist in counties and will require these assets to continue providing services in those counties, the advert said. It also stated that governors who ignored the warning would face legal action. For avoidance of doubt, all assets belonging to the provincial administration in all counties are national assets. Yesterday, the Oce of the President said Mr Mwangis team identified office space and houses for all governors, including some being hosted by county commissioners. Any complaint or dispute pertaining to allocation or sharing of oces between the county and national governments must be channelled through the Transition Authority, it said. The provincial administration has been restructured into the National Administration Service and its officers posted to counties to carry out national government duties in the devolved units. Parliament passed the National Government Coordination Act which guided the exercise. However, there are fears that the provincial administrators and the county government leaders are likely to end up in conict given that they will be running two parallel systems in same jurisdictions. Yesterday, the Oce of the President said both governments were creatures of the Constitution and should co-exist in harmony since each of them has specic tasks to carry out.

After court ruling, we need honest debate about how to live together
T
omorrow well know one of three things: either President-elect Uhuru Kenyatta will be on the way to the podium to be sworn in as our fourth president and the scribes will be scratching away at how in all history Prime Minister Raila Odinga is the sorest loser; or well be preparing to go back to the endless queues to decide who between Mr Kenyatta and Mr Odinga we meant to elect as president; or the whole kit and caboodle of presidential candidates will line up once again and well do it all over again, from the debates up. I dont want to say much because I would hate to oend the court. I have read many articles in Foreign Policy and other places all attempting to answer these questions: In this election, what message were Kenyans, and Africans in general, sending to the West? Similarly, in this election, what were Kenyans trying to say? I think a lot of our thinkers, pretend thinkers and unthinkers didnt try to gure that one out. They went into a partisan mode; one section tried to delegitimise Mr Kenyattas election the way the Republicans tried to do to President Barack Obama by arguing that even though he had won the election, he didnt have a mandate. Thus, commentators were already talking about Mr Kenyattas resignation and impeachment when the results announcement was still ringing in our ears. The other section went all out to defend Mr Kenyattas victory and was not interested in digging below the surface to try and gure out why, by a majority of hundreds of thousands, voters thought a war crimes indictee was the best person to lead this country. When the judges have had their say, we should have a robust national debate not just about these past days, but also about what kind of country we want to live in. For the sake of the future, what we need are not tribes and parties, but a couple of good ideas about how to live with each other in honesty and fairness. Now, it is not unusual for a Kenyan to transit through London and pick a British accent in the transfer lounge. We are great that way. My attention was drawn to one young lady who has a fantastic Brit twang (or is it weng?) I think it is called an estuary accent. The interesting thing about her is that she has never left the country, leave alone ever been to London. I think she may have picked it up on TV and perhaps her own imagination, which I suppose is as good a place to pick an accent as any. I want to confess that unfortunately I have been to Manhattan and, in exercise of my weng rights, I want to say two things about it, in an American accent. First, Manhattan has the worst, most dangerous, rudest Third World drivers I have ever seen. Coming back to Nairobi, I thought to myself: Dear God, how have we managed to live in a country where people do not know how to drive? The quality of our driving is a national economic and health issue; we waste so much time and wealth on the road and we can die or be crippled in accidents, with horrible consequences for quality of life, so easily. As I have said before, the biggest problem is that Kenyans dont know how to drive. This is not a side issue, this is an issue of great national importance. It must be solved. Secondly, many people in Africa do not know the condition of black, poor people in urban America. I did not want to say this, but I cant help myself: the condition of African-Americans living in inner cities is the most frightening thing I have seen in a long time. Looking at the grateed, crumbling, crime-ridden, violent, potholed neighbourhoods, I asked myself where does their hope come from? Another frightening aspect, and which was put to me, is the sheer number of Americans in jail. Its a lot; per capita more than any other country in the world, I was told. The problem is, in proportion to the population, a lot of black people, are in jail. When you are arrested and you get a criminal record, your life in that society is over. You cant get a job, you cant get a college loan, you are nished. And so many young black people get arrested every day. So many lives are wasted every day. turf war has broken out at the Port of Mombasa after the Radiation Protection Board (RPB) started screening vehicles from Japan and other countries in the Far East. Kenya Bureau of Standards says it is the only agency empowered to inspect cargo entering Kenya. It has a contract with the Japan Export Vehicle Inspection Centre (Jevic) to conduct pre-export inspection for used cars from that country. It is, therefore, contesting the need for a second inspection on landing; as do importers who already pay a fee to Kebs and now have to pay more to the radiation agency. RPB says it has detected high radiation levels in some cars at the port. We see here a simple matter that could be easily resolved, but is being blown out of all proportion because of turf wars and probably also the kind of money involved. Simple consultations between the two agencies could easily resolve the stand-o. If protection of public health remains paramount, corporate turf wars and competition for funds generated from inspection fees will be relegated to the back burner.

overty could be mankinds biggest modern-day problem. It casts an ugly shadow across races, nations, age groups and religions. It begets evils that mutate and deprive us of dignity. Yet, to tackle it we must understand its origin, its causes and how to cripple it. To escape poverty, people need decent incomes. Second, the taxes, leakages and costs of living must be manageable relative to those incomes. Finally, people must have the knowledge to use savings productively to sustain their escape from poverty. The World Bank denes absolute poverty as living on less than $1.25 per day (which translates to about Sh3,000 per month). But I consider poverty as the absence of savings or material wealth. This can be represented in a simple equation: Wealth = Income taxes leakages costs of living. The starting point is income, and the most common sources of income are employment, business, investment and welfare, with employment by far the most prominent. Income levels dictate whether one barely survives, lives comfortably or combines comfort with savings. The most eective way, therefore, to tackle poverty is to create high-paying jobs and to equip people with skills to ll them. Creating jobs without developing local skills pulls in expatriates. Conversely, developing local skills but without the jobs could lead
people incur, for example to establish and run businesses, secure and maintain jobs, protect themselves and obtain services. It is what corruption and wastage cost us. High leakages lead to higher costs and prices, which escalate poverty. Leakages cannot be avoided and thus rank just below taxes in necessity. People would rather sacrice savings or quality of life to pay for them. Fourth, costs of living are what we all easily identify like the cost of food, shelter, security, utilities, health services or education. The amount we pay for these is a function of many factors. For a start, public goods the government provides matters. Simply put, eliminate corruption, give my mother good healthcare and my nieces good education and I will save and reinvest more. Finally, savings or wealth is what remains from income after paying for all these. It is the future cushion against poverty. Ballpark gures show that an average American can save 25 per cent of income, a Briton 15 per cent and a Kenyan ve per cent. However, I must caution that individual preferences are vital. Some people are extravagant and others frugal. Personal preferences aect what you save and the productivity of your savings. Let Achebes wisdom inspire our leadership
The death of Chinua Achebe is not a big blow to Nigeria alone, but also to the rest of Africa. As the father of literature in Africa, his literary works have all through been inspirational, with vivid descriptions of the major problems we face as a continent. He speaks against under-development brought by autocratic leaders in Things Fall Apart and Anthills of the Savanna. He also chastised the subjugation of Africans by Europeans, and the injustices we faced as we fought for independence. Achebes inspiring words should have positive impact on our existence, and governance. And writers have a gap to ll in this endeavour. PETER MUONGOYA, Kambaa

It was wrong to arrest morans who killed lions that mowed down cattle
congratulate the 12 Maasai morans for eliminating lions that killed tens of their prized livestock (Nation, March 27). The story of human wildlife conict is no news to KWS, the state organ mandated to handle all issues wildlife. For KWS to advise that conicts be reported and the victims to wait for compensation is a dry joke. My six-acre farm is on the corridor of Chyullu Hills National Park, near Makindu. After investing heavily on a borehole and a diesel generator, I set to turn green, the scorched red soil grounds with fruit trees and vegetables. A thousand mountain pawpaw trees, 300 mango trees, 200 citrus trees plus two acres under green maize, two acres under tomato crop and an acre under onions. The farm ourished for the rst two months and harvest looked promising by the third month. Then things changed. It began by a visit by a single male elephant which destroyed ve owering pawpaw trees. Then followed a herd of six mature elephants which set on the maize crop and razed it to the ground. The elephants roam the village as early as seven oclock in the evening, holding villagers hostage in their own homes. A third time came with 10 of the beasts which virtually flattened everything! All the while I was reporting to KWS rangers in Kiboko after every destruction. The records are held by the rang-

PROFILE | Second-time former MP for Siakago vied for post of Speaker
Mr Justin Muturi, the newly elected Speaker of the National Assembly yesterday.
esterdays was not the first time that Mr Justin Bedan Njoka Muturi, a former member of Parliament for Siakago (now Mbeere North) constituency vied for the post of the Speaker of the National Assembly. In January 2008, he oered his candidacy for the position on a PNU ticket. However, he withdrew from the race in favour of PNUs candidate Francis ole Kaparo, who lost to Mr Kenneth Marende. Mr Muturi was rst elected to Parliament in 1999 on a Kanu ticket, a party he actively supported and engaged in its activities. His debut in Parliament followed a by-election that was held in the September of that year following the death of MP Silas Ita. He was the chairman of the Kanu parliamentary group serving as the chief whip during his term in Parliament. He successfully defended the seat on a Kanu ticket in the 2002 General Election, but lost to Mr Lenny Kivuti in the 2007 election. Mr Kivuti was elected to Parliament in the 2007 General Election on a Sana party ticket.. Mr Muturi, a Jubilee ocial was a candidate for the Mbeere North parliamentary seat on a TNA ticket in the March 4 General Election but was defeated by Mr Charles Muriuki Njagagua, the Alliance Party of Kenya party candidate. The LLB degree holder from the University of Nairobi, lawyer Muturi was the opposition chief whip in Parliament from 2003 to 2007. He served as the chairman of the Public Investments Committee in the same period. He was also a member of the parliamentary select committee on the constitutional review from 1999 to 2004. A close ally of President-elect Uhuru Kenyatta, the new House Speaker was elected Kanu national organising secretary in November 2008 and was the PNU constitution committee chairman during the national constitutional talks in 2008-2010. In April, 2011, he was appointed the chairman of the Centre for Multiparty Democracy (CMD), a civil society group that deals with democracy issues in pluralistic politics. Mr Muturi was formerly a judiciary employee serving as a principal magistrate between 1982 and 1997 when he quit to join politics. He also served as the chairman the Judges and Magistrates Association within that time. He was a member of the Africa Parliamentarians Network Against

He received immense support from MPs on matters of CDF, especially whenever the committee intervened to push for release of CDF funds and on issues of its management. Mr Ethuro is also remembered for his active role in the Amani Forum a Great Lakes regional parliamentary peace initiative that mobilised MPs and involved them in peace forums following the 2007 post-election violence and stalemate that came about from the presidential election result, which was disputed by ODM. As the chairman of the forum, and with the facilitation of Parliament, he convened an urgent meeting of MPs and dispatched various teams to the grassroots to preach peace, an initiative that contributed to calming down the political temperatures at the time. He has also served as a member of the Procedures Committee, which deals with the Standing Orders of Parliament. The Alliance High School alumnus holds an MSc degree from the Clemson University, and a BSc degree from the University of Nairobi. He attended secondary school at Lodwar High School between 1978 and 1981. Before joining Parliament, Mr Ethuro, an ardent soccer lover and member of the Bunge FC team, served as a deputy country representative for Oxfam (UK+1) and as a research scientist for the Kenya Agricultural Research Institute. An ardent champion for minority rights, he cites economic development, poverty and hunger reduction, minorities and marginalisation as his key areas of interest. The eastern Africa region and the entire world will be keenly watching us. Therefore, we have to prioritise matters of national interest, especially in promotion of peace and democratic ideals as we undertake our duties, the former Turkana Central MP told the House shortly after he was elected Senate Speaker. We want to promise you that this time round, we will get it right. He appealed to the 67 Senators sworn in yesterday to ensure their contributions were credible and aimed at advancing the image and development of the country. As a model for legislative House for the country, we will be expected to oer requisite inspiration, guidance and condence to them. We have a duty to conduct ourselves with decorum, consistently observe due process and uphold the rule of law, legality and the culture of constitutionalism, Mr Ethuro said. He pledged to steer the House diligently, protect and defend the Constitution and to always safeguard the Senates role. Given the high expectations that the Kenyan people have in the devolved system of governance, there is little option for us but to succeed, he said. The primary mandate of the Senate is to represent the counties and serve to protect the interests of the counties and their governments. The Constitution also provides that the Senate will participate in law-making by considering, debating and approving Bills concerning counties. The Senate also has the mandate to determine allocation of revenue among counties, and exercise oversight over national the national revenue allocated to the county governments. Article 145 provides that the Senate participate in the oversight as State ocers by considering and determining any resolution to remove the President and Deputy President from oce.

The 94-year-old, who has had several recent health scares, was admitted to hospital due to the recurrence of his lung infection just before midnight on Wednesday, President Jacob Zumas oce said in a statement. He was conscious when he was admitted, presidency spokesman Mac Maharaj said. It marks the second time this month that the Nobel peace laureate has spent the night in hospital and follows a nearly three-week stay in December for the lung infection and for gallstones surgery, after which he was released for home-based care. New bank to rival IMF, World Bank with Africa focus
Emerging economies propose to form a development bank that may supplement and supplant role of Bretton Woods rms

Mumumo@ke.nationmedia.com he announcement by a group of emerging economies that they will set up a new multilateral development bank marks a new shift of global power that is likely to benet Africa and other emerging markets. At the fth summit of the Brics states Brazil, Russia, India, China and South Africa said they would set up a development bank to provide nancial support to emerging and developing economies. The Brics Development Bank will supplement and potentially supplant the position currently held by the Bretton Woods organisations the World Bank and the International Monetary Fund in the global economic space. The new bank would counter-balance the inuence of both the IMF and the World Bank, which have historically been dominated by Europe and the United States. We have decided to enter formal negotiations to establish a Brics-led new development bank based on our own considerable infrastructure needs, which amount to around $4.5 trillion over the next few years, but also to cooperate with other emerging markets and developing countries in future, South African President Jacob Zuma said in a speech to the summit. If the new development bank adopts Chinas philosophy to nancial support and aid, African states may have a viable alternative to the conditional funding of both the IMF and the World Bank. Further to these expected indirect benets, the Brics also re-armed an explicit strategic focus on Africa. Creating closer economic ties with Africa was the focus of the summits theme and Africa was invited to the discussion table through a forum that brought together at least 15 heads of state as well as the African Union. The theme of the summit was: BRICS and Africa Partnerships for Integration and Industrialisation. Participation of the African Union will not only herald a new chapter in Brics-Africa relations, but will also foster economic integration of Africa with the rising powers, Mr Collins Chabane, South Africas minister for Performance Monitoring, Evaluation and Administration, noted in one of the pre-summit conferences. We wish to align Brics interests with the integration agenda in Africa, and not just focusing on access to our resources. Writing in an opinion piece to the summit, Dr Donald Kaberuka, President of African Development Bank (AfDB), welcomed the idea, saying it would work to speed up infrastructural development in Africa. The new world order comes to Durban this week, Mr Kaberuka noted. However, African countries have

HIGH STAKE | Company to use new capital to boost lending
Bank chairman Jamal Al Hazeem said small and medium enterprises, as well as women enterprises, face challenges accessing credit. The new funds would meet the rising demand for finances from these groups, he said. The nancing by IFC will enable us to increase nance to retail and corporate customers and develop programmes for women entrepreneurs and extend more services to small and medium enterprises, Mr Hazeem said during the signing of the agreement. The bank is also conducting a rights issue to raise about Sh423 million, bringing the total amount of capital injection to Sh850 million. The money is a boost to the bank as it seeks to expand in Kenya
and across East Africa. The IFC will provide the bank a further Sh256 million ($3 million) for expansion and boost credit nance. The lenders equity injection into the bank guarantees it a position on the GAB board. In the recent past, the IFC has acquired shareholding in local institutions, with the most recent being the 9.56 per cent acquisition of Kenya Airways during the rights issue. To date, IFCs investment and advisory services have partnered with 11 banks and one micronance institution in Kenya to help them sustainably increase business with small and medium enterprises, IFCs director for Eastern and Southern Africa Oumar Seyid said.

The Ministry of State for Immigration and Registration of Persons intends to introduce new electronic passport for Kenya nationals. This shall entail the introduction of a microchip into the passport that shall contain biometric features and civil data of the individual submitting an application. The new electronic document is anticipated to enhance identification and border security as well as minimize fraud and identity theft. It is also expected that the new passport will operate and integrate with current and upcoming systems for passports and border management systems. In this regard, the Ministry invites Expressions of Interest from eligible firms to supply electronic passports to the Government of Kenya. Firms MUST meet the following minimum criteria to be short-listed and invited to submit technical and commercial bids:1. Eligible Firms (a) Can be Sole Bidders, Joint Ventures or Consortia. Firms must provide evidence of joint ventures or consortia. Information about each firms role and participation in the Joint Venture or Consortium towards the project must be provided. (b) Can be Partnerships/collaborations of local firms with international printing firms on condition that Manufacturers authorization certificates are provided duly signed by a company representative having the power of attorney. (c) International firms MUST be members of a professional body accrediting them as security printers. (d) Should have existed and delivered electronic passports in the last five years. (e) Should provide valid Certificates of Incorporation, details of physical addresses, telephone numbers, email addresses and names of contact persons. In case of joint ventures or consortia, these details should be provided for each of the firms. (f) Should provide audited accounts for the past three years i.e. 2010, 2011& 2012. A certified English translation must be provided for non-English audited accounts. (g) The Sole Bidder, Joint Ventures or Consortia should have a minimum annual turnover equivalent to four million US dollars. (USD 4M) 2. Experience and References (a) Experience of at least 5 years in the supply of electronic passports. Details of previous such assignments that have been successfully delivered should be provided, indicating names of clients, country, addresses, email and telephone numbers, dates, scope of work and key personnel. Mother in-law of Alice Misoi, Rael Misoi and Beatrice Misoi, Charles Kilimo & Julius Mutwol, Daniel Bischof. Sister of Simion Chesang (Kipkasar), great and grandmother, aunt, stepmother, in-law and inspiration to many. The funeral will take place on Saturday, 30th March, 2013 at her home in Kimnai Village, Kuserwo location, Elgeyo Marakwet County. They will be assisted by Alibhai brothers, James Kimani, Simon Mwangi and Yassin Awale. Sigona have the services of scratch golfer John Ndichu, Anand Chandarana (3) and Mohit Mediratta. Unfortunately, that is all they will be putting on the table. The Karen team will be led by David Farrar (5) as captain. The team includes Anthony Murage (3), Greg Stevens (3), Alastair Scott (3) and Jimmy Scott (3). The Mombasa team that captured the attention of everyone at the 2012 edition due to their youthful-looking team, have sent a mixed bunch to the event. I fail to see how veterans Simon Maina, Eric Nyongesa and William Kaguta will manage three days of gruelling golf. Luckily, the team also includes juniors George Munyao (3), Matthew Wahome (5), Daniel Nduva (2), Adel Balala (5) and John Mburu (6). These youngsters will have the hard task of carrying their fathers.

The Western team will as usual play spoilers . You can expect them to take down some big names. The relegation battle will be between
two teams that have no business at the Tannahill Shield Windsor Golf Hotel and Country Club and the Kenya Railway Golf Club. Windsors team has double-digit golfers (B-division golfers) whose skills have no business at this level. Railway has one scratch golfer who will be assisted by several monthly mug players. Both teams, I dare say, will perform very badly indeed. Missing from the list of participating clubs is Vet Lab Sports Club, who walked out of the 2012 event. Vet Labs request to be allowed to attend as Amicus golf has since been rejected. The program of the 90th Tannahill Shield will include the captains briefing today morning and Round one from noon. Round two and round three will take place tomorrow and the final round will be played on Sunday morning. The chairman of the Royal Nairobi Golf Club will host a cocktail on Sunday after the games and the main prize giving ceremony will be hosted by the captain thereafter.

sportsdesk@ke.nationmedia.com Crowd favorite and 2008 national champion, Baldev Singh Chager, who leads the 2013 KNRC with 80 points faces a strong challenge from legendary drivers Ian Duncan and Azar Anwar at the second round of the KCB Kenya National Rally Championship planned for next weekend in Nyeri. Chagers rivalry with Duncan (right) and Anwar, who occupy the second and third positions with 60 and 50 points respectively, will play out in the picturesque terrain of Mount Kenya Forest, Mathira and Mweiga areas. Last year in Nyeri, spectators lled the prestigious Ruringu Stadium to the rafters and the upcoming KCB Mobi Bank Nyeri Rally is not expected to be an exception at the Kabiru-ini ASK Showground.

Rally fans are looking forward to another round of action after the KCB Voi legs for last month was cancelled due to the recently concluded General Elections. Coming exactly a month after the rst leg held in Kajiado, the event will oer real test of nerves for drivers and navigators. Having already driven the Subaru Impreza for over a decade, Chager is expected to unveil his new Mitsubishi Lancer Evolution 9 car which was
acquired from the United Kingdom. There is more enthusiasm ahead of the race given that double (1999 and 2010) champion Alastair Cavenagh who gave the Kajiado leg a wide berth will be making a comeback as well as defending KNRC Champion Carl Flash Tundo who is out to reclaim the title after retiring in the rst leg with mechanical problems. The KCB Classic Car Cup, which has proved popular with spectators due to its association with the vintage Safari cars, should also be a crowd puller, with leader and current champion Aslam Khan, Hardev S. Sira from Britain and Ramesh Visram the frontrunners. In the KNRC Division Three, runaway leader Tejvri Rai will
be out to claim the title, but has to be wary of Alasdair Keith and Jazzy Chana who are both breathing down his neck in the race. The S-SPV Class is expected to be an aair between leader Alex Horsey from Mombasa, Keith and defending champion Jazzy Chana while in the 2WD class are Adnan Suhail, Dennis Mwenda and Gurmit Thetthy.
