Why Carterville Needs a New High School Im sure everyone here will agree that the world is becoming more complex every day. In the future, the challenges our society will face will be greater than ever before. But finding the solutions to those future problems wont fall to you and me; they will fall to our children. Thats why Carterville needs a new high schoolto prepare our children so that they will be able to tackle the problems and issues of the future with skill and confidence. We have a great school system here in Carterville and I know that all of you, like me, want to keep our schools great. But how do we do that? Well, Im telling you that having thirty-five kids in a class in high school sure isnt the way. All of you know that our high school is overcrowded. The enrollment currently is 1,674, but the school was built for only 1,200. The classes are crowded, the halls are jammed and the opportunities are starting to become limited. The situation in the middle school is much the same. Class size there averaged thirty-two. Thats unacceptable. If we build a new high school, our high school students will have a modern facility. Class sizes will go down. The old high school can be made into the new middle school, which would reduce class sizes on that level. The old middle school can then be converted into a school housing grades five and six, which would relieve overcrowding in the elementary schools. Building a new high school is the only way to ensure a quality education for the children of Carterville. Its the only way to ensure the future fo r our children. I urge you to vote yes next week for a new high school for Carterville. 1. The speaker is most likely . a. The state governor b. Tom Williard stood before Mayor Jack Harkness and Lucy Simmons, president of the Sunrise Bay town council, in the mayors office and shook his head in frustration. As the emergency coordinator of the small island town, it was Toms responsibility to advise the mayor and the council during emergencies. Wi th a powerful hurricane off the coast angling for the island. Tom considered this to be an emergency problem. His problem was to convince Jack and Lucy.

Were making a big mistake, Tom said. Although the National Weather Services forecast called for the storm to pass some 200 miles east of the island, during the last twelve hours the storm had taken a northwesterly course, which, if it continued on that track, would mean landfall just north of Sunrise Bay. We should evacuate the island. Well need at least 24 hours to get everybody out and if that storm doesnt turn back to sea like its supposed to, the island will flood and people will trapped I understand your concern/, Jack said. But you remember the last time we ordered an evacuation. We had chaos, traffic jams, a loss of tourist dollars and the storm passed 500 miles off the coast. It didnt even rain. Im worried about this one, said Tom But the Weather Bureau has only issued a watch, said Lucy, not a warning, an evacuation is premature. Tom understood the difference. A hurricane watch meant a storm might affect an area within 24 hours to 36 hours; a warning meant the storms arrival was expected within 24 hours. But the difference between a watch and a warning did not mean much when lies might be lost. Tom, said the mayor. This is the height of the tourist season Im aware of that, said Tom, unable to dismiss a sense of foreboding. He turned to the computer nearby table and checked the latest reading on the storms track. Theres a change, he said flatly. Good, said Jack. Now we can relax The change is more westerly direction and the storms speed has increased, said Tom. Its headed straight for Sunrise Bay. The mayor looked at the screen. But the forecast hasnt changed. The storm is still expected to turn. 1. Why is Tom Concerned about hurricane ? 2. What does Tom suggest be done ? 3. Does the mayor agree with Tom? Why or Why not? 4. Does the council president agree with Tom? Why or why not? 5. At the end of the selection, the storm has changed direction. What do you think the mayor will do now? Explain. 6. Do you think the hurricane will strike Sunrise Bay? Why or Why not? (Text and Questions are taken from Reading Proficiency Lessons and Activities,Muschla,2003)
