JABATAN ALAM SEKITAR MALAYSIA (DEPARTMENT OF ENVIRONMENT) GUIDELINES ON CONTINUOUS PROFESSIONAL DEVELOPMENT (CPD) FOR COMPETENT PERSONS

1.0 1.1

INTRODUCTION Under the National Registry of Certified Environmental Professionals (NRCEP) Scheme, all Registered Competent Persons are required to collect a minimum of 50 CPD hours per year. The objective of this requirement is to ensure those registered under this scheme will continually improve and develop their knowledge and skills.

2.0 2.1

CPD REQUIREMENT The following categories of registered Competent Persons must comply with the CPD requirements under Clause 1.1 above:i) All (CePSWaM) - Certified Environmental Professional in Scheduled Waste Management; ii) All (CePIETSO-PCP) - Certified Environmental Professional in Industrial Effluent Treatment System (Physical Chemical Process); iii) All (CePIETSO-BP) - Certified Environmental Professional in Industrial Effluent Treatment System (Biological Process); iv) All (CEPSO) - Certified Environmental Professional in Scrubber Operation; v) All (CEPBFO) Certified Environmental Professional in Bag Filter Operation; vi) All (CePPOME) - Certified Environmental Professional in The Treatment of Palm Oil Mill Effluent (Pond Processes); and vii) Any Competent Person whose name has been removed from the Register for failure to renew his registration and desires to be reinstated must comply with the CPD requirements for the year prior to reinstatement

Any Competent Person who is certified in one or more of item (i) item (vi) under Clause 2.1 need to collect only a minimum of 50 CPD Hour in order to comply with the requirements stipulated under Clause 1.1.

3.0

ACTIVITIES ACCEPTABLE FOR CPD COMPUTATION

3.1

Generally there are eight (8) categories of activities that are accepted for CPD calculation as listed in Table A. 3.1.1 Structured Training Courses These include all training courses organised by EiMAS and DOE. A minimum of 20 CPD Hours must be obtained from the courses organized by DOE / EiMAS. Training courses offered by other acknowledged professional institutes or experts at national or international level could also be considered provided their main topics are related to environmental management or pollution control equipment technologies. The competent person will be granted a maximum of 20 CPD Hours under this category

3.1.2 Mainstreaming of Environmental Management These include the activities that are related to mainstreaming of environmental management in their or / and others premises such as: conducting the performance monitoring of the industrial effluent treatment system (IETS) and air pollution control equipment; setting up a management committee on hazardous waste and environmental management; implementing cleaner production activities and other related environment management into their process and products. The competent person will be granted a maximum of 20 CPD Hours under this category.

3.1.3 Conventions, conferences, seminars, workshops, talks, technical visits, etc. These include all seminars, conferences, workshops, talks and technical site visits organised by EiMAS and DOE. Seminars, conferences and workshops run by other acknowledged professional institutes or experts at national or international level could also be considered provided their main topics are related to environmental management or pollution control equipment technologies.

3.1.4 Publication on Environmental Subject / Areas

Competent Persons who publish books or articles in journals related to environmental management will be granted credit hours in accordance with Table A.

3.1.5

Conduct of Training This includes conduct of training by Competent Person on subjects related to environmental management or technical areas, or pollution control equipment / technologies.

3.1.6 Presentation of Paper Competent Persons who prepare and present papers for conventions, conferences, seminars, workshops, talks, courses, etc. organised by EiMAS, DOE or others can also apply for CPD credit hours in accordance with Table A if the papers prepared and presented are related to environmental management or pollution control equipment / technologies.

3.1.7 Related Study Competent Persons who enroll in full time or part time studies on subjects related to environmental engineering, environmental science or environmental related field can apply for CPD hours in accordance with Table A. Self study includes studying books and articles on environmental subjects which can also earn CPD hours in accordance with Table A. The title of books and articles must be recorded in the log book. Unrelated reading materials will not qualify for CPD Hours.

3.1.8 Others If a Competent Person believes that he is undertaking other types of CPD activities not described above, he should make a submission to the DOE for approval.

CPD HOUR

4.1

Please refer to Table A: CPD Hour Table for Competent Person Registration Scheme, for the calculation on CPD Hours for each activity. Excess of CPD Hours 4.2.1 A Competent Person who has accumulated more than fifty (50) CPD hours may carry forward excess CPD hours to the subsequent year. However, the excess CPD hours can be carried forward for two (2) years only. 4.2.2 A Competent Person who intends to carry forward their excess CPD hours must submit to the DOE their current and preceding years CPD records for verification and approval.

Insufficient CPD Hours 4.3.1 In the event that the CPD hours accumulated are less than half of the stipulated minimum requirement (25 CPD Hour), the DOE will remove the names of the Competent Person from the Register. 4.3.2 Any person whose name has been removed and desires to be reinstated must satisfy the minimum requirement of fifty (50) CPD hours for reinstatement as Competent Person.

SUBMISSION OF CPD RECORDS Every Competent Person shall submit online his CPD records yearly together with his application for the renewal of registration with the DOE through NRCEP Scheme by 31 January. The DOE will not approve an application for the renewal of registration if the applicant does not comply with the CPD requirements as stated in Clause 1.1. The DOE will revoke the registration of any Competent Person at any time if the DOE is satisfied that the renewal of registration has been obtained by submission of fraudulent documents.

SUPPORTING DOCUMENTS

The supporting documents, as applicable, to be submitted online shall be as follows:(i) (ii) (iii) Certificates of attendance at approved CPD events or other documentary evidence; Proof of attendance / registration in recognized full time and part time courses or other supporting documents; Proof of conduct of performance monitoring activities of industrial effluent treatment systems and air pollution control equipment or other mainstreaming of environmental management; Proof of service in professional bodies such as Board of Engineer committees, sub-committees; Proof of authorship of articles or books; Proof of presentation/attendance at talks / seminars, etc; and Proof of training conducted / Copies of training module
