Reference is invited to the Council's letter of even number dated 27.2.99 by which revised pay-scales of scientists of ICAR were notified. A number of references have been received see&g clarifications regarding implementation of these orders and specifically in respect of regulation of incentives for Ph.D/M.Phil as well as revised Career Advancement scheme notified vide ICAR circular dated 19-07-2001). The issues have been examined by the Council in consultation with Ministry of Human Resource Development (MHRD)/University Grants C o d s s i o n (UGC) and Ministry of Finance (MoF) and Department of Personnel & Training @OPT) and are clarified as under.

S1 Points of Doubt N. 1. What would be the effective date of 4/2 advance increments for possessing Ph.D./M.Phil degrees respectively at the time of appointment as Scientist in the pay scale of Rs.8000-13500.

4/2 advanced increments will be admissible to those who hold Ph.D and M.Phil Degrees respectively at the time of appointment as Scientist in the pay scale' of %.8000-13500. These advance increments will be effective from 27.07.98 and not from 0 1.01.96. The notification dated 27.02.99 and any other clarification . issued by the Council in this regard will stand modified to this extent.
