Regulatory Requirements & Prudent Utility Practices

1. Meet Regulatory Requirements & Prudent Utility Practices
i. ii. iii. iv. v. Electricity Supply Act 1990 Electricity Regulation 1994 EC Malaysia Way-leave Guidelines SESB Electricity Supply Application Handbook (2008) SESB Safety Rules and Design Specifications

2. Design & develop electrical system infrastructures in an

economical way considering safety, security, efficiency and reliability of power supply.

Requirement Under The Act/Regulations

Ensure safety of person and security of the supply lines, the Electricity Supply Act 1990 and the Electricity Regulations 1994 stipulate the following provisions: 1. No person shall without lawful authority of the supply authority of the licensee, undertake any work or engage in any activity in the vicinity of any electrical installation or part of thereof in a manner likely to interfere with any electrical installation or to cause danger to any person or property. 2. The minimum clearances from ground for supply lines shall be as shown in following tables. 3. The minimum clearance of any building or structures from high voltage supply lines, apart from a substation building, must not be less than 4.57 metres.

Minimum Ground Clearance for Transmission Lines

* Ensure that trees or plants grown under or in the vicinity of the high voltage electricity supply lines are less than 2.4 metres in height

Minimum clearance of any building or structures from high voltage supply lines, apart from a substation building, must not be less than 4.57 metres.

Minimum Ground Clearance for Distribution Line Up to 33kV

REASONS FOR SETBACKS/BUFFER ZONES

a) Reduce the potential for future incompatible land use conflicts b) Restrict the future development of sensitive land uses in close proximity to existing or proposed distribution & transmission infrastructures c) Meet Regulatory Requirements

Future Underground GIS substation

Use of gas-insulated switchgear allowed the 132-kV transformer substation in the center of Kota Kinabalu to be constructed underground and a park built over it which harmonizes with the surroundings. The sound of the waterfall, which acts as a heat-exchanger, hides the noise made by the fans.

Future Challenges & Moving Forward

A long-term planning, strategic line route and line corridor selection and setbacks :
With a changed and more focused approach With clearer governmental strategy/plan for SESB Projects

The issue of incompatible land uses between high voltage transmission and distribution lines, substations and sensitive land uses could be addressed by creating buffer zones that apply to future development areas to be implemented in the next update of the Kota Kinabalu Local Plan 2020 and Structural Plan 2030 and Land Use Bylaw review.
