The End of World War I 1. In which circumstances treaty of Versailles was drawn up?

When Germany, Australia and Turkey were defeated, the leaders of the victorious nations met in Paris to work out what should be done. Leaders of France, Britain, United State and Italy drew up the Treaty of Versailles in 1919. 2. Why was the Treaty of Versailles not successful? The central Powers were only observers at the conference and not allowed to voice their views. The German later claimed that as they were never consulted, they could not be forced to obey the Treaty.
