Issue 1 Improvement of intermediate counters transparency

Voices of Customers:
NBI-Lists: including visible 0 counters, BUT Counter Reference: only visible 1 counters. Need to be consistent!

Action:
Add all the visible 0 counters in the Performance Counter summary and the Counter Reference.

Issue 2 Improvement of consistency between counter name and counter description

Voices of Customers:
NBI-Lists: 2G Counter name = 3G Counter Description. Need to be consistent!

Action:
Both Counter Name and Counter Description columns will be added in the Northbound Interface-List, in order to keep the consistency.

Issue 3 Improvement of column name consistency between Counter Reference and NBI-Lists
Voices of Customers:
Different column names for the same content.

Action:
Combine the chapters for the handover and RAB chapters and shorten the Counter Reference document.
The No. 1,2,3,4 had different column name.

Issue 4 Improvement of unit consistency of Counter Reference and NBI-Lists

Different content in the same fields (e.g. Units, Performance Counter Reference Summary.xls vs NBI-List)

Action:
Check all the counter Unit in both documents to keep them consistent with HUAWEI unit standard.
