The Board of Trustees is the official governing body of the Houston Community College District. The
Board is composed of nine members who are elected from single-member districts and who serve
without pay. Board members are elected to staggered six-year terms. The Board has final authority to
determine and interpret the policies that govern the District.
As part of their duties, the Trustees maintain a full schedule of community service, public appearances,
speaking engagements, and legislative affairs on behalf of the District. Board members represent an
impressive mix of individual talents and professional backgrounds, enabling them to provide governance
of the highest quality.

and friends in reaching a major milestone in your educational career. As
Chancellor of this great institution, I am proud of each of you for your
personal dedication and commitment to be here, ready for your next step.
Your experience at Houston Community College will prepare you for greater
challenges in life, whether you go on to a four-year educational institution
or enter the workforce. You have attended classes with one of the most
diverse student bodies in the country, worked side by side with international
students, and been exposed to a variety of experiences.

Chancellor
One of the United States’ most influential cultural critics, Dr. Henry Louis
Gates, Jr., is both an eloquent commentator and formidable intellectual force
on multicultural and African American issues. As one of the most prominent
and well-known academics in the U.S. today, he is currently the Alphonse
Fletcher University Professor and the Director of the W. E. B. Du Bois Institute
for African and African American Research at Harvard University.
Dr. Gates is a prolific writer who has authored, co-authored, edited or co-
edited several books and written numerous articles. His book, In Search of Dr. Henry Louis Gates, Jr.
Our Roots, published this year, expands on interviews he conducted for his
2006 multi-part PBS documentary series, “African American Lives.” In the
series, Dr. Gates provided an understanding of African-American history
through genealogy and genetic science.
Dr. Gates graduated summa cum laude with a B.A. in History from Yale
University, and went on to earn both his MA and Ph.D. in English language
and literature from Clare College at the University of Cambridge. He has held
professional appointments at Yale, Cornell, and Duke prior to accepting his
current position at Harvard.

Leonel Castillo
Leonel Castillo was born on June 9, 1939, in Victoria, Texas. He received a B.A. cum laude
from St. Mary’s University in San Antonio in 1961 and an M.S.W. degree from the University of
Pittsburgh in 1967. After graduating, Mr. Castillo returned to Houston and served as supervisor
of the Human Resources Development Program for the Neighborhood Centers-Day Care
Association, director for Jobs of Progress and as director of the Catholic Council on Community
Relations.
In 1972 he became City Controller for Houston. With this victory, Castillo became the first
Mexican-American ever elected to a Houston city office. While maintaining the Controller’s spirit
of independence, Castillo continued the expansion of the power of the City Controller. He took
positions and pressed for changes on such issues as tax reform that previous Controllers had
generally left to the Mayor or City Council. While previous Controllers were only interested in
financial issues, Castillo was a spokesman for important civil rights issues as well.
After increasing the reach of the Controller even further and giving the Controller influence over
more issues than his predecessor, Castillo was appointed in April 1977 to be the Commissioner
of the U.S. Immigration and Naturalization Service by President Jimmy Carter.
Jessica Castillo-Hulsey
Jessica Castillo-Hulsey is a community activist, Precinct Judge for the Democratic Party,
President of the Second Ward Super Neighborhood and former member of the Gulf Coast
Freight Rail District Board, the board which helps shape the future of freight rail projects and
operations in the region.
“Protecting our neighborhoods, in a way that helps us preserve jobs, and helping to keep trains
from blocking our streets are among the important goals of the group and we’re fortunate to
have some good people willing to help us do that,“ said Mayor Bill White of Castillo-Hulsey’s
appointment to the Gulf Coast Freight Rail District Board.
Castillo-Hulsey is a civic organizer who is founder and leader of the Eastwood Park Advisory
Council. She championed the establishment of a Skate Park in Houston’s East End by working
with students, community members, the city of Houston Parks and Recreation Department and
the City Council.

Crystle Stewart
Ms. Stewart is from Missouri City, Texas and completed her degree in Consumer Science
and Merchandising from the University of Houston. She founded and runs her own business,
“Inside/Out,” a non-profit organization that empowers girls and young women to develop
inner beauty and character. Ms. Stewart is a fourth-generation educator, serving as Special
Education Teacher Aide at Elkins High School in the Fort Bend Independent School District,
her alma mater. Ms. Stewart also serves on the advisory committee for Houston Community
College’s VAST program, which provides individuals with learning disabilities with educational
opportunities and support services.
Ms. Stewart was named Miss USA for 2008. During her reign, Ms. Stewart worked with the
official causes of Miss USA as an advocate for breast and ovarian cancer education, research
and legislation. Last year she represented the USA in the Miss Universe Pageant held in
Vietnam.
Ms. Stewart is eager to travel and spread her message of self-improvement to young women
around the world.
After retiring from HISD, Mrs. Whiting began working to preserve African-American History
in Houston and the surrounding areas. She was the first African-American to serve on the
Board of Directors of the Harris County Heritage Society. The first African- American Historical
Museum exhibit, “Pathfinders,” was researched, designed, written and presented by Mrs.
Whiting at the Harris County Heritage Museum.
She was instrumental in having the first African-American structure built by former slaves
preserved and put on the National Register of Historical Places. The Antioch Missionary Baptist
Church of Christ, founded by her grandfather, Jack Yates, was the first African- American
Baptist church in the city of Houston. Mrs. Whiting also provided the documentation for
Antioch to receive a State of Texas Historical Marker.
In 1986, Mrs. Whiting donated the Yates family collection of writings and photographs from the
1800s through 1900s to the Houston Public Library. In 1995, Mrs. Whiting and her daughters
donated the Jack Yates family homestead, built in 1870, to the Harris County Heritage Society.
The home is today in Sam Houston Park. Mrs. Whiting promoted an awareness of Houston’s
African-American history in the city and with the community. She is a widow, the mother
of five daughters, a grandmother, greatgrandmother, great-great-grandmother and a beloved
teacher. She recently celebrated her 97th birthday.

Mr. Austin proudly served in the U.S. Navy for ten years. During his tenure, he was
nominated for the U.S. Navy Sailor of the Year award. He served in the United States
Department of Justice, in the office of Information Technology and in the Office of the
Assistant Attorney General for Administration.

The origins of academic regalia date back to the 12th and 13th centuries, when universities were taking form. The first gowns were
patterned after the dress of the cleric and were believed to be a necessity for warmth in unheated buildings. Hoods were designed to
serve as cover for the tonsured head. Caps were not used at that time. It wasn’t until late 19th century that colors were assigned to
signify degrees. The color used should be indicative of the subject to which the degree pertains. For example, the velvet for the degree
of Master of Science in Education should be light blue, representing education, rather than gold, representing science. No academic
hood should ever represent more than a single degree.In the case of the Ph.D. degree, the dark blue color is used to represent the
mastery of the discipline of learning and scholarship in any field that is attested to be the awarding of this degree and is not intended to
represent the field of philosophy.

The Houston Community College stands as a model for urban community colleges across the nation, through partnerships
with the business community, other educational institutions and numerous public agencies. Since its inception in 1971,

Ceremonial Mace
The Mace for Houston Community College, a gift from a dedicated member of the HCC faculty, Dr. Bill Young, leads the
academic procession at commencement ceremonies. Historically, the use of the mace dates back to the Middle Ages
and was carried before or placed near a magistrate or other dignitary as an ensign of their authority.
The Mace is made of oak and rare metals and depicts the unity among the various regional colleges that comprise the
Houston Community College.
