1) What are the biggest obstacles DHS has found so far in developing this relationship
with the Private Sector in terms of joint partnership on homeland security?

2) Do you see the private sector as open to the incentives for preparedness and
partnership with DHS?

3) Are you looking for additional leadership from the private sector on these issues?
Are there companies willing to step up to the plate?

4) How are you disseminating your programs and ideas to the state and local entities of
DHS to the private sector in those areas?

For General Reimer

1) The first responder community is moving more and more towards a regional approach
for addressing emergency preparedness and response, do you believe a regional
approach applies to private sector preparedness as well? When we talk about the
private sector, are jurisdictional boundaries important or irrelevant as they relate to
emergency preparedness and planning? How do we go about incorporating the
private sector into emergency operations plans?

2) You have been a big proponent of partnerships and in past congressional testimony
you have outlined 3 broad types: (1) partnership amongst the federal, state and local
levels of government; (2) partnership between the first responder community and the
military and (3) partnership between the private and public sector. Within private-
public sector partnerships what should be the top three priorities or initiatives to
pursue? What are the greatest needs? What will give us the maximum return on any
national investment in this area?

3) On April 29 of this year you testified before Congress that you believe that homeland
security and protection for the American people is "a solvable problem." Is this
challenge one that is really solvable or only manageable?

4) Could you briefly outline the economic impact to Oklahoma City of the Murrah
Building bombing? What private-public sector lessons were learned? Was the
private sector prepared? How did the private sector respond?
5) If communications and information are the lifeblood of security, what concrete steps
can be taken to foster a "culture of knowledge sharing" between the public and
private sectors?

6) Do you see your institute's best practices/lessons learned database expanding to the
private sector?
