Nabbed for dealing tobacco

Bhutan Narcotics Control Agency, trade and police officials caught two individuals selling tobacco in Thimphu yesterday. They raided three shops above taxi parking area at 3.30pm following a tip off from an informer. The woman, 35, was caught selling 1,410 grams of chewing tobacco, 182 pieces of cigarettes and 600 sticks of bidi. The officials seized 14 sticks of cigarettes, 5 tins of snuff and 175 sticks of bidis were retrieved from the man, 25.

Like a town waking from a slumber, the heart of Pemagatshel was suddenly bustling yesterday with people from various parts of the dzongkhag flocking to the area. Sounding mellow and tired the Peoples Democratic Party President, Tshering Tobgay, talked about the same issues that has dominated his campaign in his last nationwide televised debate yesterday PDP in Haa. The president has to date conducted some 80 zomdus across the country. Like he did in his previous meetings the former opposition leader from Sombaykha, Haa, thanked the people for electing PDP as the opposition

party and then went straight into issues. For, in what could perhaps be a move to instill apprehension or concern among the electorate for the last time or a reflection of how genuinely scared he said he is, Tshering Tobgay reminded the people once again that huge debts, rupee shortage, corruption, unemployment, lifting of subsidy on LPG and Kerosene and the souring of IndoBhutan relations. These issues, he said, are compounded with India not yet committing assistance for the 11th Plan. Pg. 2

The noise that filled the hall as people snatched chairs from one another, exchanging gimlet eyes as they did so, also went quiet as candidates took their seats beside the podium, amplifying the sound of the lone lazily spinning fan on one corner of the damp hall. Jigmi Y Thinley began with his speech, undeniable smooth and composed, which bordered around his reminiscence of DPT governments five-year tenure, which he did in a chronology and ease expected of a seasoned stump speaker. Pulled out from his campaign speech, Jigmi Y Thinley spoke about how his government laid a firm foundation for democracy, secured the countrys soul, its sovereignty, unity among its people and the laws it crafted. He took the last one minute of the 10 he was allocated for his introductory speech to ensure the audience at the hall, thousands watching live telecast of the debate and thousand others listening to it on the radio, that the loans the country had taken for its development would be cleared within a year or so of the countrys many projects taking off. Pema Wangchuk, who struggled for the first few minutes of his rather stiff and staggered speech, emphasised more on decentralisation of power to the grassroots and how that was characteristic of a democracy, which he said was something the DPT government failed to do in its five-year tenure. Seized Sandalwood in Paro

Forest officials in Paro seized, over the weekend, 900kg of sandalwood smuggled in from India. Forest officials said they received a tip off and caught the truck carrying the load at Lango at around 10:40pm on Sunday night.

The sandalwood was hidden under a load of red bricks. The offender said the sandalwood was smuggled from the border town of Alipur, India. The fine for a kg of smuggled sandalwood is Nu 750. There are 771kg of real sandalwood and 112kg are fake, forest officials said.

The smuggled timber will be handed over to the forest head office in Thimphu, as we have no laws of tendering it. This is the first case of smuggled sandalwood Paro forest officials dealt with. It is suspected that the bootleg product was to be sold in China.

His opponent, Druk Phuensum Tshogpas Dorji Tsheringla, also had nothing new to say nor did he get into these issues except during the question answer session. Perhaps being a new face, the former teacher and principal reminded the people on why he joined the party and spoke on the partys manifesto of connecting Sombaykha with a road to Samste, among others. The public debate was far from a debate and more of a forum for both the candidates to clarify, justify and reminding the people once again about the issues and pledges that they need to weigh before casting their votes. Dorji Tsheringla was his usual self while Tshering Tobgay deliberately avoided being aggressive. An article in the Hindu newspaper on Indo-Bhutan relations stole some airtime of the debate with both the candidates explaining to the people what the article talked about. While remaining calm, Tshering Tobagy also snapped at his opponent with sarcasm by asking Dago Tsheringla to be specific with his question on bribery allegations. Bringing back the issues confronting Bhutan, he asked Dago Tsheringla how DPT would go about making Bhutan self reliant in seven years. Works have begun to make Bhutan self reliant and we can do it, but if its the wrong party that forms the government, then that cant be done, Dago Tsheringla said. Returning officer of KhamaedLunana, one of the two constituencies in remote Gasa, has written to the Peoples Democratic party candidate to report to election commission for failing to attend the live telecast of public debate on July 7.

Returning officer Tandin Dorjis letter said failure to report to the commission may result in severe consequences, including disqualification of candidature. If his reason to stay away from the public debate was found not genuine , Pema Drukpa could be disqualified, while also having to reimburse campaign fund of Nu 130,000. The public election fund Act stated, unless specifically exempted by the election commission, the non-participating party or candidate shall be ineligible to receive funds and liable to refund the funds received for the election. One of the election officials said, unless a candidate is hospitalised or if a death has occurred, his candidature may not be considered. The candidate is on his way back from Lunana, where he had gone for the campaign. Yesterday, he was reported to have reached at Jaziphu, which is officially a four-day walk from the office of the returning officer

As proposed by Pema Drukpa, the returning officer approved the schedule to visit the remote gewog to conduct the common forum for the candidates but, when they actually started the journey on June 17, he did not turn up. Post campaign, pre poll

he exodus has begun. For the past few days, the electorate has been leaving in droves from the main urban centres for their hometowns and villages all across the country to cast their vote in the countrys second general election. In another three days, Bhutan will have chosen one of the political parties to form the countrys second elected government, five years after it transited to a parliamentary system of governance. It is definitely not the best time to be on the road, with the monsoon in full blast, and most of the national highways across the country reporting roadblocks, mudslides, falling boulders and stranded passengers. For some voters, it is excitement mingled with worry, as they head off to their villages to cast their vote. From the literate voter in the towns to the farmer tilling the earth, everyone just wants this election to end once and for all. So much has happened in the past few weeks that have made a lot of people quite uncomfortable with the whole election process and the mud slinging. The most recent campaign issue has been on Indo-Bhutan relations that were sparked off by news reports in the Indian media, followed by the removal of subsidy on gas and kerosene. The timing was such that it became a new election issue, although it had been simmering in the background and waiting to flare up. More recent reports in the Indian media say that, while the timing of removing the subsidies was off, there was no political message in the removal of subsidies, nor is there a preference for any political party to form the government. Never has there been so much open debate and discussion on Indo-Bhutan relations as in the past few days and this is a change from the past when Indo-Bhutan relations were sensitive . This can only be good for both countries in the long run. The relationship will strengthen on the new openness and build on the foundations of the past. As it is, Indo-Bhutan relations are evolving to become an economic one, built on trust and mutual respect between two sovereign nations. The reaction in Bhutan, in recent days, some foreign policy hawks say, has been displayed by other smaller countries in the region that live in the shadow of a large neighbour. If Indo-Bhutan relations do sway votes, it will be because of worry what the friend and neighbour might do next to affect living, or because of the need to express sovereignty despite all.

National integration, not regionalism

Sir, In this democratic system every citizen has fundamental right of freedom of speech and expression. But it does not mean one can speak anything without weighing the consequences. The right of a person to swing his arm ends at a point where the other persons nose begins. In this great land of ours, there had been strife and turmoil, a magnitude suiting our size. Yet we are still united as one nation and one people through the hundred years of Monarchy. And the active realization of this sense of oneness of heart and soul by each and every one of us is a sign of national integration. However, some pessimistic politicians and their supporters, who are trying to garner votes, are trying to create divisions and regionalism. Such forces disturb our peace and unity. Bhutan is a small country and no region is more important than the other. We have to understand and learn to live as we did in the past and inculcate a spirit of unity, co-operation, mutual goodwill and integrity among our children. No matter which political party comes to power we have to live together as neighbours, and Bhutanese. Sithup

Although the people in the southern border district of Sarpang are engaged in paddy transplantation, they try and attend party campaign meetings that happen every two to three days.

ELECTIONS
That is because the people of the seven gewogs say their choice is more for the party than the candidates. Those, who attend the campaign meetings, say they do it as a formality. DPTs Karma Donnen Wangdi, 43, and PDPs Gopal Gurung, 46, people say, come to them with many promises, but doubt if they will live up to them or represent them. Voters say the DPT candidate did not do much during his tenure as a National Council member in the past five years. He did not visit villages to discuss matters with them. But PDPs candidate, voters say, is equally not promising. He not only has a communication problem in the national language,

but also does not know what the party manifesto contains. So many of us here decided that wed base our votes either on what the party manifesto has to offer or on the party leadership, Harilal, 76, from Chuzergang said. A 67-year-old man in Serzhong, a small community of about 60 households, said his family would base their vote on the party and its leadership. Ill vote for DPT, as the party name indicates that its a party of peace and happiness and it has a dynamic leader, he said. But his neighbour, a 33-yearold woman prefers PDP as the party has a promising young president. We have to give PDP a chance to prove that theyre equally capable, she said. In Chuzergang, where people are busy transplanting paddy, people say they do not believe DPTs promise to construct a bridge over Maokhola, or PDPs promise to provide 100 percent employment and shifting Gelephu dungkhag to their place. We know that whichever party forms the government, itll

have no direct benefits to individuals, a 52-year-old woman said. She attended party campaign meeting about five times in the past two weeks. Meanwhile, Karma Donnen Wangdi, who is accompanied by his parents, uncle and aunt and party supporters, said his promise of a bridge over Maokhola is for real, and people living on the other side of Maokhola should believe him. In his campaign meeting in Serzhong community lhakhang, he explained to people that things are not as bad as portrayed by the other party. With his good command over Dzongkha and frequent usage of parliamentary terms, he could connect to the people. His father, a retired army major and dzongda, speaks Sharchopkha and Khengkha to get the message across. DPTs dzongkhag coordinator, DB Suberi, 78, also delivers speeches in Lhotsamkha to connect to the Lhotsham people. Karma Donnen Wangdis parents settled in Gelephu after his father retired as a dzongda,

and he is more known to the retired civil servants in the locality. Many Lhotsham people refer to him as their Joing meaning inlaw . Retired major Gopal Gurung, who recently returned from a seven-day campaign in Gong, campaigns with four to five supporters tagging along. In his typical army tone, he keeps his campaign speeches short and to the point, and lets his supporters do most of the talking. Im an army man and I dont know how to woo voters, he said. Resettled in Gelephu after his father retired from the army, Gopal Gurung said he did not know much about Gelephu, although he came once a year in his 22 years of service in army to spend time with his family. He said his chance of winning is very high, as people are aware of politics and electoral process. His wife, three daughters and parents, aged 75 and 80 years, are in Namkhaling, Gelephu. While Karma Donnen Wangdis supporters boast that their candidate does not lie and is a man of few words, Gopal Gurungs supporters say their candidate is a straightforward man. Gelephu constituency has about 14,648 eligible voters in Gelephu, Umling, Tarithang, Chuzergang, Serzhong, Jigmecholing and Chudzom gewogs.

It is excitement rippling among people for the upcoming general elections polling no doubt, but this is also coming with a few disgruntled lot, particularly visible at the Thimphu bus terminal, who are bound to places for reasons other than elections.

elections get over soon. Some students, who had come for quick visit to their relatives in Thimphu during the break, were also in the queue. They were worried they would miss out the first day at school when it reopens on July 15. The office of the base incharge has also been keeping busy, with a lot of people coming to enquire for an alternative. Ngawang Gyeltshen said they dont have any other options. The situation outside of the RSTA building is no different. A lot of people were requesting either the drivers or conductors to give them a ride. On the contrary, its the taxi drivers, who are trying to make the best of this situation and mint good money, unlike most times.

Bhutan-India relations Sailing in troubled waters

s a Bhutanese citizen, never for a moment did I imagine that the gravest threat to our foreign policy would arise from within our own borders, from the entrails of our own hitherto united and intelligent people. Looking at how Bhutan-India relations have been politicised today, and the spate of strange and disconcerting developments unfurling in the country, I am simply stunned, lost and scandalised. It is in this mood and light that I hereby set forth to put the disturbing and (what increasingly appears to be) an unintelligible issue of purportedly strained Bhutan-India relations into some focus, so that we can understand its implications. Historical background Bhutan-India relations have been founded on the understanding and acceptance of geopolitical realities of the region that Bhutan and India are geopolitical Siamese twins and, conjoined together as we are,

we have no choice but to accept and live with this reality and to endeavour to benefit from it. The 1910 Treaty of Punakha firmly laid the foundations of this geopolitical equation. Subsequently, the 1949 Indo-Bhutan Treaty, signed on 8 August 1949, in Darjeeling, became the basis of Bhutan-India relations for more than half a century. The historic IndiaBhutan Friendship Treaty of 2007, signed on 8 February in New Delhi, updated the treaty of 1949 and ushered in a new era of friendship and economic cooperation. The most significant feature of this treaty, one of the many shining legacies of His Majesty the Fourth Druk Gyalpo, is the removal of the provision entrusting the guidance of Bhutans foreign policy to India, and not requiring Bhutan to obtain Indias permission over arms imports. This was a blot on Bhutan as well as India, which both countries could ill-afford to be tagged with in the 21st century. The removal of this clause indeed exemplifies and elevates the trust and maturity

of the relationship between the two countries. DPT and Indo-Bhutan Relations DPTs foreign policy direction hinged consistently on the unquestionable and inextinguishable reality that India would always be the cornerstone of Bhutans foreign policy matrix. The DPT government, therefore, did everything possible to expand, deepen, elevate and secure Bhutan-India relations in the past five years. This was evident from the fact that Jigmi Y Thinley visited India nine times in five years, more than any other Bhutanese leader before him, with the exception of Their Majesties. In fact, Jigmi Y Thinleys first overseas visit as prime minister of democratic Bhutan was to India, barely a month after assuming office. His last official overseas visit, when leaving office, was also to India, in February 2013. Jigmi Y Thinley interacted with Indian leaders at all levels from a wide social and political spectrum during his tenure as prime minister. His visit to Bihar resulted in the granting of two acres of land by the Bihar government to Bhutan at Rajghir, Bodhgaya, to build a Bhutanese temple and guesthouse. He also met the chief minister of Andhra Pradesh, and was in Madhya Pradesh in the capacity of chief guest at a Buddhist University. He hosted the chief minister of Assam in Bhutan and met Mamata Banerjee, the West Bengal chief minister. Further, he was invited by the government of India to deliver the prestigious Hiren Mukherjee memorial address to the Lok Sabha. He was also the keynote speaker at PAN IIT congress of the prestigious IIT, besides meeting Indian corporate leaders twice in

Mumbai and Kolkata. Similarly, other Bhutanese cabinet ministers met Indian leaders, including the prime minister, in India, as well as at every international fora outside of India. The visit of Indian leaders to Bhutan was also unprecedented during the tenure of the DPT government. The Indian prime minister, Dr Manmohan Singh, came to Bhutan twice, first on a state visit and second for the 16th SAARC summit hosted for the first time in Bhutan. The opposition leader, Susma Swaraj, also visited Bhutan, besides parliamentarians and leaders from all political walks. It looks highly implausible that, after such intense and friendly interactions between the two governments and nation states in the past five years, that India should harbour any doubt and suspicion at all of the royal governments commitment to BhutanIndia relations. If it is indeed true that India is still offended by the routine, harmless and friendly overture extended by Bhutan under the DPT government to China, as it did to so many other countries and heads of government at the Rio Earth summit, and is choosing to implicate DPT (and consequently Bhutan) with culpability at such a crucial point in the elections, I must confess that I am totally baffled and confounded. Politicisation and brinkmanship Bhutan-India relations came to the fore as an issue during the 90-day election period. In fact, it intensified as campaign fodder after the primary round of elections, which gave the DPT a clear advantage and majority over the other

party. The appearance of two articles, subsequently in the Times of India, whipping up an old issue, came like a bolt out of the blue. Our friends in India, unwittingly ensnared in this game of political brinksmanship, must remember that such inadvertent, mercenary and gravely injurious attitudes and moves do not bode well at all for Bhutan-India friendship in the long run. For the discerning Bhutanese, alarm bells should start ringing, given the timing of the withdrawal of subsidies and other very strange posturing from certain quarters and individuals here in the country. I am inclined to believe that the interest groups are resorting to desperate pressure tactics to leverage New Delhis influence in Bhutan to not only induce, but perhaps blatantly rig, the electoral outcome. An Appeal Elections are a sovereign right and responsibility of the people of Bhutan and, even more so, of the political parties that are the backbone of any democracy. Polling officials head for Merak

Polling officials for the remotest polling stations in Trashigang, Khashateng and Khiliphoog in Merak gewog, are already on their way to make it on time to conduct the general elections poll on July 13.

ELECTIONS
The team for Khashateng left via Samdrupjongkhar to Jomotsangkha on July 7. The Khashateng team is expected to reach their destination either on July 10 or 11, Radhi-Sakteng returning officer (RO), Pem Tshewang said. Dzongkhag had decided to send polling officials via Samdrupjongkhar, en-route to Jomotsangkha because of impending danger from crossing Jomori river on foot from Merak. During the primary round, polling officials returned from Khashateng via Jomotsangkha and Samdrupjongkhar after the bridge over Jomori river was washed away. All the tiny wooden bridges built over Jomori river might have been washed away by now, an official from Merak said. Moreover, landslides and erosion also poses threat to officials lives. The officials have to cross Jomori river downstream around ten times, while trekking from Merak to Khashateng. Khiliphoog team, who left yesterday is expected to have reached Merak, Pem Tshewang said. The team will leave Merak today morning and is expected to reach Khilophoog tomorrow evening.

Polling officials leave for Khiliphoog

Both the teams have been allocated with a health official each. Polling officials for Sakteng and proper Merak are leaving tomorrow to the respective polling stations. In Trashiyangtse, all the polling officials are leaving today. Theyve been given the refreshers course, so theyll disperse from today, Bumdeling-Jamkhar RO, Namgang Tshering, said. There are over 171 polling officials in Bumdeling-Jamkhar constituency including security personnel and lady friskers. Tarphel is the furthest polling officials in Bumdeling. Thrimshing-Kangpar constituency in Trashigang is also deploying its officials from today. The officials are to leave on July 11 but were also planning to send them by today evening if possible, RO Tshering Wangdi said. Merdha in Kangpar and Berdengphu in Thrimshing are the furthest polling stations in Thrimshing-Kangpar constituency.

Confusion created by outright lie among voters The same cant be said about Lhuentse in terms of development, as one could about its rich history, religion and cultural heritage. Why? One reason is that Lhuentse is not connected directly by road. But one should know that development though important is immaterial compared to culture, which is symbolised, as you said in Lhuentses rich history and religion. The biggest challenge you faced during the campaign this time? Worry. That whether people of my constituency will choose the same government or go for a change The same cant be said about Lhuentse in terms of development, as one could about its rich history, religion and cultural heritage. Why? As of now Lhuentse is the poorest dzongkhag despite its rich religious and cultural heritage. I even authored a book titled Lion fortress reflecting the importance of Singye Dzong. But Lhuentse lacks road, township and other facilities to promote these religious sites The issue of housing shortage is a long-standing one in the dzongkhag. How would you solve that? By re-opening loan schemes to business communities. There are 28 shopkeepers in Lhuentse in want of loan to construct buildings. If elected we will be making the loans available Bhutans biggest challenge today and why? Corruption and nepotism, because these are everywhere, people know about it but do not have the guts to open up. Its my responsibility to fight corruption Your priority for the constituency? The National Housing and Development Corporation (NHDC) is constructing houses in different parts of the country to solve this issue, which is not just confined to Lhuentse. Cultural Heritage and Sustainable Tourism Multi-Donor Trust Fund Thimphu Strategic Cultural Heritage and Sustainable Tourism Plan and Implementation of Priority Actions

1. The Government of Bhutan has received a grant fund from the International Development Association towards the cost of Thimphu Strategic Cultural Heritage and Sustainable Tourism Plan and Implementation of Priority Actions and intends to apply a part of the funds to cover eligible payments under contracts for construction works as detailed below. Bidding is open to all bidders from eligible source countries as defined in the IBRD Guidelines for Procurement. Bidders from Bhutan should, however, be registered with the Royal Government of Bhutan. Bidders are advised to note the minimum qualification criteria specified in Clause 4 of the Instructions to bidders to qualify for the award of the contract. 2. The Executive Secretary, Thimphu Thromde invites bids for the construction of works detailed in the table. The bidders may submit bids for the following work. 3. Bidding documents (and additional copies) may be purchased from the office of the Executive Secretary, Thimphu Thromde upon payment of a non-refundable fee of Nu.500 from 11/07/2013 to 11/08/2013 between 900hours to 1600hours on any working day in the form of cash or demand draft on any scheduled bank payable at Bhutan in favour of the Executive Secretary, Thimphu Thromde. Interested bidders may obtain further information at the same address. Bidding documents requested by mail will be despatched by registered/speed post on payment of an extra amount of Nu.500. The Executive Secretary, Thimphu Thromde will not be held responsible for the postal delay, if any, in the delivery of the documents or non-receipt of the same. 4. Bids must be accompanied by security of the amount specified for the work in the table below drawn in favour of the Executive Secretary, Thimphu Thromde. Bid security will have to be in any one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid. 5. Bids must be delivered to the Executive Secretary, Thimphu Thromde on or before 13:00hrs on 12/08/2013 an will be opened on the same day at 1400hours in the presence of the bidders who wish to attend.
