Dear Chairman Obey and Ranking Member Lewis:

I am requesting funding for the Homeless Outreach Program and Enforcement

(HOPE) project in fiscal year 2010.

The entity to receive funding for this project is the City of National City, located
at: 1243 National City Boulevard, National City, CA 91950.

Funding would be used to create a city-wide task force to address homeless issues,
fund a full-time social service worker, and fund a part-time Psychological
Emergency Response Team clinician. This project deserves federal funding
because it would enable National City to address the influx in homeless persons,
particularly trans-border migrants and their families, as well as help low-income
families.
