Greeting to you all from Karen Refugee Committee!
In this newsletter, KRC would like to bring you a new attention of what have happened in
the camp. This attention is indeed a challenge and not something about expressing our sorrow or
dissatisfaction. It is intended to give us prior information of the present camps situation.
The main issue that we would like to bring to you is the revision of camps guideline in term
of food distribution. TBC (formerly TBBC) is the INGO which has been helping approximately
150,000 refugees reside in 7 camps along the Thai-Burmese border for the last 28 years, has now
been facing the deduction of funding and the effect of exchange rate since 2000 and is now revising
its policy and guideline in term of food distribution. This new guideline is made for the first time in
40 years and therefore creates doubt and worry for the refugees. It also leads to the notion that
whether the untimely repatriation is approaching or might happen sooner.
This transition of new guideline was earlier informed to KRC from TBC so that we will be
ready when it happens in reality. Therefore, on August 22, TBC started approaching KRC on this
issue and held meeting between TBC, KRC-EC, Camp Committee, CBOs regarding the new policy
and its process and the guideline for transition and the rule for implementation. In order to carry out
the new policy, CMT under the direction of TBC started collaborating with KRC and Camp
Committee.
There are four categories of refugees as prescribed by CMT. Each category will receive food
distribution according to the prescription of CMT.
(1) Standard Household Household member who are categorized under Adult will see cut in
ration but not including those who under 18 years of age are.
(2) Vulnerable Household rice ration will be increased for the adult but will not affect those
who are below 18 years
(3) Most Vulnerable Household People who are in need of extra assistance may receive an
increase in their rations in terms of rice and oil.
(4) Self-reliant Household will see cut on rice for adult but not under 18 years
Regarding the new policy of food distribution, KRC and TBC have explained to the Camp
Committee and there is an understanding among the camp committee. But some people from the
public have raised concern regarding the management under CMT and the purpose of this new
policy. In order to reach understanding among the people, CMT will carry out proper registration so
that there will be no misunderstanding among the people. It is a big challenge for CMT and
therefore, it will take time to reach understanding among the people. At the same time, KRC and
TBC will also help to implement this new policy. This is to make sure that KRC is not interfering in
this new policy but only through proper collaboration with the donors. We believe that in
partnership, respecting one another is important and therefore, we do respect the opinion of the
people and the program will be carrying out only base on the reliable sources.
This is also to clarify to the people who thought that CMT is trying to interfere in cutting the
support. This kind of information does not exist and not true. This new policy is only aimed to
balance the number of the people and the quantity of food. As we have observed, there are different
categories of people who received the support in which some are self-reliant, whereas some are
vulnerable and very vulnerable and still some are standard household. We believe that sharing each
other burden is socially and religiously acceptable and will not affect ones life.
In order to create understanding among the people, this is not only the duty of KRC and TBC,
we also would like to invite NGOs to help us in carry out our program.

Monthly Activities Report


August 2013

01/08/2013 KRCs Finance advisor attended PHI meeting at KRCEE office. The issue

discussed during the meeting includes the upgrading of Kaw Lah Junior College
after its two year program to health program.

02/08/2013 Vice Chairperson of KRC attended LAC meeting at LAC office for the preparation

of MDRC presentation which will be presented on 20 August during CMWG


meeting at Maesariang.

05/08/2013 KRCs Social and Health Coordinators attended meeting at Mae La camp. In the
meeting, CMTs advisory board and staff workers are selected.

08/08/2013 KRCs Education Coordinator attended Facilitation Skill organized by ZOA at


KRCEE office.

09/08/2013 KRCs Health Coordinator and PSO attended PWGs meeting at UNHCR office.

The issues discussed during the meeting are such as over training for the people in
the camp, drop outs or students who stop going to school, PAB issue, and sharing of
information from UNHCR along the border.

10/08/2013 Vice Chairperson of KRC, General Secretary and Joint Secretary of KRC and PSO

attended meeting related to judicial system at Maesariang. KRC also has informed
the use of new judicial system laid down by KRC and IRC/LAC in the camp. With
this KRC will also give training to the camp authority and organization concerned at
Mae La Camp and then will start to implement for the first 6 month as a pilot
project.

21/08/2013 KRCs Vice Chairperson, General Secretary, Joint Secretary, Education


Coordinator and PSO attended stakeholder meeting at Maesariang. Issues discussed
during the meeting include repatriation which was followed by question and answer,
and sharing information from different representing organization. The use of the
word stakeholder was replaced by a common Karen language literally means,
Refugee Representative during the meeting. In order to organize this kind of
meeting in the future, NGOs suggest that, Refugee Representatives will take
initiative and organize the meeting, but KRC opined that, CCSDPT should organize
the meeting. Thus, each representing groups was selected for further communication
with CCSDPT.

- 22/08/2013 KRCs Vice Chairperson, General Secretary, Joint Secretary and PSO attended

TBCs meeting concerning the new policy for food distribution at Maesariang.
TBC explained about its new policy which categorizes four groups of people who
will receive rations according to the prescription of new policy. Before this new
policy comes to affect, TBC will try to explain to all the people of this new policy.
The new policy will come into force in November 2013.

22-23/08/2013 It was proposed that Education body should try to advocate the recognition of

education system, teacher skills and quality and student secured certificate when
repatriation happen. It was proposed during the meeting held to discuss about
education matter in Maesariang. It was also proposed that the government of
Burma should revise its curriculum and education policy in order to integrate
education system which will also benefit the exile refugee.

26/08/2013 KRCs Joint Secretary, Social Coordinator and Office Administrator interviewed
new candidate who applied for the new post, that is, cashier.

27/08/2013 KRC Committee and TBC revised the Code of Conducts election guideline and
guideline for case-finding at KRC office.

28/082013 KRCs Joint Secretary attended meeting at Chiang Mai regarding the participation

of women in peace building and also discussed about the refugee situation. During
the meeting, it is agreed that, repatriation should be voluntarily and not by force. In
addition to that, seeking support from NGOs will continue even after the
repatriation.

30/08/2013 KRCs education coordinator attended monthly school principal meeting at OCEE
office, Maela camp. During the meeting, reports from representing organizations
were presented and also discussed about how to strengthen Human Resource
Management. ZOA has implemented a Teacher Resource Center at Maela and HI to
give Mine Risk Education to the teachers.

TBC The Border Consortium. Supports with food and shelter material. TBBC also supports with
warm clothing for refugees. TBBC coordinates with the Camp ManagementProgram to help with
administration and management capacity in all seven camps.TBBCprovides KRC with
administrative and organizational support and helps with staff remuneration.
ADRA Adventist Develop and Relief Agency. Starting January 2011, ADRA assumed
responsibility for vocational training formerly implemented by ZOA in all seven camps.
WEAVE Promotes women and childrens education and self-reliance, focusing on household
issues to help women achieve more power, rights, and opportunities in refugee communities.
PU-AMI Premiere Urgence - Aide Medical International. Supports medical and health facilities.
ARC American Refugee Committee. Supports medical and health facilities.
M.I. Malteser International, formerly MHD Supports medical and health facilities.
ZOA Refugee Care Supports school supplies, construction, teacher subsidy, textbooks, teacher training,
management capacity building in 7 refugee camps and livelihood project.

World Education Support for the Institute of Higher Education.


TOPS Supports educational facilities and nurseries.
COERR Catholic Office for Emergency Relief and Refugees. Food and educational support.
EVI Involved with care and support for extremely vulnerable individuals.
H.I. Handicap International. Supports handicapped refugees with prostheses and rehabilitation. It
also organizes annual sporting events for the handicapped.
UNHCR United Nations High Commissioner for Refugees. Supports registration process,
protection, and ultimate safe repatriation. It is currently helping with resettlement issues.
SMRU Shoklo Malaria Research Unit.Supports malaria control, prevention, and treatment.
SVA Supports libraries in the camps.
PPAT Planned Parenthood Association of Thailand. Supports family planning and
preventive/education in refugee camps.
SOLIDARITIES Supports Burmese refugees in the camp to address sanitation issues.
