Scott Mountain Homeowners Association Board Meeting of February 5, 2013 Location: Fire Station, 9336 SE Causey Board Members Present: John Chapman, Carl Feague, Dave Gilman, Jim Graham, Dan Otis, Ted Seble, Dennis Shaffer, Jenny Shaffer Absent: Jay Moffitt Homeowners and Guests Present: Nancy Hall, homeowner Call to Order: 7:05 pm by Minutes: Minutes of the January 1, 2013 Board Meeting were approved as submitted. (These had been provided to the Board members by email.) COMMITTEE REPORTS AND DISCUSSION Visitor Request/Discussion None President: Carl Feague Carl reported that the Facebook page and new website are being used successfully for communication to HOA. On 1/22 he submitted a traffic complaint to the Sheriff about the on-going vehicle violation at 10756 SE 93rd Ct. The Sheriff talked to the homeowner about his vehicle on the street, which resulted in the owner moving the vehicle back to the driveway. John suggested that the owner be invited to come to a Board meeting to explain. Then if he does nothing the HOA will put a lien on the property. On 2/2 he visited 10417 SE 99th regarding a dog noise violation. On 2/3 he sent a letter to 9808 SE Derek Ct regarding a vehicle violation. On 2/3 he sent letter to 9945 SE Gia Ct regarding a vehicle violation. On 2/3 he sent a letter to 10581 SE 94th Place declining the homeowners request to remove trees on HOA property at intersection of SE 92nd and Stevens Way for the purpose of improving her view. He recommended that board members with terms beyond 2013 volunteer to run a monthly meeting to see if they are interested in the role of President in 2014. On 2/3 Carl approved $275 to Happy Fish for protective sleeves on the 300 seedlings that had been planted in the common area above 100th. This will help protect the seedlings from rodents and help us find them for watering and grass trimming. This amount is included as part of work that has previously been authorized. At the September 4, 2012 Board meeting a motion was approved for up to $2500 to be used for the work by Happy Fish in the common area. Vice-president: Ted Seble Ted noted that the path lights that had been stuck on have been fixed. Dennis had fixed this problem while changing bulbs. John provided a report (attached) which projected the balance thru May 1, the end of the HOA year. He noted that over 90% of homeowners are current with dues. He reported that the HOA was paid $600 back dues as the result of a short sale. Mr. Williamson has now paid all his back dues. The board needs to discuss next year's budget at the March meeting. John will bring the dues statements to the May meeting and we will stuff the envelopes.

Environmental: Jim Graham Jim reported that the Spring dumpsters will be the weekend before Mother's Day in May. Happy fish completed the tree planting and will tube the new plants, as noted above by Carl.. He noted that the next question is: What is plan for stewardship at other common areas, specifically the King Way area? He said we have had good service with Rich's Tree Service and suggested that this be the arborist on call. This would not require any retainer or payment until work is done. Covenant Compliance: Dan Otis Dan reported that there had been complaints about houses that arent putting their garbage cans out of site from the street. he will continue to check. Carl requested a list of holiday decoration violations so reminder letters can go out. Architectural: Jay Moffit first absent Safety: Jenny Shaffer Jenny checked with the County and our area is waiting a turn for the safety radar speed trailer. Path repair: She checked possible repair materials at home depot. She reported that Eric Carr (County Soil and Water depart) provided advice on what to do with the common area swales by email. He recommends adding plants to help with water runoff and said the County may help pay for doing it. She noted that it is difficult to cross the common area stream when it has water in it, specifically at path at the end of Gia. She suggested that we check with Boy Scouts to see they are interested in building a bridge as a community project. Dennis Shaffer Dennis reported that the chicken coop/structure in the common area above 100th Drive is mostly gone. Several bulbs were replaced on the green space light posts, however one light is still not working. there is a need to hire an electrician. Dennis is also asking for approval for the purchase of numbers for the posts to make it clear to homeowners calling in to report a light out. He said that he plans to complete the Spring Newsletter in April. He requested that Board members provide articles to him by the beginning of March. GENERAL BUSINESS Nancy Hall (visitor/homeowner) reported on the Eagles Landing project. She is following this proposed construction project and has offered to provide updates to the Board. She testified at the County hearing on Eagle's Landing that our area was not included in the traffic plan. She also attended the CPO meeting, where it was noted that Eagle's Landing is moving along but meeting resistance.
