Gentlemen,

To supplement the City's prior discovery responses to the Commission's request for
documents, the City of New York ("City") encloses copies of the following materials:

FIRE DEPARTMENT

• Three compact disks containing internal Fire Department standard operating procedures,
which include training materials for Fire and Emergency Medical Service units of the
Department. Please note that, in the interest of time, we are providing the current
versions as well as prior versions. The current versions of the various documents may, in
many instances, have been in effect as of September 10, 2001. The document revision
date indicates whether the particular item was in effect as of September 10, 2001.

• Eleven cassettes containing the unredacted audio records of both our EMS and Fire
dispatch operations for September 11, 2001.

• The redacted Computer Aided Dispatch (CAD) record for September 11, 2001 generated
through FDNY EMS operations. A copy of the unredacted CAD record will maintained
in our office and be available for your review.
 All the above materials are being provided to the Commission in accordance with the
confidentiality agreements previously entered into between the Commission and the City,
including, but not limited to, the agreement entered into today, December 19, 2003, signed by
Daniel Marcus on behalf of the Commission and Lawrence Kahn on behalf .of the City of New
York.
