The Explanation of the Rhetorical Choices

a) With the significant economic growing, in 2009, China had occupied approximately 25% shares of the universal luxury market. (China's Luxury Market Exceeds America). In addition, it has been accounted that Chinese consumers are the worlds largest spenders on luxury by 2012 (Zhang, Zhiming, and Erwan Rambourg, Steven Sun, Lina Yan, et al). However, due to the fact that the prices on the luxury products in mainland China are 45% higher than in Hong Kong and even over 50% higher than that in the United States. Chinese consumers would like to purchase luxury products abroad to avoid Mainlands high price on the tags, which leads to that 80% of Chinese luxury goods are purchased overseas (China to Become the Worlds Largest Market). A problem arises because whether Chinese government should cut down the prices for luxury products has been discussed heatedly (Should the Government). There has been an increasing conflict between the rich and the poor. b) My purpose of this public argument in a letter is to convince Chinese Price Control Administration to pay more attention to the price discrimination policy and it is necessary for them to do something for the residents. If they just leave this issue alone, there will be more possibility to harm the whole Chinese economic markets, as well the Chinese Government itself. I have provided a suggestion to deal with this problem; otherwise the problem will be harder to solve. I choose this purpose because I knew that for most governments, the fiscal income mainly

shen2 relay on customers consumption capacities. They concern about the things that may increase the income, even if they are very small. Therefore, I believe that they would focus on my argument. c) My main claim is that Chinese government should introduce some policies to keep the price for these luxury products at a fairly rate. First of all, from the prospective of the Chinese government itself, the governments target is to earn the fiscal revenue as much as possible. If the government does not treat the problem seriously, they will not only get less fiscal revenue also the whole Chinese consumption atmosphere gets worse. In addition, from the prospective of Chinese luxury consumers, the value that this group holds is to save money as much as possible for purchasing and collecting other famous brands products while showing off their social statues and receiving the opportunities in business and other situations (Luxury Experiences in China). I used authoritative statements and statics to make my reasons and claims credible. d) My chosen public audience is the relevant Chines governments. I chose this audience because my argument is related to the topic they care about, the fiscal revenue and the economic growth. The value held by this group is to keep the balance between countrys income and outcome with the macroeconomic policies control. Chinese government stimulates the consumption and encourages Chinese to buy more luxury products which can stimulates the fiscal revenue from those events. They are interested in reading any article related to the their income and have the power to solve the problem. Definitely, my second intend audience can be Chinese Luxury customers, as they are the persons who are directly influenced by the price discrimination and reflect the consumption volume. e) I would distribute my public argument on the Beijing Review, Chinas only national news magazine in English, and it reports and comments on the countrys social, political, economic and culture affairs, policy changes (Beijing Review Introduction), so this makes it credible

I choose to distribute my letter in this way because people who will take part in this conference are those who are interested in government politics. As public argument will be published in such authentic situation, I think this article will be credible to my target audience. f) I chose the present my public argument as a letter. I think it is suitable for mu purpose. According to A&B guide and notes from class, I found that then convention of this genre should look like serious. I should choose MLA style, double space, Times New Roman size and 1-inch margins to show my argument is serious. Besides, the typeface styles, headlines, apace ad layout should take into consideration. g) The limitations of my argument lacks of the detailed solutions and suggestions for the topic I concerned about. Besides, the argument will be published on the newspaper, I cannot present enough evidence to support the reasons. However, I did provide detailed evidence and supporting points for my two intended audience, the Chinese government and Chinese customers, and successfully achieve my target.
