Brief overview on poverty that why poverty programs are

failed in India?
After analyzing all the poverty reduction programs and analyzing the actual
poverty scenario we reach to the conclusion that-

I. Planning process is faulty (with reference to PAP’s):


➢ Identifying the ‘poor’
➢ Defining ‘poor’
➢ Processing of the identification involves too many stages.- lack of
technology up gradation.
➢ The program focuses on benefitting a small group of the people
in a big way. (asset creation)
➢ Ideally the programs should be broader based. (benefitting the
large number of people)
➢ Disjointed programs- not integrated. (Beneficiaries overlap, the
same rural areas benefited from served programs.)
II. Implementation of programs:
➢ Corrupt officials/ staffs.
➢ Lack of involvement.
➢ Local politics. (selection of beneficiaries)
➢ Improper follow up of program/ review or revision is practically
none existed.
III. Lack of support from the credit and marketing system:
➢ Role of local money lenders and banks.
➢ Inability to sustain income generation from the asset credited.

If we see in favor of the government, government is doing many poverty


reduction programs and we can say it has already started many programs
but main loop holes are implementation of programs, awareness of the
programs etc. people don’t know the poverty reduction programs are going
on, and people are not ready to know about the programs because majority
of the people are illiterate. People are illiterate that’s why they are not
getting loans or initial capital for self-employment, so poor become more
poor and richer become richer. For resolving this problem government has to
try to reach to the people and make them aware about the different
programs.
