In reviewing the matter in its entirety, it appears that John Grogan’s version of events is most accurate. However despite this conclusion, there are some conflicting statements as to the events that occurred outside the Canal Boat lounge, and as such, I am of the opinion there is insufficient evidence to charge any of the parties involved.
