Agenda 21 was announced to the world at the 1992 Rio Earth Summit. It is a set of guidelines to drastically reduced the worlds energy, water use, population and promote high increases in the number of living units in city centers. This is called U.N. Agenda 21-Sustainable Development. President Bush and leaders from 178 nations signed this document pledging that their nations would implement Agenda 21 policies. In 1993, President Clinton formed the Presidents Council on Sustainable Development and gave a one million dollar grant to the American Planning Association to write a guide book to implement Agenda 21 across the U.S. Smart Growth was the result. Supporters of Agenda 21, like Mr. J. Gary Lawrence, an adviser to President Clinton, stated that in order to successfully implement Agenda 21s principles, the public must not be aware of that fact that Agenda 21 is driven by the United Nations.
