Association President Ed Wilson called the meeting to order: Wed., Dec-17-2013 at 6:35 pm. Open Forum New Business from Owners: No owner attendees.

Executive Board Meeting:


Election of Association Officers: President; Ed Wilson re-elected Association President. Vice President; Mike Kelly re-elected Association Vice President. Secretary; Karen Blair re-elected Association Secretary. Treasurer; position was not filled. Note to Owners: A Board member position is vacant; any owner interested in joining the Board is encouraged to contact a Board member! Review/Approve Prior Board Meeting Minutes: Nov-13-2013 Board Meeting minutes were read and reviewed. Mike Kelly made the motion to accept the minutes; motion seconded by Jeff Tingley and carried unanimously. Financials: 1. Dec-2013 Financials Summary; as of Nov-30-2013. Income (dues) Expenses Delinquent Dues Total Funds $8,754 $7,800 $3,723 $109,964 Notes: Income includes $520 in roof replacement cost recovery; extra patio cover work. Expenses include remaining roof installation charges ($1,459) for duplexes 13-14, 23-24, and 27-28, and $1,625 for irrigation water. Note: total irrigation charge for 2013 season is $4,528; 962,571 gal. Delinquent Dues Detail: Unit-29: $20.00 Unit-21: $3,703; bankruptcy proceedings in process 2. Certificate of Deposit (CD-1556) with Sterling Bank matured Nov-14-2013; CD funds totaling $20,151.02 deposited in Assoc. Reserve Account x7326 Nov-15-2013. Mike Kelly made the motion to acknowledge the Nov-30-2013 Financial Reports from RPM have been reviewed and deemed accurate; motion seconded by Jeff Tingley and carried unanimously. 3. The annuity the Assoc. has with Hartford Insurance (4.55% interest) via Edward Jones matures Jan-16-2014. The Assoc. has the option to renew the annuity for a 5 yr. term at 3.00 % interest. After some discussion, Jeff Tingley made the motion for the Assoc. to renew the annuity as described. Mike Kelly seconded the motion. The motion passed 3 to 1 with Karen Blair, Jeff Tingley, and Ed Wilson voting in favor, and Mike Kelly voting against. Ed Wilson will follow-up with Edward Jones to renew the annuity.

Old Business:
Building Maintenance: 1. Roof Replacement Board Priority; Roof Replacement of duplexes 13-14, 23-24, & 27-28 is complete; remittances from units 13 & 14 for extra patio cover work totaling $520.32 received, remittance from unit-28 for satellite dish removal totaling $32.52 pending. 2. Fireplace vents - maintenance; details on how to maintain vents pending; low priority. 3. Roof Gutters Issues; unit-3; gutter-west side; rusted through-needs replacement, Fisher Const. engaged to replace gutter. 4. Bird Vent Guards (units 21-32); tabled until Spring-2014. 5. Crawl-Space Water Issues Board Priority; a. The phase II crawl-space water mitigation effort with a budget of $40,000 was overwhelmingly approved with yes votes from 35 owners. install crawl-space drains in 8 AA & A priority units; work to begin Feb-10-2014. install building crawl-space low-point/outlet drains in units 26-31 replace faulty moisture barriers 2 of 3 A priority units. scope / clear / repair / flush roof rain drains all AA & A priority units. reduce irrigation between & behind duplex buildings all AA & A priority units. improve crawl-space ventilation. b. Design and planning of a follow-on phase III effort will occur once the phase II effort is underway. 6. Arborvitae fire (unit-21); Owner re-painting of front gutter pending; low priority. 7. Kitchen vent issue (unit-38); Aug-1, area near kitchen vent cold in winter; pending; low priority. 8. Garage door frame issues; the garage doors of several units have gaps between the wood frame and foundation wall where rodents can access the garage; corrective action pending; low priority. 9. Garage door damage (unit-4); dented garage door; Board follow-up with owner to make repairs pending; low priority. 10. Plantings blocking crawl-space vents; Board notification to owners to unblock crawl-space vents; pending. 11. Damaged Crawl-Space Vent Screens: Board notification to owners with damaged crawl-space vents; pending Grounds Maintenance: 1. Stormwater Facility; follow-up with City regarding plantings to mitigate blackberries; tabled until further notice. 2. Perimeter Fence; Task to cut blackberries back from outside N. & E. perimeter fence; pending; low priority. 3. Landscape Maintenance Contract Renewal; execution (e.g. sign contract) of Sierra NW Landscaping renewal contract pending; M. Kelly following-up. 4. Tree Removal (units 22-23, 24-25, 26-27, and 28-29); pending General Admin: 1. House Rules Updates; House Rules updates relating to Landscape Maintenance detailed in the Nov-2013 Board Meeting Minutes are worked on by Ginger & Greg Hicks and will be released to the Association upon completion. Thank You Ginger and Greg Hicks!

New Business:
Building Maintenance: 1. Broken water line; Unit-22 reported a broken water pipe Sun morning, Dec-1; Assoc. plumber Dave Svir came out and fixed the break. As a follow-up the Board will develop an Emergency Contact list to provide guidance on who to contact should owners have a similar emergency. Anyone able to lend a hand in this task should contact the Board. Grounds Maintenance: 1. Prune tree limbs back from power lines, south of entrance; Clark Public Utilities informed Karen Blair they would prune the Assoc. tree limbs along 18th ST. back from the power lines as needed, at no charge as a courtesy. 2. Fence Repairs c. Privacy fence behind-between units 39&40, 2 broken posts; repair completed; Frank F. d. Perimeter fence; east of unit-21; 1 broken post; repair in progress; Frank F.
e. Perimeter fence; west of unit-32; 1 broken post; repair in progress; Frank F. f. Perimeter fence; behind duplexes 33-34, 37-38, 41, 42; 5 broken posts; repair completed; Frank F.

3. Tree Pruning; as a follow-up to the Nov-13 Board Meeting, tree pruning standards were again discussed, and the Board unanimously agreed to update the House Rules to include: Assoc. trees are to be pruned to maintain a minimum clearance of 1 ft. off fences and buildings, 7ft. above lawn and plant bed areas, and 11 ft. above streets. General Admin: 1. 2013 Annual Meeting; Jan Dalton, #14, Helen Moore, #17, Jan Hancock, #19, Faye Schanilec, #20; On behalf of the Assoc. 1. Owners are encouraged to participate on the various Association committees to do so contact a Board member! 2.
