Muslims,there is another small group in West Africa,who
call themselves Muslim- the followers of the Ahmadiyyah
(Qadiani)movement, a missonary organisation with its
headquarters (previously in Qadian, India,) but now at
Rabwah, Pakistan,which penetrated West Africa in the
late 1920s. This movement is rapidly growing,gaining its
converts from Christianity and paganism, the rate of
growth being demonstrated in Ghana, where in 1948 the
figure of its adherents was 22,572, and to-day they may
be ab out 50 ,0 00 -T hi s w e l l or ga ni s ed m i s si ona ry
movement, possessing zealous and selfless wokers,
offersto its African converts good educational facilities up
to the secondary school level. The Ahmadis claim,
stimulated by their rapid success, similar growth of their
followers throughout West Africa, with the exception of
Gambia, where the defeated and horrified Christian
missionaries forced the British government to reject the
applicationofanAhmadimissionaryforanentrypermiton
the officially-stated ridiculous grounds that, there were
alreadyenoughdifferentreligionsinGambia. 9

Mhammad Zafrullah Khan of Pakistan, who was elected
President of the U.N. General Assembly last night,

received 72 votes officially but unofficially 76. The four


invalid ballots carried the word "Pakistan" instead of the
name of the candidate and had to be declared invalid for
that reason. This was not publicised, the ballot being
secret,butitisatruefact.
Thus the defeat of Prof. Malalasekera of Ceylon is
completewith38votesonlyoutof100validballots.
Voting for him were the Communist countries and
Cuba and Yugoslavia, Israel, India, Ceylon and a few
other unidentified ones.
AmongCh.Zafrullah'ssupporterswerealltheArabs
including Egyptians, many Africans such as Guinea,Mali
and Ghana, (Leopoldville)Congoandothers.
In short, the vote did not follow the usual political
alignments except for the Communists. Many of the
Afro-Asian supporters of Ch. Zafrullah may be classified
as left of centre and this is a trust in his objectivity as
Assembly President.
NEUTRALITY STRESSED
According to custom, he held a Press conference
right after the Assembly adjourned, but although every
year we go through this ceremony, we can never get
much news out of it. As soon as a delegate becomes
AssemblyPresident,hemust forgethisopinions,personal
aswellasthoseofhiscountry.

Throughout the Press conference, Ch. Zafrullah


stressed his neutrality on all subjects and refused to be
drawn into controversy, saving: "The President represents
thewholeAssemblyandnotanyparticularsectionofit."
But when asked if he believed that small nations
had any particular role to play to bridge the gap between
the"giants"hedid sayhehopedso, adding:"Isharetheir
keenanxiety to beof assistance inthis matter because of
the continuance of the tension, and should the tension be
resolved, it will affect the whole of mankind, not only the
Great Powers which are directly involved in it. We are all
drawninitswake,asitwere."
Inhisacceptancespeech, Ch.Zafrullahdidmention
Mr. Mongi Slim's plan to speed up Assembly work which
would 'inter alia' reduce the length of speeches and the
number of speakers.
Referring to new members, he said: "W ith the
admission of every new member, the map of the world
changes a little and this organization is one step nearer
thegoal ofbecoming trulythe tribuneof mankind there
is a striving today among all peoples to live in freedom
andinpeacewitheachother."
QURANIC REFERENCES OMITTED
As he often does in his speeches, Ch. Zafrullah
cited verses from the Quran, but surprisingly the

Department of Public Information did not mention that a


sentence in Arabic had been in the text, although they
have excellent translators. They simply omitted all
references to the Quran in their Press releases and one
wonders who gave them the authority to edit a delegate's

applaud although, as everybody acknowledged, Ch.

NEED TO RESPECT ICJ RULINGS
Reuteradds: Ch.Zafrullah warnedtoday thatfailure
to uphold a World Court opinion that U.N. peacekeeping
operations impose financial obligations upon all members
couldseriouslydamagetheCourt'susefulness.
He said that the Court's ruling was at least "morally

binding".
The Soviet Union, which has declined to pay its
share for Congo and Middle East peacekeeping, is
expected to lead opposition to the Court decision during
the current Assembly session. The west wants the world
forum to endorse the advisory opinion, which would mean
that members who fell more than two years in arrears
wouldlosetheirvote.
Russiaalreadyowesmorethan50milliondollars.
Ch.Zafrullahatfirstsidesteppedaquestionwhether
he though the Assembly would "rather forcefully endorse
theadvisoryopinionoftheCourt."
Hereplied: "I will not give you my opinion, but Iam
free to express my feeling that will be so. I use the word
'feeling'rather than 'opinion'."
Asked if he thought sanctions would be invoked
against South Africa, he said: "As President, I would not
wish to express my view regarding the merits of any
proposalthatmightcomebeforetheAssembly.
"My election has implicitly laid that ban upon me. I
am President of the Assembly. Therefore, I can have no
particularviewsonquestions."
(Informed sources said that South Africa had been
among the 72 nations which voted for Ch. Zafrullah for
President, despite the longstanding dispute over the

Asked if he would rule that the issue of Chinese
representationin theU.N. should besubject to atwo-third
majority decision, Ch. Zafrullah said: "It depends upon
how the matter is brought up and what exigencies of the
situation demand."
TRIBUTE TO U.N. PRESS
Ch. Zafrullah Khan, who has long been a good
fri end of U.N. correspondents, opened the news
conferene with an endorsement of the important role of
thePressatworldheadquarters.
"If the Press is not specifically mentioned in the
Charter, I regard the Press as an important organ of the
U.N.," he said, "It is engaged in duties as important as
thoseoftheotherorgansoftheU.N."
ACCEPTANCE SPEECH
Ch. Zafrullah Khan told U.N. delegates in his
acceptance speech he was "deeply conscious of the
heavy responsibility this mark of your confidence places
upon my shoulders."
He said he prayed to God "humbly, sincerely and
earnestly, of His grace and mercy, so to guide me, in His

THORNY AGENDA
The General Assembly, like its predecessor, had a
long and difficult agenda before it. While the session
opened in a more tranquil atmosphere than did the
preceding session. It was confronted with many grave
issues, some of a momentous nature for the future of
mankindaswellasoftheorganisation.

step nearer to the goal of becoming truly the tribune of

The new Assembly President is a man of many

"Sir". He prefers to be addressed as "Chaudhry" a

is a noble name. He may also be addressed as "Justice"
as he was a Judge at the World Court at The Hague for
nineyears.
His legal career began in 1916 after an education
whichincludedKing'sCollege,Cambridge.
He was a member of the Viceroy's Executive
council in British India from 1935 to 1941, and led the
Indian delegation to the League of Nations session in
1939.
He was appointed foreign Minister of Pakistan in
1947 and led his country's delegations to the annual U.N.

Ch. Zafrullah Khan scored a decisive victory for the
Presidency over Prof. G.P. Malalasekera of Ceylon, who

have had strong backing from Britain, the United States
and the other Western allies. The election was by secret

Tribnue' said today that in electing Ch. Mohammad
Zafrullah Khan of Pakistan as President of the General

HONOUR TO PAKISTAN
Chaudhry Zafrullah Khan's election as President of
the UN General Assembly is an honour as much to his
person as to Pakistan. It is a measure of the recognition
by UN members of his varied experience in national and
international fields that he has been voted to the high
office by an overwhelming majority. At no stage was his
success in doubt. All the same, an interesting aspect of
the contest was the extraordinary interest taken in it by
India, of course against Chaudhry Sahib, and, for that
matter, against Pakistan. New Delhi could certainly not
have forgotten how unreserved was Pakistan's support to
its nominee for this very post nine years ago. For very
valid reasons Pakistan could work against Mrs. Pandit's
candidature for the Presi dentship of the General
Assembly but she not only did not work against her but
casther ownvote in herfavour. But, asit is, Indiacarried

herwhimsand prejudicestoan arenawhich,to betrueto


its salt, should be singularly free from them. In expecting
her to support a Pakistani's candidature this country did
notexpectthatIndiawoulddoagoodturninreturnforthis

irrational prejudices and take a wider view of men and
matters at a forum wich shoul d be above all
narrow-mindedness. India's conduct comes as no surprise
to Pakistan; indeed this very approach is responsible for
the continuing deadlock over Kashmir in the United
Nations.
In several respects Pakistan should be eminently
suited to preside over a body like the UN General
Assembly. Her support for the aims and ideals of the
United Nations has been spontaneous and unqualified.
She has been a most dedicated upholder of the right of
self-determinationforpeopleseverywhere.Forfifteenlong
yearsshehaswagedalmostalonelybutresolute,fightfor
the liberation of Kashmir in terms of the Security Counsil
resolution. Although the provocation to give up the policy
of peace has for long been the greatest yet Pakistan has
refused to succumb to it. Her nationals can, therefore, be
relied upon to serve the best interest of the world body.
We are confident that Chaudhry Zafrullah would measure
uptoworld'sexpectations.

UNITED NATIONS: Dec. 21: The assembly


adjournedonedaybeforeitstargetdate,thusbreakingall
recordsintheAssemblieshistory.
The record is more remarkable since the United
Nations has doubled its membership and with 110
loquacious members this year. We certainly expected to
needmore than the usualthree months required whenwe
were only 55. The merit belongs entirely to Ch.Zafrullah,
andtohimalone.
By doing this he has also proved that it is not
necessary to take drastic measures to "streamline" the
Assembly's work, such as those proposed by many
delegates and experts. Among these measures there
were even suggestions to begin the Assebmly in August,
which would have ruined the vacations of all the children
ofUnitedNationspeopleaswellasthem,byforcingthem
toreturntoNewYorkwhenitishottestandmosthumid.

All it took to end at the prescribed time was


disciplineandthecouragetoimposeit.Therewasalotof
grumbling, especially because Ch. Zafrullah began his
gavel and began his meeting at exactly the announced
time,whether there was quorum or not. After a few doses
of this medicine delegates were at their desk on time.
W hen meetings of the plenary session had to be
adjourned because the delegates were not ready, Ch.
Zafrullahtold them bluntlythat if theywere not ready they
should give up their receptions and dinners and do their
home-work or else return after January to finish the work.
HewouldnotprolongthedebatesbeyondFriday,the21st
at 6 p.m. (the entire Secretariat Christmas vacations
would have been disorganized, if we had to work on
SaturdayorMonday).
Incidently, by doing this and adhering so strictly to
rules Ch. Zafrullah saved the United Nations a petty
penny; according to estimates of Secretariat given to the
Fifth Committee, one week of Assembly plenary meeting
and of one single committee meeting cost exactly 42,000
dollars. Last Years second part of the Assembly with only
the fourth commitee and The Plenary in session lasting
seven weeks, cost 4,00,000 dollars. This money-saving
whichisacorollaryofCh.Zafrullah'sirondisciplineisone
ofitsmostimportantiflessnoticedaspects.

In a special interview with this correspondent about


this Assembly, Ch. Zafrullah said how greatful he was for
co-operation he received from all the delegations, adding:
"I did not have to make one ruling." This was indeed
remarkable. There is not one President of Assembly who
did not have to make rulings now and then, in the course
of three months, and these rulings are challenged some
times. At other times, I have been seen Presidents
become completely and inextricably entwined in beautiful
procedural snarls and spend hours trying to get of them.
But,withCh.Zafrullahnothinglikethiseverhappened.
Aftercompletingalltheagendaworkitiscustomary
for delegate to pay tributes to their President, but this
custom too was more than customary on Thursday night.
The extraordinary praise lavished on Ch. Zafrullah was
sincere and reserved, and it began graciously with a
speech be Ceylon's Mr. Malalasekera, who had lost the
presidency to Ch. Zafrullah in September, and who spoke
on behalf of Asian neutral countries - Indonesia, Burma
etc. But, India's name was absent from his list. Other
followed speaking on behalf of group of countries. The
most unusual tributes were two from eastern-Europe Bulgaria, who spoke for entire group, praised Ch.
Zafrullah for simultaneously exerting discipline and giving
full freedom of expression to everybody. The Soviet

delegate came to the rostrum, although Bulgaria had


spokenon his behalftoo, and gaveCh. Zafrullah an other
round of compliments. Finally Ch. Zafrullah gave short
address which moved every body, in which he spoke of
the under-developed countries and their needs. Then he
gaveaparticularpraisetotheSecretariatanditshelp,ina
manner more impressive than perfunctory compliments
usuallypaidtothesededicatedworkers.
It was indeed Ch. Zafrullah's finest hour, but what
he does not know is what the Secretariat people kept
telling me these last few days, and the more emphatically
as closing time approached; "They should make him
