RESOLUTION OF SUPPORT OF FULL EVALUATION OF
TWO LAKES PLAN
WHEREAS, thirty years after the Great Flood of 1979, the residences and businesses
within the Jackson Metropolitan Area remain extremely vulnerable to flooding from the
Pearl River; and
WHEREAS, a proposal referred to as the Two Lakes Flood Control Project has been
offered as a promising solution to control flooding on the Pearl River in the Jackson
Metropolitan Area and provide miles of shoreline, on a stable lake with islands, with
immense recreational and economic development benefits;
WHEREAS, the current levee plan proposed by the United States Army Coms of
Engineers may only be 79% effective and leaves downtown Jackson susceptible to back
water flooding in Town and Lynch Creeks, while providing no economic development
opportunities and no resulting ad valorem tax benefits; and
WHEREAS, the Water Resources Development Act of 2007 authorizes the construction of
a locally preferred flood control plan while providing $133,770,000 in federal funds for
construction; and
Now therefore, be it resolved, that the Jackson Chamber of Commerce fully
Levee Board’s request for completion of the preliminary draft study of the Two Lakes
project and other reasonable alternative plans and further deems that these expenditures
are a cost-effective method towards eliminating the devastating effects of flooding in the
Jackson Metropolitan area.
