Manual under Section 4 (1) (b) of the Right to Information Act 2005
ABOUT US
To carryout the objectives of the Central Sangeet Natak Akademi at State level and also for the development and fostering of traditional Tamil Arts, the Tamil Nadu Sangeet Nataka Sangam which was established by the Government of Tamil Nadu in the year 1955 and in formally registered under the Societies Registration Act of 21/1860 on 27.11.1956 and was renamed as Tamil Nadu Eyal Isai Nataka Manram in the year 1973. This organisation is executing several schemes from the grants sanctioned by the State Government.
2. ORGANISATIONS & FUNCTIONS : The Manram shall have the following powers and functions, namely : 1. to promote research in the fields of music, dance, drama and films and for this purpose, to establish a library and a museum.
2. to co-operate with similar inisitutions for the furtherance of its objects and for the enrichment of Indian culture as a whole :
3. to encourage the exchange of ideas between different regions in regard to the arts of music, dance, drama and films
4. to encourage the establishment of theatre centres and to promote cooperation among all the different theatre centres.
5. to encourage the establishment of the insitutions providing training in dramatic art and production fo plays.
6. to encourage and assist production of new plays by awarding prizes and distictions.
7. to publish literature on music, dance, drama and films including reference works.
8. to give due recognition and otherwise assist meritorious organisations in the fields of music, dance, drama and films.
9. to revive and preserve folk dance and music in different regions of the State.
11. to award prizes and distinctions to and otherwise assist when necessary, individual artistes of outstanding merit in the fields of music, dance, drama and films.
12. in furtherence of its objects to purchase land, own property in its various forms and to maintain, sell, mortgage of otherwise dispose of it.
13. to advise on matters referred to it by the Government of India or the State Government or by the Sangeet Natak Akademi, New Delhi, and
14. to do all such other act things, whether incidental to the powers aforesaid or not, as may be required in order to further the objects of the Manram.

9 PROGRAMMES 1. SCHEMES 1. CONFERMENT OF KALAIMAMANI AWARD With a view to felicitating the famous artistes who are serving in a commendable manner in the field of performing arts, the Tamil Nadu Eyal Isai Nataka Manram is conferring Kalaimamani the State Award on them. So far 1450 artistes have been honoured with the Kalaimamani Award. In the function organised for conferring Kalaimamani award, portraits of 324 eminent deceased artistes in various art disciplines have been unveiled.
2. PORKIZHI At the Kalaimamani award investiture ceremonies, Porkizhi (Cash Award) has been awarded to senior Kalaimamani artistes who are in indigent circumstances. In this way, Porkizhi was given totally to 199 artistes, at the rate of Rs.1000/- to 147 artistes, at the rate of Rs.5000/- to 17 artistes, at the rate of Rs.10,000/- to 13 artistes and 22 artistes at rate of 15,000/- have benefited.
3. SHIELD With a view to encourage and felicitate the voluntary cultural organisations and splendid performing drama troupes, so far 27 cultural organisations and 18 drama troupes were awarded Shields and Rolling Shields. 4. INTER-STATE CULTURAL EXCHANGE PROGRAMME To create opportunities for the people in different parts of India, to know about the arts and cultural heritage and also to promote the sense of national integration, the scheme known as Inter-State Cultural Exchange Programme is being implemented by the Manram on behalf of the Government of Tamil Nadu, with the co-ordination of Sangeet Natak Akademi, New Delhi on behalf of the Government of India. Under this scheme, so far, 81 cultural troupes from other
10 States have visited to Tamil Nadu and 84 cultural troupes of Tamil Nadu have visited to other States to perform the cultural programmes. In this regard, the Tamil Nadu cultural troupe has been sponsored to visit Himachal Pradesh from 6th to 16th October 2008 and conducted programmes. Further, a cultural troupe from Himachal Pradesh has to visit Tamil Nadu soon to perform their cultural programmes. 5. ENCOURAGEMENT OF TALENTED YOUNG ARTISTES With a view to providing an introduction to the budding artistes who have been trained in the Art field of Bharathanatyam, Classical Vocal and Instrumental Music, etc., the Manram is extending grant to the successfully running Voluntary Cultural Organisations of Tamil Nadu for arranging the performances of the young artistes. So far 1792 young artistes have benefited under the scheme. 6. DOCUMENTATION ON DRAMATURGY Pursuant to the sanction of Rupees Ten lakhs by the Government to the Manram, action has been initiated to document and preserve the photos of the drama artistes, their voices and scene of the dramas and to collect the costumes, dresses, sceneries & stage materials, which were used by the deceased famous artistes to exhibit for the younger generation to know about the dramaturgy.
7. DOCUMENTATION ON TRADITIONAL TAMIL ISAI A documentation about the traditional Tamil Isai, portraying life history from Seerkazhi Tripartite to Rajarathinam Pillai has to be made. 8. ORGANISING CAMP ON MUTHAMIZH As the Film Appreciation Course conducted by the Pune Film Institute in every summer holidays, a course on Literature, Music and Drama has to be organised by the emeritus and creators in the concerned fields.

CONSTRUCTION OF A GUEST HOUSE FOR THE ARTISTES For staying the artistes who come from other Districts to Chennai, a Guest House measuring 363.90 Square Metre constructing in the premises of the Tamil Nadu Eyal Isai Nataka Manram. 10. CULTURAL FESTIVALS OF THE MANRAM With a view to know about the importance of our extinguishing traditional art forms, by our younger generation and also to provide the sufficient programme opportunities to the folk arts, who are living ideally the Tamil Nadu Eyal Isai Nataka Manram is organising various cultural functions and conducting folk festivals. Besides organising commemmorative functions of the deceased famous artistes, Mupperum Vizha, Dance & drama functions and also conducting cultural programmes at Tourist spots, Temples and at Courtallam drizzling festivals, etc. a) Nine days Literary Art Festival such as Seminar, Therukoothu Vizha,
Nadaswara Thiruvizha, Tamil Isai, Devara Thiruvarutpa Isai Vizha, Thavil Nadaswara Kalai Vizha, Bharathi Vizha, Jeeva Centinary and Symposium have been celebrated in a grand manner between 29.3.2008 and 6.4.2008 at Chennai. b) Staging of four dance-dramas produced under the scheme of grants for the production of fine dance dramas in Tamil, has been organised at Chennai from 20th to 23rd October, 2008 in a grand manner. c) Perarignar Anna Centenerary Celebration has been organised in a grand manner at Chennai from 4th to 6th December 2008, such as symposium, seminar, cultural performances and publication of the book.
12 11. SPONSORING OF CULTURAL PROGRAMMES ON BEHALF OF THE MANRAM (a) Under the scheme of conducting cultural programmes at Tourist places,
cultural programmes have been organised from 10th to 12th August 2008, on behalf of the Manram, at the Saaral Thiruvizha held at Coutrallam of Tirunelveli District. (b) Under the scheme of sponsoring cultural programmes at temples, two music programmes have been conducted at Soothavaneswarar temple, at Kothamangalam of Sivaganga District, on account of Kumbabishegam, on 26th & 27th August 2008. 12. ORGANISING TAMIL CULTURAL FESTIVALS AT OTHER STATES (a) In co-ordination with Avvai Tamil Sangam of Noida in Uttarpradesh, folk
cultural programmes of Tamil Nadu have been conducted from 24th to 26th January 2009. (b) Folk cultural programmes of Tamil Nadu have been conducted at National
Karavela Festival at Kandhagiri of Orissa State, from 6th to 8th February 2009.
13 2. GRANTS
1. FINANCIAL ASSISTANCE TO INDIGENT ARTISTES Under this scheme a sum of Rs.500/- per month was given as financial assistance to the aged famous artistes and men of letters who are now in indigent circumstances. This assistance has been enhanced from Rs.500/- per month to Rs.1000/- per month from the financial year 2006. Including the sanction of financial assistance to 500 fresh artistes in the financial year 20082009. So far, orders have been issued for the sanction of financial assistance to 9563 indigent artistes, under this scheme.
2. FAMILY MAINTENANCE GRANT TO THE FAMILIES OF DECEASED FAMOUS ARTISTES The bereaved families of the deceased artistes are given family maintenance grant. Under this scheme 88 families at the rate of Rs.2000/- and 77 families at the rate of Rs.3000/- and 81 families at the rate of Rs.5000/- and 93 families at the rate of Rs.6000/- have benefited. So far 339 bereaved families of the deceased artistes have benefited.
3. GRANTS TO FOLK ARTISTES / TROUPES FOR PURCHASE OF MUSICAL INSTRUMENTS AND COSTUMES The Manram is extending grants to folk artistes and troupes for the purchase of costumes and musical instruments. Under this scheme, a sum of Rs.750/- is given to each folk artiste and Rs.2500/- to each troupe. So far, 1425 folk artistes / troupes have been benefited. Further, the Manram has selected ten Organisations to distribute the musical instruments for the value of Rs.30,000/each as registered folk and musical drama troupes.

GRANTS FOR THE PRODUCTION OF NEW DRAMAS Under the scheme of grants to Drama troupes for the production and staging of new Tamil dramas based on Tamil art and culture, so far 42 Tamil Dramas have been produced and staged with the grants-in-aid of the Manram. Further action has now been initiated to sanction the financial assistance for the production of new dramas. 5. GRANTS FOR THE PRODUCTION OF NEW DANCE-DRAMAS Grants have been extended to dance-drama troupes for the production and staging of new Tamil dance-dramas based on Tamil literature and culture. Including the staging of four dance dramas in the grants-in-aid of the Manram, so far 17 Dance-Dramas have been produced and staged. Now, action is being taken to extend the financial assistance for the further production of new dancedramas. 6. GRANTS FOR THE PUBLICATION OF RARE BOOKS ON ARTS Financial assistance has been sanctioned to bringout books on art. Under this scheme, 104 books have been published with the grants of the Manram. During the financial year 2008-2009, the book of Anna Sila Ninaivugal of Kavinger Thiru Karunanandham, has been released as the publication of Perarignar Anna Centenary Vizha and Golden Jubilee of Tamil Nadu Eyal Isai Nataka Manram.
