Tammy Muczynski Winter 2014 Clinical Competency Proposal

CLINICAL PRACTICE PROPOSAL updated 2-6-14 Following are the planned clinical practice activities to be undertaken by Tammy Muczynski during the Winter Term of 2014 at University of Michigan Flint. This clinical practice will be completed in Troy School District under the direction of Dr. Richard Machesky, Assistant Superintendent of Secondary Education, who will serve as the cooperating administrator and provide on-site supervision for the experience. REQUIRED COMPETENCIES Competency X: Leadership Related Task: Job Shadowing Narrative Description of Task: Spend a minimum of one day (including after school and evening responsibilities, if any) shadowing the cooperating administrator. Narrative Description: Assist administrator, when appropriate, in accomplishing responsibilities. Maintain a journal of activities and prepare a thoughtful analysis of the number, nature and focus of activities, and with whom the administrator interacted. Describe and assess decision-making process and style used by the administrator in responding to various categories of demands or problems. Identify several crucial lessons the day taught about the art of administration and school leadership. Competency 1: Accountability (Teaching and Learning) 1.1 Related Task: Ability to interpret meaning of various standardized tests to boards, teacher and lay citizens. 1.1.3 Specific Task: Ability to use assessment data to identify weaknesses and recommend strategies for improving student performance. Narrative Description of Task: Analyze formative assessment tools to assist Troy in determining which one to utilize starting in the fall of 2014. Based on such analysis, recommend an implementation plan and required professional development needed to strengthen student performance through assessing

student growth. Share the findings with the Assistant Superintendent of Secondary Education and the Director of Assessment and Instruction. Competency 4: Curriculum, Instruction and Supervision 4.3 Related Task: Knowledge of variety of instructional methods and skills 4.3.7 Specific Task: Conduct a clinical evaluation cycle, using the Danielson model, including observation in a typical classroom. Narrative Description of Task: After reviewing state law, local policy and collective bargaining agreement regarding teacher evaluations, carry out a classroom observation and post-observation conference with a consenting colleague using the districts evaluation instrument and procedures (Danielson.) Prepare a written evaluation based on the classroom observation using the district reporting format. Interview the staff member after the formal conclusion of the post conference concerning his/her perceptions about administrative practices or behaviors that facilitate meaningful evaluations and promote growth by staff members. Reflect on the process and what represents good administrative practice. Competency 2: Communication Skills 2.1 Related Task: Knowledge of group interaction techniques. 2.1.3 Specific Task: Represent a given school or district on a district, county or statewide education committee. Narrative Description of Task: Join the Oakland School ISD Alternative Education Committee and attend regular monthly meetings. Continue membership as President of OCCAE (Oakland County Community and Adult Educators.) Also continue role as a district representative to the State of Michigan Department of Adult Education Accountability and Policy Practitioners Task Force. Prepare a summary of each group, insights, and purpose. Competency 2: Communication Skills 2.4 Related Task: Know and use technical language related to education. 2.4.3 Specific Task: Report to a school faculty on a current technical educational issue or problem.

Narrative Description of Task: Review virtual course legislature and how changes impact Troy School Districts present virtual course policy. Include changes to virtual course legislature that impact both in-seat students that only take two virtual courses as well as those students participating in 100% virtual programming, K-12th grade. Share the review with the Director of Assessment and Instruction and the Assistant Superintendent of Secondary Education. Include suggested changes to the Troy School District virtual policy. Competency 4: Curriculum, Instruction and Supervision 4.1 Related Task: Knowledge of alternative educational programs for a particular group of children. 4.1.2 Specific Task: Observe and report significant activities of an alternative school program for potential or actual dropouts. Narrative Description of Task: Prepare a written evaluation and provide recommendations for the Troy School Districts virtual drop out recovery program. Include both quantitative and qualitative data to support findings and recommendations through the following activities: interview teachers, local advocates, students and administrators, and analyze graduation rate, class success rate, intervention process, and cost/benefit ratio. Share findings with the Assistant Superintendent of Secondary Education.

It is understood that this proposal, once approved by the Cooperating Administrator and University Faculty, represents the agreed plan of work for this clinical experience. Upon the satisfactory completion of this plan of work a grade will be given and credit for the course granted.
