The National Skill Certification and Monetary Reward Scheme


" A large number of youth must be motivated to voluntarily join

skill development programmes. I propose to ask the National Skill Development Corporation to set the curriculum and standards for training in different skills. . At the end of the training, the candidate will be required to take a test conducted by authorized certification bodies. Upon passing the test, the candidate will be given a certificate as well as a monetary reward of an average of Rs. 10,000 per candidate. Skill-trained youth will give an enormous boost to employability and productivity. I hope that this will be the trigger to extend skill development to all the youth of the country.

The STAR project


The Standard Training Assessment & Rewards project formulated by the Ministry of Finance, Government of India to encourage skill development for youth by providing monetary rewards for successful completion of approved training programs. The scheme aims to:
Mobilize youth to take up vocational education as an opportunity of becoming employable; Encourage standardization in the certification process and initiate a process of creating a registry of skills; and Increase productivity of the existing workforce and align the training and certification to the needs of the country

What are the awards of the scheme


Under the scheme the candidate
Would be provided training in an identified skill sector for a period of 30 days, ranging from 30 to 100 hours. (Hours are flexible) On completion of the training, the candidate would be assessed by the appropriate assessment agencies duly authorized by the NSDC Sector Skill Councils. Upon successful assessment the candidate would be given a certificate, signed by the relevant Sector Skill Council and NSDC, on a Govt. of India official seal. Further the candidate would be given a monetary reward , to cover the training, assessment and certification fees

Eligibility criteria for the T rainee


This scheme is available to any candidate of Indian nationality who:
Undergoes a skill development training in an eligible sector by an eligible training provider Is certified during Financial Year 20132014 by approved assessment agencies Have a valid Aadhar Number and a SBI Bank account in his/her name for the money to be transferred. These may also be facilitated during the course of training Have completed Grade 10/12, depending on the job role

Does trainee need to pay for the training?


Trainee will need to pay the training and assessment fees upfront to the Training Provider. Upon certification, instruction will be sent to lead bank (SBI) to credit the monetary award to the registered account number within 10 days. However, the trainee is expected to pay a minimum of Rs.1000 (assessment fees) of the course fee upfront, which would be reimbursed on successful course completion and certification. The trainee would provide a signed undertaking to have taken remaining (whole/some ) amount of training fees on credit and the same amount be reimbursed to the training partner upon successfully clearing the assessment.

Who would do the assessment


SSC appointed Assessment Agencies, independent of the training provider, will facilitate the assessment and report back results for certification and bank transfer, if certified. A candidate can undergo assessment any number of times for qualifying for a particular job role, at any approved assessment agency by paying the assessment fee each time. A candidate has to undergo formal training as a prerequisite for assessment.

NSDC Approach

While the Scheme is intended to cover all job roles in all sectors, it will initially cover only a limited number of high-market-demand Job Roles in specified economic sectors from Levels I to IV in the NVEQF/NSQF . NOSs and QPs for these roles will be prepared by the respective SSCs, and will constitute 80% of the entry-level workforce in priority sectors T o ensure that benefit is extended only to the trainees taking courses which are aligned to NOSs and QPs for eligible Sectors and Job Roles, a select list of training institutions will be approved for the purposes of this Scheme A select set of assessment agencies with demonstrated ability to assess the eligible training content w.r.t NOS and QPs, will be selected The banking network will be used for direct transfer of funds to the candidates / training provider. Any partner who is able to get students to pay whole or part of the Rs.8,000 course fee in advance over and above the Rs.1,000/assessment fee would be paid 50% of the course fee advance money with a ceiling of Rs.2,000/- for every candidate. This would be paid within 7 working days of the batch being registered with NSDC / SSC. Case1: Partner enrolls a batch of 50 students with Rs.1,000/- assessment fee + Rs.2,000/- advance towards course fee. And 40 students pass the assessment. Partner will be paid 50% of Rs.2,000 i.e. Rs.1,000 x 50 students = Rs.50,000/- within 7 days of the batch being registered Partner will be paid the remaining (Rs.3,000 Rs.1,000 = Rs.2,000) Rs.2,000/- x 40 students who pass = Rs.80,000/within 7 working days of EP receiving money for the candidates who pass i.e. Partner would get a total of Rs.1,30,000 on the entire batch 50 students Case2: Partner enrolls a batch of 50 students with Rs.1,000/- assessment fee + Rs.5,000/- advance towards course fee. And 40 students pass the assessment. Partner will be paid the maximum ceiling of Rs.2,000 x 50 students = Rs.1,00,000/- within 7 days of the batch being registered Partner will be paid the remaining (Rs.3,000 Rs.2,000 = Rs.1,000) Rs.1,000/- x 40 students who pass = Rs.40,000/within 7 working days of EP receiving money for the candidates who pass i.e. Partner would Rs.1,40,000 on the entire batch of 50 students. Therefore Partners who get more upfront money gets higher payouts and also gets more money in advance. Cash discount for students: Students, who are ready to pay 100% of the course fee (of Rs.8,000/- ) in advance along with the Rs.1,000/- assessment fee, will be give a 25% discount on the course fee. Hence the net payable by the student will be Rs.6,000/- course fee + Rs.1,000/- assessment fee. In this case the student gets to keep Rs.3,000/- of the Reward Money even after all expenses. Partner payout will remain similar to the above structure for this case. i.e. The Partner will get Rs.2,000 upfront payment f or every student registered and remaining Rs.1,000/- per student who passes after receipt of money from NSDC

The above incentive scheme is subject to the following terms and conditions:
The incentive scheme is only applicable till 31st March14 and candidates who have appeared for assessment on or before 31st March would be considered under this scheme.

T erms of Payment:
The payments would be transferred to the SERVICE PROVIDER for all the students who have been assessed and certified as successful by the NSDC Sector Skill Council on or within 7 days of receipt of payment to the PRINCIPAL from NSDC. It can be expected under normal circumstances that payments for all successful students would be made within a maximum period of 45 days of completion of the assessment and declaration of the results by the concerned NSDC Sector Skill Council.
