Corpse left on police roof for two years
THE corpse of a man has been
found on the roof of a police
station in northern India where it
was placed over two years ago
during an inquiry, a report said
today.

Plastic bottle boat's epic voyage bid
A team of adventurous
environmentalists are
preparing to set sail for Sydney
in a catamaran made entirely of
reclaimed plastic bottles.
They want to highlight the
scale of plastic pollution in the
ocean and the damage it is
wreaking on a fragile ecosystem.
While the journey will be
unpredictable, simply building a
plastic bottle boat in the first
place has been the greatest
challenge.
San Francisco, the city by
the bay renowned for its summer
fogs and famous landmarks, is also
a haven for yachties.
And inside a nondescript
pier in the heart of San Francisco's
waterfront, a team of environmental
adventurers - led by the exuberant
David de Rothschild - is building a
boat out of plastic bottles.
It has been three years in
the planning and sometimes
seemed simply too hard.
"All my friend are like 'jeez,
will you hurry up and build a boat?'
But not a lot of people build a boat
out of recycled plastic and whack
plastic bottles along the side," he
said.
"That's been the challenge
- and the exciting challenge."
Future waste solution?
The boat's frame - made of
recycled plastic - will be lined with
12,500 bottles filled with CO2 to
help provide buoyancy.

Marijuana a tax goldmine for government
YOU know things are shifting in the
US when Fortune magazine, the bible
for business journalism, runs a cover
story titled "Is pot already legal?". You
also know it when Barack Obama's
Department of Justice publishes a
long-expected memo signalling that
the federal government will no longer
raid medical marijuana dispensaries if
they are legal under state law. That
happened formally this month.
It was not, moreover, a
symbolic gesture. Marijuana for
medical reasons - to tackle
chemotherapy-induced nausea or
AIDS-related wasting or glaucoma,
among other conditions - is now legal
in 13 states, including the biggest,
California. Next year, 13 more states
are planning referendums or new
laws following suit. Last week, a
California legislative committee held
the first hearings not simply on
whether medical marijuana should
remain legal, but on whether all
marijuana should be decriminalised,
full stop. The incentive? The vast
amounts of money the bankrupt state
could raise by taxing cannabis.
Now look at the polling on
the question. In 1970, 84 per cent of
Americans supported keeping
marijuana illegal. Today, that number
has collapsed to 54 per cent. The
proportion believing that marijuana
should be legal has gone from 18 per
cent at the end of the 1960s to 44 per
cent today. On current trends, a
majority of Americans will favour
legalisation by the end of Obama's
first term. In the western states, 53
per cent already favour legalising and
taxing the stuff. Support for
legalisation is strongest among the
young, the Obama generation, but
has climbed among Republicans as
well.
But the reality is already
ahead of the polls. Take a trip, so to
speak, to Los Angeles today, where
one would be forgiven for thinking
that marijuana was already legal.
There are more than 800 marijuana
dispensaries in the city - and an
estimated 7000 in the state of
California as a whole (many times
more than in The Netherlands).
Getting a doctor's
recommendation for marijuana is
easier than getting health insurance -
just look at the advertisements in the
newspapers, where a consultation
costs about $US200 ($222). The
dispensaries range from the dime
store to elaborate palaces of capitalist

business selling medical cannabis. On

some best for countering nausea,

The concentration of THC, the
active compound, is much higher than
in the past. But since no one has ever
overdosed on marijuana, it's difficult to
say why that matters. Yes, if someone
has a history of mental illness, it's not
that smart to experiment with the
cannabinoid receptors in the brain. But
it isn't smart for such people to take
any drugs - or too much alcohol - for
that matter.
For most people, stronger pot
merely translates into a need for less
of it to get the same effect. Too much
and you'll likely nod off - and wake up
later with no hangover.
If pubs served pot rather than
beer, crime rates would plummet.
Americans, for whom the use
of marijuana is almost a rite of
passage in most colleges, know all
this. And at some point, they stopped
pretending otherwise. The past three
presidents smoked marijuana in their
earlier days, even if only one has
openly written about it. (Obama, when
asked the Clinton question - if he had
inhaled - responded: "I thought that
was the point.") In an online press
conference with his younger
supporters, the first question was
about whether legalising and taxing
pot would be a good thing to help raise
revenues. Obama laughed it off. With
an annual deficit of more than a trillion
dollars, he may not be able to laugh it
off much longer.
The key to the shift has been
the emphasis on marijuana's medical
properties. Human beings have used
marijuana as medicine for millennia. It
was once sold in the US by Eli Lilly,
the pharmaceutical manufacturer, as
Fortune magazine noted. No serious
researcher doubts that THC alleviates
nausea and insomnia and can prevent
pain. It can also reduce pressure
behind the eyeballs for those with
glaucoma. Researchers have even
isolated THC in chemical form and
dispensed it in pills, called Marinol,
which I was persuaded to take in the
1990s to cope with the nausea of HIV
medications. It works somewhat but,

as its projected strugglers
under a Round 22 floating
fixture that is the highlight of
the 2010 draw.
AFL chief operating
officer Gillon McLachlan
yesterday released next year's
fixture with those four clubs all
nominally slated to play on the
Sunday of Round 22.
Given they are unlikely to
play finals, that would allow the
AFL maximum flexibility to
give top-eight teams
seven-day breaks ahead
of the finals.
The AFL says
there is no set fixture
for that round, but
clubs have been told of
the projected slots and
the Tigers-Power and
Demons-Kangaroos clashes
are likely to be the only two
Sunday games.
As revealed exclusively
in the Herald Sun in the last
fortnight;
RICHMOND and Carlton
kick off the season on Thursday,
March 25 at the MCG.

Drivers shocked as croc takes a walk
A CROCODILE has stunned residents
in Darwin's northern suburbs after it
was caught taking a stroll on a
suburban footpath.
The Northern Territory News
reports the 2m-long male saltie was
basking next to Vanderlin Drive near
Homes Jungle Nature Park - only 5km
from the police headquarters.
Kim Lock, of Woodroffe in
Palmerston, said she was shocked when
she spotted the croc about 7.30pm on
Friday.
She said she thought there had
been a crash when she saw several cars
on the side of the busy road, with
passengers craning their necks to get a
closer look at the reptile.
"I didn't believe it," she said.

announce another annual profit,
but says the pot of gold from new
stadium deals will not be as big
as early estimations.
The Kangaroos are

the profit is modest the club will end

$100,000 a game in back pay this
year from all Etihad Stadium games
under a new deal, but that has not

"We unfortunately only played

amount," he said. "It's not as inviting as
we were led to believe but it is what it

stadium deal has been resolved, but

finishing second behind Red Bull
teammate Sebastian Vettel at the
inaugural Abu Dhabi Grand Prix.
The Red Bull pair took full

brake problems on his McLaren
Mercedes to claim their fourth one-two
result of the season.
Webber endured a tense

Neumann, a rocket
scientist during the
day, costume is
essential to his
excursions re-enacting
pre-17th-century
Europe.
The Society for Creative
Anachronists gets together
regularly to do medieval things
like cooking, sewing and
warring.
Mr Neumann says it
about recreating history the way
it should have been.
"[There's] no
discrimination, no people telling
anybody that they can't do
something, the only restrictions
are purely for safety's sake," he
says.
"If you are able to get up
on the field wearing armour and
try fighting we're not going to
stop you, not based on age,
race, creed, colour or gender.
"The only real restriction
is that you probably shouldn't
fight hand-to-hand combat if you
are more than six months
pregnant."
Mr Neumann got
involved with the society
because he wanted to learn
medieval crafts and since
joining he has made everything
from bits of armour to forks. But
it is not just about the
metalwork.
"There is a bit of
escapism. People get to be
what they want to be other than
being some poor John Smith in
an office somewhere with a
boring nine to five job at a
computer all the time...

Fashion researcher Dr
Jennifer Craik says dressing up
in costumes has been a
perennial part of human
behaviour since clothing was first
worn.
But she says costume
wearing also relates to the
social, political and economic
environment.
"In times of depravation
and war sales of lipsticks go
through the roof," she says.
"If you extend that to
costumes then can see the same
kind of process occurring."
She says that in times of
strife playing out a fantasy role
becomes a powerful tool.
"The reasons are
fundamentally ones to do with
creating a very distinctive
individual identity but at the
same time also fitting into a
group which might be a dominant
group or it may be a more sub-
cultural or specific kind of a
group," she said.
"There's always kind of a
trade-off between that dressing
up for the self and that dressing
up for the wider collective.... and
that tends to be the kind of
fundamental reason people do
dress up.
"The idea that everyday
clothes are adequate is fine for
the everyday, but to actually
make a statement and stand out

Fashion designer
Stephanie Calkin
says people in the
gothic community
often find
mainstream culture
boring.
"A lot of people who are
drawn to any of the alternative

able to express themselves
differently and the costuming that
comes out with this community is
amazing," Ms Calkin says.
"It's an antidote to the
mundane."
Ms Calkin says dressing in
a gothic style makes life more
interesting and people are needing
costumes and fantasy more.
"You can see that coming
out in a social movement with all
the Cosplay, where people are
taking on roles from onscreen
media and they're making it real for
themselves and socialising it," she
says.
"To me, that's saying that
there is a need and it exists."
Lady Delphinium says her
costume allows her to bypass
many of the unspoken social rules
of society.
"There's just sometimes
when you can make your own
rules and I think that's what a lot of
the alternative communities do
with their fashion.”
