SPECIFICATION 1
Tenderers are to note that this Specification is general and covers various types of buildings and
conditions that may be encountered when quoting.

Only those sections which are applicable to the particular buildings will apply in each case.

Tenderers are advised to read the Specification carefully before quoting.

HOURS OF WORK 2
Work is to be carried out between 7.30 a.m. to 5.00 p.m. Monday to Friday inclusive.

Approval to work at other times or on a Saturday, Sunday or on a Public Holiday may be granted,
and can only occur with the prior approval of the Owner.

GENERAL PAINTING PROCEDURE 3


The Contractor shall give at least 8 hours notice to the owner of his intention to commence each
operation in the preparation of the surfaces, i.e. sanding & priming, undercoating and finishing.
EACH OPERATION MUST BE INSPECTED AND APPROVED BEFORE THE NEXT IS COMMENCED.

The whole of the preparation work shall be completed and approved before the painting is
commenced.

Any smoke, grease, dirt, mould or other surface contaminates shall be washed off with an
approved cleaning agent.

Where a detergent is used in cleaning down, surfaces MUST be thoroughly rinsed down with clean
water.

Painting shall not be done in unsuitable weather or in any weather which the owner considers
unsuitable, oral notice of which will be conveyed to the Contractor.

REMOVAL OF FITTINGS 4
The Contractor shall allow for removal of all fittings, doors, furniture and similar as necessary
before painting and shall refix the same in their original positions upon completion of painting with
a minumum of inconvenience to the owners.

METHOD OF APPLICATION 5
Paint shall be applied by means of quality hand brush or roller application.

Spray painting shall be permitted. The Contractor may apply paints by spray providing suitable
covering and masking of surfaces not to be painted is carried out and all coatings are back rolled or
brushed in after application by spray.

SUB-CONTRACTING AND PIECE WORK 6


Contractors shall not sub-contract any part or parts of the work or let any part or parts of the work
out to piece work without the approval of the owner.

PAINTING MATERIALS/EQUIPMENT 7
Contractors shall state with their quotation the name of the paint manufacturer and products it is
proposed to use in this Contract. No departure from these nominated materials will be allowed
under any circumstances without the prior approval in writing of the owner.

Where, in this Specification or on the drawings, it is stated that any material or equipment shall be
equal to a certain trade name, brand and/or catalogue number, it is a means of specifying the
type, quality, appearance, finish or performance which is required; sole preference to such material
or equipment is not intended. Any alternative offered must be equal to that specified and to the
approval of the owner.

All paints shall be of an approved brand of Australian Manufacture, delivered to the job in
UNOPENED TINS and of the best quality of their respective kinds. Paints shall be ready mixed.

UNDER NO CIRCUMSTANCES SHALL INTERNAL PAINT BE USED EXTERNALLY.

Paints for EXTERNAL use MUST be suitable for the intended use. Paints for INTERNAL use MUST be
suitable for the intended use, including wet areas. All priming and sealing paint shall also be in
accordance with the above clauses.

All scaffolding, planks, ladders and similar, shall be supplied by the Contractor for proper execution
of the works and shall comply with all relevant scaffold and lifts codes.

All materials, labour and plant required to complete the works shall be supplied by the Contractor.

WORKMANSHIP 8
The work shall be executed in the best and most tradesman like manner and in accordance with
the Australian Standard 2311 “Guide to Painting of Buildings”.

COMMENCEMENT OF WORK 9
The Contractor shall notify the owner 48 hours prior to his commencing the work.

NOTICE TO TENANTS/OCCUPIERS OF BUILDING 10


If the building is tenanted, the Contractor shall give occupiers of buildings at least 24 hours notice
of his intention to commence work on the premises.

It is stressed that if the buildings in the contract are occupied. Any inconvenience to occupants
caused by work set out in the contract should be kept to a minimum.

Refusal by the occupants to permit access to the Contractor to carry out the work covered by this
Specification shall be reported to the owner within 24 hours.

RESPONSIBILITY & PROTECTION OF BUILDINGS 11


All areas not specified to be painted shall be protected and paint shall not be mixed on any floor or
paved area without proper protection of the property.

With external work the contractor shall allow for bending over, staking, covering or otherwise
protecting all vegetation as may be necessary for avoidance of damage and to leave same in a
similar condition as when the work commenced. No trimming or pruning of trees, shrubs, plantings
or other vegetation will be permitted without prior arrangement with the owner. The Contractor
shall take all possible care to protect internal surfaces, furnishings and furniture.

CLEANING UP 12
It is essential that upon the cessation of work each day, that the property shall be left clean and
habitable. Any rubbish as a result of the carrying out of the work must be removed daily.

All paints spots, drips, overspray or splatter to all surfaces is to be removed and all glass to
windows and doors is to be cleaned after completion of the works. The site is to be left clean and
tidy on completion of the works.

REPAIRS 13
All repairs to gyprock plaster or render, shall be equal in finish to that of existing work and shall be
of a minor nature. Tenderers are to allow for these repairs in their Quotations.

All such work shall be neatly jointed to existing surface in a true and tradesman like manner to
approval of the owner.

COLOUR SCHEDULES 14
A colour schedule for internal and external painting will be supplied to the Contractor after
acceptance of Quotation.

No variation by the Contractor will be permitted without written application to the owner.

WOODWORK (PREVIOUSLY PAINTED) 15


(a) PREPARATION

Sand with a power sander all cracked, crazed, peeling, blistered, defective paint or
varnish over the entire surface affected, edges of remaining hard paint film must
be well feathered off.
Previously painted surfaces in reasonably good condition shall be hand sanded and
dusted off.

(b) PRIMING
All bare patches shall be spot primed.
All holes and cracks in timber shall be stopped with a suitable putty or other filler.

All surfaces as above where previously painted with an oil based paint shall be
given one (1) coat of oil based undercoat prior to subsequent treatment.

(c) SUBSEQUENT TREATMENT


All existing woodwork previously painted shall be given two (2) finishing coats of
paint in addition to the preparation and priming specified above.

WOODWORK (NEW) 16
(a) PREPARATION

Knots or gum exudations shall be cleaned off and washed with mineral turps, sand-
papered down and touched up with an approved knotting varnish or stain sealer.

New woodwork shall be thoroughly sanded down to a fine finish.


(b) PRIMING
All new woodwork shall be completely primed.

All holes and cracks in timber shall be stopped with a suitable putty or other filler.

(c) SUBSEQUENT TREATMENT


All new woodwork shall be given two finishing coats of paint, in addition to the
preparation and priming specified above.

WALLS (PREVIOUSLY PAINTED) 17


INTERNAL AND EXTERNAL SURFACES (Brickwork, Rendered, Plastered surfaces, and similar) -

(a) PREPARATION

Surfaces are to be thoroughly cleaned down, all loose and flaking paint removed
and dusted off.
Existing lime-washed, distempered or calsamine surfaces, i.e. any surfaces coated
with a paint material other than oil or acrylic paint, and required to be removed
shall be thoroughly removed by an approved method, washed off and scraped
clean.

Generally all holes, cracks, broken or crazed plaster shall be filled with a suitable
patching material and sanded smooth.

(b) PRIMING
All bare or patched surfaces to the above shall be sealed with a suitable sealer.
Where these surfaces have been treated with a material other than oil or acrylic
paint, they shall be prepared as specified above and given one (1) complete coat
of pigmented penetrating oil sealer.

All surfaces as above where previously painted with an oil based paint shall be
given one (1) coat of oil based undercoat prior to subsequent treatment.

(c) SUBSEQUENT TREATMENT

All surfaces shall be given two (2) finishing coats of paint, in addition to the
preparation and sealing specified above.

CEILINGS (PREVIOUSLY PAINTED) 18


(a) PREPARATION

Any smoke or grease shall be washed down with sugar soap, allowed to dry and
washed off with clean water.
All ceilings shall be completely sanded as required and brushed off, to remove all
loose and flaking paint. All edges shall be completely and thoroughly feathered
off. Generally, all holes, cracks, broken or crazed surfaces shall be filled as
necessary and sanded smooth.

(b) PRIMING
All bare and patched surfaces shall be sealed with a suitable sealer.
All surfaces as above where previously painted with an oil based paint shall be
given one (1) coat of oil based undercoat prior to subsequent treatment.

(c) SUBSEQUENT TREATMENT

All ceilings shall be given two (2) finishing coats of paint.

METALWORK (PREVIOUSLY PAINTED) 19
(a) PREPARATION

Thoroughly remove all rust, loose and flaking paint by rubbing down with sand-
paper, scrapers, wire brushes or other methods and dust off. All edges of
remaining paint film are to be well feathered off. Any grease or similar substance,
must be completely removed and surfaces left perfectly clean. Coat all previously
rusted areas of metalwork with a rust converter.
(b) PRIMING
All patched areas of metal work shall be given one (1) thorough and complete coat
of rust inhibitive metal primer.

(c) SUBSEQUENT TREATMENT


All metal work as above shall be given one (1) undercoat and one (1) finishing coat
of paint.

METALWORK (NEW) 20
(a) PREPARATION

All new iron and steel, shall be thoroughly cleaned down, and all traces of rust, mill
scale, dirt, oil, grease and similar shall be completely removed.
(b) PRIMING
All new Iron and Steel shall be given one (1) thorough and complete coat of rust
inhibitive metal primer.

(c) SUBSEQUENT TREATMENT


All new iron and steel shall be given one (1) undercoat and one (1) finishing coat of
paint.

GALVANISED IRON AND ROOF SHEETING (PREVIOUSLY PAINTED) 21


(a) PREPARATION

Thoroughly remove all rust, loose and flaking paint by rubbing down with
sandpaper, scrapers, wire brushes or other methods and dust off. All edges of
remaining paint film are to be well feathered off. Any grease or similar substance,
must be completely removed and surfaces left perfectly clean.
Coat all rusted areas of galvanised iron with rust converter.

(b) PRIMING
All bare or patched areas of metal work shall be given one (1) thorough
and complete coat of either a Rust Inhibitive Primer or an etch primer.

(c) SUBSEQUENT TREATMENT


All metal work as above shall be given two (2) finishing coats of paint.

GALVANISED IRON AND ROOF SHEETING (NEW) 22


(a) PREPARATION

New Galvanised Iron shall be thoroughly cleaned down to remove oil residue prior
to further treatment.
(b) PRIMING
Prime with one (1) complete coating of etch primer or galvanised iron primer.

(c) SUBSEQUINT TREATMENT
All galvanised iron and roof sheeting shall be prepared as specified and given two (2) finishing coats
of paint.

COMPRESSED FIBRE CEMENT ROOF SHEETING (PREVIOUSLY PAINTED) 23


(a) PREPARATION

All fibre cement roof sheeting whether corrugated or flat, shall be washed clean
free from grease, scale and dust.
(b) PRIMING
Spot Prime with one (1) coat of suitable primer.

(c) SUBSEQUENT TREATMENT


All roof sheeting shall be prepared as specified and given two (2) finishing coats of
paint.

NOTE: Care should be taken not to disturb any aspestos.

COMPRESSED FIBRE CEMENT WALL SHEETING (PREVIOUSLY PAINTED) 24


(a) PREPARATION

All fibre cement sheeting to walls, including gutters, downpipes and eaves linings
shall be washed clean free from grease, scale and dust.
(b) PRIMING

Spot Prime with one (1) coat of suitable primer.


All surfaces as above where previously painted with an oil based paint shall be
given one (1) coat of oil based undercoat prior to subsequent treatment.

(c) SUBSEQUENT TREATMENT


All fibre cement sheeting to walls, including gutters, downpipes and eaves linings
shall be prepared as specified and given two (2) finishing coats of paint.

NOTE: Care should be taken not to disturb any aspestos.

COMPRESSED FIBRE CEMENT WALL SHEETING (NEW) 25


(a) PREPARATION

All new or previously unpainted fibre cement wall sheeting, including gutters,
downpipes and eaves lingings, shall be thoroughly cleaned down to approval before
subsequent treatment is commenced.
(b) SEALING
All fibre cement wall sheeting as above whether new or previously unpainted shall
be given one (1) coat of approved sealer.

(c) SUBSEQUENT TREATMENT


All new or previously unpainted fibre cement wall sheeting as above shall be given
two (2) finishing coats of paint.

MASONITE. FIBROUS PLASTER, GYPROCK AND SIMILAR (PREVIOUSLY PAINTED) 26
(a) PREPARATION

These surfaces shall be thoroughly brushed and cleaned down to remove dust,
loose and flaking paint with edges well feathered off.
(b) SEALING
All new unpainted and bare patches to the above are to be treated as above and
given one (1) coat of an approved sealer before subsequent treatment.
All surfaces as above where previously painted with an oil based paint shall be
given one (1) coat of oil based undercoat prior to subsequent treatment.

(c) SUBSEQUENT TREATMENT


All surfaces as above shall be given two (2) finishing coats of paint.

GYPROCK AND SIMILAR (NEW) 27


(a) PREPARATION

These surfaces shall be thoroughly brushed and cleaned down to remove dust.
(b) SEALING
All new gyprock is to be treated as above and given one (1) coat of an approved
sealer before subsequent treatment.

(c) SUBSEQUENT TREATMENT


All surfaces as above shall be given two (2) finishing coats of paint.

MOULD INFECTED AREAS INTERNAL AND EXTERNAL 28

Shall be treated with an approved chemical to eradicate growth, thoroughly washed down with clean
water and allowed to dry for a period of not less than 4 hours BEFORE subsequent treatment is
carried out.

RE-PUTTYING OF WINDOW GLAZING 29


The Contractor shall cut out existing unsound putty to window glazing, clean out, prime and re-
putty with a glazing putty neatly trimmed and cut clean.

Any glass broken by the Contractor during the contract shall be replaced by him at his own
expense.

SPECIAL CONDITIONS 30

The following special conditions shall apply.
